Box 1190 Fort Collins, CO 80522 Re: Clydesdale Park PUD — Filing Two Project No. 0957.0001.00 Dear Mr. Burns: We are pleased to re -submit this letter of addendum to the Final Drainage Report for the Clydesdale Park PUD — Filing Two subdivision. This letter addresses the drainage swale between Shetland Lane and Vista Grande Subdivision as well as Ponds G and D on the _ Clydesdale Park PUD — Filing Two. We have addressed your comments dated July 3, 2006. In the Final Drainage Report prepared by TST, Inc. Consulting Engineers, submitted December 2001, the drainage system in Clydesdale Park PUD was designed to collect water from ST — 2 and basin 207 in Pond D and discharge this flow into the swale in question. This swale conveyed stormwater to ST — 6 where it passed under the emergency access road to flow into Pond G. The 100 — year design flow in this swale was 8.2 cfs and did not include any offsite contribution from the adjacent property to the East. The design cross section was a grass lined channel with a 4' to 8' bottom width, 3:1 side slopes and a bottom slope of 0.5% downstream. With this design, the 100 — year water surface elevation did not encroach on the residential lots along Messara Dr. Two factors have contributed to the re -analysis of this drainage system. First, it was _ observed that the swale was not built as designed. The existing cross section had a triangular rather than trapezoidal cross section and a bottom slope of 0.35%. Second, the Vista Grande subdivision, adjacent to the East side of Clydesdale Park PUD, designed their drainage system to release their detained stormwater into Pond D (which is not actually a detention pond). This flow was not accounted for in the Final Drainage Report for Clydesdale Park PUD — Filing Two and is equal to 7.9 cfs in the 100 — year event (according to the Final Drainage Report, Vista Grande, P.D. submitted May 2002). Although the Vista Grande flow was accounted for in a previous Clydesdale Park PUD drainage study, it was omitted from the Filing Two Final Drainage Report. The addition of Vista Grande flows to the swale caused a near doubling of the design flow, and when coupled with the incorrect construction of the swale, resulted in the 100 — year water surface elevation encroaching on the back of lots along Shetland Lane. According to normal depth calculations, this additional flow would not have impacted the lots along Messara Dr. However, a detailed hydraulic analysis of this swale as designed using HEC-RAS illustrated that one lot would have been impacted. 748 Whalers Way, Bldg, D To evaluate the situation TST, Inc. Consulting Engineers surveyed the as -built condition Fort Collins, CO 80525 970.226.0557 in the swale, pond, culverts and building corners between August 2005 and February metro 303.595.9103 2006. These as -built points were used to generate contours and a hydraulic analysis of fax 970.226.0204 the as -built condition was performed. The swale was evaluated using HEC-RAS from Pond G through ST — 6 to Pond D. The downstream water surface elevation was info@tstinc.com assumed to be the 100 — year water surface elevation in Pond G as stated in the Final www.tstinc.com Drainage Report. This hydraulic analysis gave the 100 — year water surface elevation along the Swale and confirmed that the water surface would encroach on the back of lots as suspected. The survey information also indicated that Pond D was not draining as designed because of shallow depressions that were left after construction. To resolve the issue of water encroaching on the back of lots and improve the condition of the drainage system TST, Inc. Consulting Engineers has developed a grading plan for Pond D and the swale. Holding the inverts of all storm pipes constant as well as not interfering with the individual lots or the irrigation ditch that runs along the East side of the swale, we have developed a plan that will adequately convey the 100 — year flow. It is proposed that Pond D be re -graded to drain to the swale as shown on the revised grading plan (attached for reference). It is further suggested that a concrete trickle pan be added in areas where the slope is less than 2% to convey the nuisance flows from irrigation and small storms. The new designed channel has a bottom slope of 0.30%, a bottom with of 2' to 4' and side slopes between 3:1 and 2:1. A hydraulic analysis of the redesigned channel has been performed in HEC-RAS and shows that it will convey the combined 100 — year design flow from Clydesdale Park PUD and Vista Grande without encroaching on back of lots. The results of this analysis are attached to the end of this letter. The steep side slopes in some areas are required to prevent disturbance of existing lots. Because these steep side slopes are only about 2' in vertical elevation their maintenance should not be an issue with a manual mower. The homeowners association has agreed to accept maintenance responsibility for these 2:1 slopes, as stated in the attached letter. Pond G was designed with a 10.01 in diameter orifice to restrict the release rate from Clydesdale Park PUD to 4.9 cfs by J.R. Engineering in their Final Drainage and Erosion Control Report for Clydesdale Park. Because the additional stormwater from Vista Grande PD is being passed through Clydesdale Park PUD and does not need to be detained, according to the J. R. Engineering design this orifice should be increased to a diameter of16.51 in. This will result in a combined release rate of 12.70 cfs. In conclusion, this letter of addendum has summarized the assumptions of the Final Drainage Report for Clydesdale Park PUD, documented the as built condition of the ponds and swales, documented the increase in flow caused by stormwater discharge from Vista Grande PD and proposed a revised grading plan to prevent the encroachment of the 100 — year water surface elevation into lots along Messara Dr. Supporting results from HEC-RAS and exhibits of the high water elevation can be found at the end of this letter.
