Box 580 Fort Collins, CO 80522 Dear Glen: Re: Addendum to July 28, 1994 drainage report for the Vanworks Minor Subdivision. I have calculated the detention volume necessary for the existing new building and the proposed building addition. From the July 28, 1994 report, the required volume for the new building was 3,792 cubic feet, and I have calculated that the additional runoff volume that will be generated by the proposed building addition is 1,123 cubic feet. This is a total volume of 4,915 cubic feet. The July 28, 1994 report determined the release rate to be 0.80 cfs, so I propose to use that same rate although we are adding additional area to the runoff basin and the rate could be slightly more. The volume of the proposed pond is 7,650 cubic feet, which is more than required, but a portion of the original building, which is considered to be historic flow, drains into the detention pond area. The larger pond volume will provide more freeboard, and therefore the pond will not overflow as often. A timber tie wall shall be installed all along the west and north sides of the fence line between Vanworks and the storage units located east of Vanworks. This wall will be constructed with a top elevation of 4943.0 or six inches above the ground at the fence line, whichever is higher. This wall shall be extended to the south to the north right—of—way of Lincoln Avenue. This wall will provide a 1 foot freeboard for the detention pond, and will insure that no runoff from the Vanworks site will encroach onto the storage site. An overflow swale over the headwell of the pond outlet will carry the overflow runoff to the existing drainage channel along the north side of East Lincoln Avenue. The detention pond outlet pipe is planned to be a 6 inch diameter PUC pipe. This outlet pipe also drains into the ditch along the north side of East Lincoln Avenue. James H. Box 580 Fort Collins, Colorado 80522 Dear Glen: This is the revised drainage report for the Vanworks Minor Subdivision at 900 East Lincoln Avenue, Fort Collins, Colorado. The building has been built, and this report also reflects what has taken place since the report was revised June 17, 1993. The site is described as a part of the Northeast '—, of Section 12, Township 7 North, Range 69 West of the 6th P.M. It is located in the Cache la Poudre River Drainage Basin. It is bounded on the south by Lincoln Avenue, on the west by industrial uses in the Patrick Subdivision, on the north by the undeveloped North Lemay Subdivision and on the east by existing self —storage units. The site slopes from north to south at approximately 0.3% grade. There is an existing large drainage swale on the north side of Lincoln Avenue in the public right—of—way. It drains easterly at a very flat slope. At this time, there are no plans to widen the Lincoln Avenue pavement so there will be no expected decrease in the swale capacity. Vanworks has their conversion manufacturing business at this site in an existing building. They have constructed a new warehouse/office building detached from the existing building. In order to construct the new building, a Minor Subdivision Plat was prepared that adds a part of Lot 9, North Lemay Subdivision, to the existing site and also creates a modified Lot 10, North Lemay Subdivision, which becomes Lot 10—A, Vanworks Minor Subdivision. Lot 10—A is not being developed at this time and is not included in this report. All of their site, except for their building, was gravel surfaced parking for employees, driveways and outdoor storage of vehicles waiting to be converted. The site is in the 100—year flood plain of the Cache la Poudre River. It is in Zone A-4 and shown on FIRM Map 080102 0002 B. Because of the low percentage of slope south to the Lincoln Avenue Drainage Swale, the velocity of the runoff is low. The increase in impervious surface was created by the 7200 square foot new building and 6600 square feet of concrete on the north and south sides of the new building which was in place of the 1200 square foot asphalt driveway that was originally required by the planning department. CO 80522 303/482-9331 Fax 303/482-9382 Vanworks Minor Subdivision Page 2 Then the owner constructed 12,640 square feet of concrete driveway and display area onsite and 4200 square feet of concrete driveway in the Lincoln Avenue right—of—way. A 4,995 cubic foot detention pond was provided in the gravel area on the east side of the new building. This pond was sized for the originally planned 8400 square feet increased impervious surface. A 3—inch diameter discharge pipe was placed through the berm rather than the 6—inch pipe with a restriction plate on a headwall. This change was made due to the necessity to park vehicles in that area. There is an existing drainage swale with a gravel surface at approximately 0.3% grade between the pond and the Lincoln Avenue Drainage Swale. A berm was placed along the east property line at the south end of the swale to insure that no runoff will spill over into the self —storage property, and a 3—inch diameter P.V.C. pipe was laid through a small berm to discharge into the Lincoln Avenue Swale. This will offer a small amount of detention in the southeast corner of the Vanworks property. The finished floor elevation of the new building was to be at elevation 4946.0 which would provide 1.5 feet of freeboard. Due to miscommunication, the finish floor was constructed at 4945.4 which provides 0.9 feet of freeboard. Mr. Hess was cited by the City of Fort Collins and paid a fine for not having the required freeboard. An elevation certificate is enclosed as a part of this report. The floor elevation meets the FEEMA criteria but does not meet the City of Fort Collins criteria. Erosion Control: The site is in a High Rainfall Erodibility Zone and in a Moderate Wind Erodibility Zone. The present ground cover is gravel with some native grass/weed ground cover around the edges. The construction of the new building pad, which is approximately two (2) feet higher than the existing ground, was on pit run. This was the only disturbance of the existing gravel and/or grass/weed ground cover. The site drains southerly across the existing gravel parking lot at a very low velocity so there will not be erosion from the storm water discharge. The required rainfall performance standard is 72.8%, and the existing site provides a performance standard of 92.8%. The gravel swale has acted as a gravel filter, and there is no visible evidence of erosion. The low velocity not only improves the quality of the runoff but allows for more infiltration of the runoff. Vanworks will be responsible for the maintenance of the pond and the onsite drainage swale. The drainage easement encompassing the detention pond is enclosed for your review. The grading plan, runoff calculations, mass diagram and erosion control calculations are included as a part of this report. If you have any questions concerning this project, please call.
