Gentlemen:
As requested, this office has performed a final drainage
investigation for the proposed "Sunstone Village - P.U.D.",
1st Subdivision, Ft. Collins, Colorado. The existing and
proposed conditions have been analyzed based upon site
observations, topographic mapping, previous reports and the
proposed site improvement plans.
Also included in this report is the justification for and
projected cost of downstream improvements that will not be
constructed due to improvements being included with this
project. This information is included in this report as the
basis for reimbursements due the Developer of Sunstone
Village. Please reference the letter and calculations,
Addendum A, attached hereto.

The "Sunstone Village - PUD", 1st Subdivision, is a portion
of a proposed mixed usage development with the major portion
of the site to be developed into single family residential
lots. The site is located in the Northwest Quarter of
Section 32, Township 7 North, Range 68 West of the 6th
Principal Meridian, Larimer County, Colorado. More general-
ly, the site is situated along the Eastern side of
Timberline Road approximately 1/4 to 1/2 mile south of
Horsetooth Road. The 1st Subdivision consits of an area of
27.6 +/- acres. The site is proposed to be developed into
43 single family residential lots, a 6.5 acre public open
space/detention facility, a 1.3 acre drainage way, and a 7.4
acre potential school site. The timetable for development
of the site is anticipated to occur over the next two to
three years.
The site is accessed on the West from Timberline Road. An
undeveloped area and the Harmony Village Mobile Home Park
abut the site to the South. Irrigated row crop farmland
adjoins the site on the East. The Fox Meadows Subdivision
abuts the site on the North. The topography generally
slopes from West to East at relatively flat slopes, from
0.5% to 1%. The site has been farmed recently. The site
has a relatively high ground water table which is anticipat-
ed to have seasonal fluctuation due to the continuing agri-
cultural irrigation in the vicinity. No major drainage
courses presently exist on the site. Runoff from the area
to the South appears to be routed around the site to the
East and through an existing detention facility in Harmony
Village Mobile Home Park. The Fox Meadows Subdivision
contributes minor rear lot drainage which presently drains
onto the site, but the vast majority of the subdivisions
runoff is directed to the North and East within Fox Meadows.
The land to the East drains Easterly away from the subdivi-
sion. The land to the West of Timberline Road drains to
Timberline and presently is directed via a buried irrigation
pipeline along the Northern boundary of the site to the
Northeast corner where an overflow and discharge structure
is located which directs drainage into a 30" diameter storm
drain that flows Northerly along the Eastern boundary of Fox
Meadows. The site is located within the Fox Meadows Basin
as designated on the City of Fort Collins Master Drainage
Plan. The Fox Meadows Basin Master Plan reflects that a
major drainage channel be constructed along the Northern
boundary of the site and that a regional detention storage
facility be provided in this vicinity. These two drainage
improvements have been incorporated into the improvements

' for the initial phase of development. A 40 foot wide strip
of property is being provided to allow for the construction
' of the major drainage channel. A low flow trickle channel
is to be constructed in conjunction with the open channel at
initial development. A 6.5 acre parcel located in the
Northeast corner of the site is to be used for the regional
' detention storage facility and public park site. The design
flews for the open channel drainageway are 43 cfs and 64 cfs
for the 2 Year and 100 Year Storm flows respectively. The
' storage volume to be provided in the regional detention
facility is 28.74 Ac-ft. with a maximum discharge rate of 24
cfs.

