The site is, by the City's definition, in the "Spring Creek Drainage Basin." The gross site area is 3.68 acres. The site is proposed for twenty (20) townhouse units in ten (10) buildings. The units have a double -car detached garage. The units will be accessed from the private drive on the North side of this site. Additional parking will be provided for the units with paved parking between the garages. Due to the small size of this site, the Rational Method has been utilized to determine peak runoff rates and required detention pond volumes. Design factors used are in accordance with the recommendations of the City of Fort Collins Storm Drainage Criteria and Construction Standards Manual. In accordance with the City of Fort Collins drainage policy, the 100-year runoff from the developed site will be detained in a detention pond and released at the-2-year undeveloped rate. Silver Oaks Paired Housing P.U.D. is situated in the Southeast'/4 of Section 28, Township 7 North, Range 69 West of the Sixth P.M., Fort Collins, Larimer County, Colorado. The site is, by the City's definition, in the "Spring Creek Drainage Basin." The gross site area is 3.68 acres. The site is bounded on the East by Auntie Stone Street, on the South by West Horsetooth Road, on the West by the City's Open Space, and on the North by Olander Elementary School. Auntie Stone Street and the Olander Elementary School site have been developed. West Horsetooth Road has been developed except for the North 20 feet of asphalt, curb and walk. The parcel on the West is designated open space and will remain, for the most part, in its natural state. This site has a ground cover of weeds and grass. A portion of the South side of this site has been reseeded and mulched after the City s water lime construction. The site slopes to the East -Northeast. The existing slope grade varies from 2.7% to 0.7%. The existing soils type is sandy. Runoff from this site is to Auntie Stone Street and/or to the existing 5-foot curb inlet on the Northwest intersection of Horsetooth Road and Auntie Stone Street. There is no runoff across this site from the North or East. There is runoff from the City's open space that flows Southeasterly across the West side of the site. That area is about 1.2 acres. There is also flow from the North side of Horsetooth Road. The grade break/high point in Horsetooth Road is 250 feet West of this project. When Horsetooth Road is constructed West of the site, these flows will be East to the existing 5-foot inlet. ' Due to the small size of this site, the Rational Method has been utilized to determine peak runoff rates and required detention pond volumes. Design factors used are in accordance with the recommendations of the City of Fort Collins Storm Drainage Criteria and Construction Standards ' Manual. In accordance with the City of Fort Collins drainage policy, the 100-year runoff from the developed site will be detained in a detention pond and released at the 2-year undeveloped rate. 1 1 The site is proposed for twenty (20) townhouse units in ten (10) buildings. The units have a double -car detached garage. The units will be accessed from the private drive on the North side of this site. Additional parking will be provided for the units with paved parking between the garages. Runoff from this site will be to a detention pond on the East side next to Auntie Stone Street. Runoff from Auntie Stone Street will not be detained onsite. To compensate for this runoff the offsite runoff from Horsetooth Road will be routed through the detention pond. A new 15 inch pipe will be installed out of the back of the existing 5 foot inlet at the northwest comer of Auntie Stone and Horsetooth'. This pipe will drain north into the detention pond. The 15 inch detention pond outlet pipe will be constructed to the south and will also be cut through the back of the existing 5 foot inlet. This pond outlet pipe will be extended through the existing 5 0 1 1 C 1 1 1 Silver Oaks Paired Housing P.U.D. Page 2 foot inlet and be connected directly to the existing 15 inch outlet pipe which drains south under Horsetooth Road A new floor will be placed in the existing 5 foot inlet by pouring concrete over this outlet pipe and shaping it so that water will be directed to the new 15 inch pipe out of the back of the existing 5 foot inlet which drains north into the detention pond. The stormwater then flows South across Horsetooth Road in an existing 15 inch diameter R.C.P. to an existing 7 foot inlet. The stormwater flows East across the entrance to the Timber Ridge -North Mobile Park in an existing 15 inch diameter R.C.P. and then continues East in an existing swale to the existing piping system constructed at the Taft Bill Road - Horsetooth Road intersection. The stormwater then flows North and East thru the Rossborough channel and eventually to Spring Creek. The restricted outlet is sized to allow for the 2-year historic rate. The detention pond has been designed with 3:1 side slopes in some areas as shown on sheet 4 of 7 included with this report. The City specification required a 4:1 maximum side slope. The reason for the 4:1 maximum slope was for safety factor when the City maintained the ponds for the riding lawn mowers, as I have been told. However, the City does not maintain this detention pond therefore the owner has requested we use 3:1 side slopes on this pond. Therefore we are requesting a variance from the City required 4:1 side slope to 3:1 side slope as shown on this plan. The reason for the variance is that: 1. The City is no longer responsible to maintain this pond 2. The Owner/Developer is responsible to maintain the pond and wants 3.1 side slopes, feeling that this will not affect his maintenance of the pond. Drainage calculations and a grading and drainage plan are included with this report. This site is located in a high rainfall erodiibility zone and in a moderate wind erodiibility zone. The site will be constructed in one phase. The overlot grading will be done; the underground utilities will be installed; and the curbs, walks and pavement will be placed in continuous operations. At the beginning of overlot grading, the contractor shall place a gravel filter at the existing 5-foot curb inlet and install a silt fence along Auntie Stone Street and Horsetooth Road adjacent to this site. After overlot grading, the contractor shall seed with a temporary crop of annual rye grass mulched with straw on the last five lots on which they plan to build The contractor shall also place the gravel base in the private road as soon as possible after utility and curb and gutter construction. When the outlet structure is completed in the pond, the contractor shall install a gravel sediment trap over the outlet pipe. The ma3umum barrier spacing to prevent wind erosion in a moderate zone is 200 feet.
