Dear Glen:
The following is the storm drainage report for South Glen P.U.D. 4th
Filing. The proposed P.U.D. is located southeast of the intersection of
Manhattan Avenue and Albion Way. The proposed P.U.D. contains 9.51 acres and
is situate in the Northwest ,a of Section 35, Township 7 North, Range 69 West
of the 5th P.M. It is in the Mail Creek Drainage Basin.
The proposed P.U.D. will have a single—family detached area with 19 /lots
and Albion Way on 4.41 acres. It will also have 16 multi —family units on 1.69
acres and a part of the existing South Glen/New Mercer Canal on 3.28 acres.
The area has been approved previously as a part of South Glen P.U.D. in May
1980, replatted as South Glen P.U.D., Third Filing in July 1983 and replatted
again as Replat of South Glen P.U.D., Third Filing in June 1988. There have
been various underground utilities built for the three previous P.U.D.'s.
The neighborhood detention pond was constructed in 1980. In 1987, the
New Mercer Canal was relocated and concrete lined. The relocation allowed for
part of the detention pond to be moved easterly adjacent to the concrete lined
canal. This relocation then allowed the developable area to move easterly
also. The actual construction of the above —described revision was not done
in 1987 but will be a part of this proposal. A plan of the revised detention
pond is included with this report.
The outlet pipes and the concrete spillway were constructed in 1980.
The pond and the outlet pipes which discharge into the New Mercer Canal were
approved by The New Mercer Canal Company in 1980. The detention pond has a
capacity of 11.87 acre feet. The appendix of this report includes information
and calculations regarding the evolvement of the detention pond. The pond
began, in 1978, with a volume of 6.0 acre feet for Park South only.

In 1979, the pond was expanded to a volume of 11.63 acre feet to
accommodate South Glen P.U,.D. The required volume at that time was 10.6 acre
feet. The mass diagram shown on Page 3 of 3 of the appendix was for South
Glen P.U.D. only. It shows an additional volume of detention required was
4.6 acre feet and the discharge could be increased by 7.4 c.f.s. The pond
outlet pipe will not be modified at this time.
In 1984, the Horsetooth Road S.I.D. constructed a storm drain that
discharges into the pond. It transports runoff from the south half of
Horsetooth Road from Shields Street to Manhattan Avenue. The west half mile
of Horsetooth Road is in the Four Seasons subdivision and was not included
in the sizing of the detention pond. Part of the New Mercer Canal was realigned
and concrete lined in 1987. The realignment of the canal was done to revise
part of Park South P.U.D. Second Filing. The revised site plan changed the
pond boundary and increased the volume from 11.63 acre feet to 11.87 acre feet.
The excavation of the enlargement of the pond adjacent to the canal was greater
than the fill material placed adjacent to the lots, resulting in the enlargement
of the pond volume.
A summary of the rate of flow into the pond from the two subdivisions
is as follows:

The discharge from the Four Seasons Detention Pond has been routed through
the South Glen pond and into the New Mercer Canal. In the major storm, the
allowable discharge from the Four Seasons pond of 16.5 c.f.s. would pass over
the existing spillway of the South Glen pond.
The site has been divided into five onsite sub —basins, and there are three
offsite sub —basins that drain through the Fourth Filing to the existing
detention ponds.
All of the runoff from Sub —basins "B", "C", "E", "F", "G" and "H" will
be carried to the existing detention pond by existing storm drains and new
inlets and a new storm drain between Lots 8 and 9. Sub —basin "A" will sheet
flow off the rear of Lots 1 through 10 into the existing detention pond. Runoff
from Sub —basin "D" will continue to flow northerly in Manhattan Avenue to an
existing inlet that discharges into the detention pond. The runoff from Sub —
basin "E" will flow northerly in a rear yard swale in Lots 11 through 18.
The available volume in the detention pond will be increased by 10.530
cubic feet with the expansion to the east and filling in of the pond along
Lots 1 through 11.

The existing site and detention pond have fairly good existing ground
cover of weeds, grass and cattails. The site is in a moderate wind erodibility
zone and a high rainfall erodibility zone. A significant amount of the site
will be disturbed because of the shifting of the detention pond easterly and
the construction of Albion Way. Straw bale dikes, gravel filters, silt fence,
temporary seeding with mulch, and reseeding of the detention pond will be used
as erosion control.
This report and the design of this drainage system are in compliance with
the current City of Fort Collins criteria. If you have any questions regarding

DRAINAGE PLAN REVIEW
PARK SOUTH P:U.D.
The enclosed topographic map shows the proposed Park South F.U.D. as
shaded in orange and thej ands.tributary to.the New Mercer Canal through
Park South as shaded in green. The enclosed drainage plan of Park South
P.U.D. has 2 foot interval contours that depict the historic lay of the
land and also has arrows that show the proposed direction of surface flow.
The land has been used as an irrigated farm with row crops and pasture
being raised.
Both Park South P.U.D. and the area immediately West of it are a small
portion of a much larger drainage basin. The above two portions have
historically drained by sheet flow to the New Mercer Canal.
The historic flow entering the subdivision at its Southwest corner for the
mean annual storm was 48 c.f.s. and for the 100 year storm was 174 c.f.s.
The historic flow produced by the proposed subdivision for the mean annual
storm was 25 c.f.s. and for the 100 year storm was 69 c.f.s.
The utility plan and profiles for Park South show the proposed drainage
system. There are drainage swales along the streets to carry the runoff.
There will not be curbs and gutters in order to minimize the runoff
quantity by increasing the infiltration and decreasing the rate of flow.
Park South P.U.D. will generate a flow of 33 c.f.s. for the mean annual
storm and a flow 137 c.f.s. for the 100 year storm at the time of total
development. The above runoffs were calculated using the Rational Method
and the enclosed Rainfall Intensity -Duration Curve. The area draining to
Park South contains 106 acres and Park South contains 45.8 acres. The
time of concentration used for the 106 acres was 30 minutes and for Park
South was 20 minutes. The C-constant used was 0.3 for undeveloped land for
the mean annual storm and 0.6 for developed land for the 100 year storm.
Park South P.U.D. will have 152 single family patio homes and 72 apartment
units in nine buildings. The impervious areas will be approximately
15 acres and the landscaped and sodded area will be approximately 31 acres.
The proposed detention pond and hydraulic structure used to convey the
runoff into the New Mercer Canal are as shown on the Drainage Plan. The
detention pond sizing calculations are also shown on the Drainage Plan.
The earth embankment that is to be built to detain the runoff will be
compacted to 95% of Standard Proctor Density. Both ends of the 18 inch
corrugated metal outlet pipe will be protected with concrete rip -rap.
The detention pond will be seeded and sodded with grass and will be main-
tained by the Park South Homeowners Association. A portion of the pond is

being excavated below the outlet pipe to provide a continuous pond for
irrigation water storage for green area irrigation. This lower portion
of the pond will provide settling for sediments.
The 106 acres lying above Park South will be required to have a detention
system at the time it is developed.

Dear Mauri:
This is to inform you that we field checked the detention pond for Park
South for South Glen on January 2, 1981. The pond was built according to
the approved pale and has the designed storage capacity except the two
permanent pools at the easterly aide of the pond were eliminated And a
permanent pool was built at the Manhattan Avenue side of the pond. The
permanent pools were not included in the designed capacity of the deten-
tion pond. The pipes, spillway and riprnp areas have been constructed
according to the approved plans.