' DESIGN CRITERIA
In order to determine the rate and volume of runoff, both
'
under the existing conditions and the proposed developed
conditions, an acknowledged method of calculation has been
used. The design method used was the "Rational Method" as
outlined in the "City of Fort Collins Storm Drainage Design
'
Criteria and Construction Standards" manual. This method
enables the designer to determine the rate of runoff to be
anticipated. The "Rational Method" is based on the formula
'
Q = CIACf explained as follows:
Q = the rate of runoff, in cubic feet per second
'
(cfs) .
C = runoff coefficient, which is the ratio between the
maximum rate of runoff from the area and the
'
average rate of rainfall intensity, in inches per
hour, for the period of maximum rainfall of a
given frequency of occurrence having a duration
'
equal to the time of concentration.
I = average intensity of rainfall, in inches per hour,
'
for a duration equal to time of concentration.
A = area, in acres.
'
C = frequency factor to account for antecedent precip-
f
itation conditions, dimensionless.
' The Time of Concentration is that time required for runoff
to flow from the most remote point.of the drainage basin to
the point of concentration being considered. The Time of
' Concentration is the total of the overland flow time and
flow time within channel, if any.
' The equation used to determine the overland flow is:
Tc = 1.87 (1.1 - C C f ) D1/2/S1/3 where:
Tc = Time of concentration, in minutes.
S = Slope of basin, in percent.
D = Length of basin, in feet.
C Cf = Run-off coefficient and frequency factor, as
used in the "Rational Method" formula.

The in -channel flow time is based on the flow velocity, and
is dependent on the configuration of the channel and magni-
tude of flow.
The volume of each storm evaluated has been based on the
"Rational Method Hydrograph". The volume is based on the
following formula:
Vol. = Q x Tc x 60
Vol. = Volume of runoff, in cubic feet (cu. ft.)
Q = Rate of runoff, in cubic feet per second (cfs)
Tc = Time of concentration, in minutes
Storm Runoff Analysis
The analysis for the site has considered the existing and
proposed conditions. The design storm return periods con-
sidered are the "Initial Design Storm", 2 Year, and "Major
Design Storm", 100 Year.
Existing Conditions
The runoff from the total 74.4 acre site has been estimated
to be 10.4 cfs for the 2 Year Storm Frequency and 35.3 cfs
for the 100 Year Storm Frequency.
Proposed Develooed Condition
The runoff from the total 74.4 acre site has been estimated
to be 61.4 cfs for the 2 Year Storm Frequency and 214.8 cfs
for the 100 Year Storm Frequency.
The minimum detention storage volume to be provided for the
site only is estimated to be 10.82 Ac-ft. with a release
rate of 10.4 cfs. The Volume designed to be provided is 29
acre-feet, more or less, with a maximum release rate of 24
cfs.
Negotiations are in process to determine the disposition of
the existing buried irrigation line located along the North-
ern boundary of the site. That is, is the line active and
necessary to serve farms in the area or can it be used for
low flow routing of runoff water. The capacity end value of
the existing facilities is to be negotiated in order for the
City to determine whether it is beneficial to purchase the
existing facilities or construct new improvements. These
negotiations are to be finalized prior to the development of
the second phase of this project.

The proposed plan is intended to retain the existing drain-
age pattern with runoff on the site being routed internally
from West to East. All of the runoff from the site will be
'
directed into the proposed detention facility to be located
at the Northeast corner. The construction of the detention
facility is to be performed in conjunction with the initial
'
development phase. The drainageway channel along the North-
ern boundary is to be constructed with the initial phase.
The determination of the location and size of storm drainage
pipes, inlets and associated facilities has been determined
'
as a part of the subdivision improvement design process.
All facilities are designed to meet the City of Fort Collins
criteria and specifications. The initial development of the
'
project has been designed to construct facilities of ade-
quate size to handle all future development on the upstream
area of the site.

CONCLUSIONS AND RECOMMENDATIONS
'
1.
The existing drainage pattern for the site is to be
generally retained.
'
2.
The proposed run-off volume due to the proposed devel-
opment of the site has been considered. On -site deten-
tion is proposed for the development in conjunction
'
with a regional facility.
3.
Drainage structures, that is, catch basin, pipe, and
overland channels are designed as a part of the
final subdivision improvement plans to be filed with
the City of Fort Collins Engineering Department.

4.
Overlot grading is to be performed in accordance with
the site grading and drainage plan.

5.
All proposed structures and streets' flow capacities
have been investigated and have been found to meet or
exceed the criteria set forth in the "City of Fort
Collins Storm Dranage Design Criteria and Construction
'
Manual."
The site is not located within a designated "Flood -
Plain".
7.
The City shall reimburse the Sunstone Village P.U.D.
developer per the attached Addendum A and Exhibit B.

RE: Sunstone Village P.U.D.
Dear Tom:
It is our understanding that your recent conversations with
Mr. Dennis Messner of our office have resulted in generally
satisfactory understandings of the drainage plans and report
for this project. In that understanding, we would like to
present to you our estimates of the reimbursable costs
involved in the basin improvements accomplished as a result
of this project. These include the construction of the
swale and related appurtenances along the North boundary of
the project associated with the initial phase of construc-
tion, and the anticipated reduction of size of that same
swale downstream as result of the construction of the "re-
gional" detention facility. (See proposed "Exhibit B"
attached, and "offsite" estimate included herein.)
As you will recall from "Exhibit B", we have estimated the
cost of constructing the swale along the North boundary at
$207,550.00. This will, of course, be confirmed by actual
bid data at the time of construction. The drainage study
indicates that the detention pond reduces the need for the
swale downstream of the project. The amount of flow which
overtops the pond is in the range of 25 cfs. That amount
can easily be carried in a small swale contained within the
present 20' pipeline easement. Thus, the additional 20'
need not be purchased from Bartran and the major swale need
not be constructed. The costs thus saved to the system
should in our understanding be attributed, and subsequently
rebated to the Sunstone project, due to the cost savings
made possible by the construction of the detention facility.
Based on Mr. Bartran's land cost of $16,667.00 per acre, we
have estimated that rebate amount to be:

In reference to our previous letter of January 20, 1987,
enclosed, and in light of our understanding of the City's
reimbursement policy, we ask that the City be prepared to
collect the full basin fees from builders within the subdi-
vision, and reimburse the developer from the proceeds. We
understand that costs exceeding the total basin fees for the
development are reimbursed in cash upon the completion and
acceptance of the improvements. As to the savings in down-
stream improvements, we understand that reimbursement for
these costs are to be made from fees generated by the pro-
posed Bartran project, or other areas benefitted by the
savings resulting from the effect of the regional detention
facility. From our discussion of February 12, we understand
that these items can be set forth in an amendment to the
Development Agreement.
The Agreement with regard to cost reimbursement for Fox
Meadows Basin Master Plan facilities is to include only the
drainageway portion to be contructed with the initial phase
of construction in accordance with the site improvement
plans for the 1st Subdivision. Consideration for reimburse-
ment for reduction of downstream drainagway costs is to be
considered with the 2nd Subdivision (as yet to be submit-
ted) .
We look forward with you, to the completion of these needed
facilities for the Fox Meadows Basin, and thank you for your
assistance.

Dear Tom:
As you are aware, the development of this project including
the construction of facilities for basin drainage improve-
ments will result in costs to the developer which are to be
regarded as reimbursable by the City.drainage utility. This
developer plans only to produce building sites for sale to
builders. Therefore, the normal method of giving credit by
means of reduced drainage fees as compensation for the
reimbursable drainage facility costs, if handled directly
with individual building permits, would result in savings to
individual builders rather than reimbursing the developer
for his out of -pocket costs. In order to more directly
facilitate the reimbursement of the developer, and on his
behalf, we recuest that the City adopt a policy for this
project of collecting the full drainage fees as required for
the basin from individual builders, then reimbursing the
developer cn a monthly or quarterly basis. This would
provide direct reimbursement to the developer, to which he
is entitled.
As you know, reimbursable fees cannot be added to the cost
of the lot on an appraisal basis and, therefore, it is
extremely difficult if not impossible for the developer to
raise the price of his lots to compensate him for the re-
duced drainage fees. In his view the developer feels this
method would not significantly impact the City in terms of
significant additional overhead costs. The developer con-
ti:.ues to feel that some ver•1 clear expressions of major
City, participation in the ccst of a regional detention
facility were received by him early in the planning process.

that extent.
