Box 580 Fort Collins, CO 80522 Dear Basil: The Saturn automobile dealer located at the southeast corner of South College Avenue and Foothill Parkway desires to make an addition to his building. The proposed building addition is 1177 sqaure feet, and the net addition of hard surface will be 835 square feet. This site is located at the northwest corner of the Foothills Fashion Mall and is in the Foothill Drainage Basin. The site is platted as Tract D of Southmoor Village, Fifth Filing. The site is labeled Empire Savings on the included map of the Foothills Fashion Mall Expansion Storm Drainage. The site is located within Areas 12 and 16 on this storm drainage map. The Storm Drainage Report for the Foothills Fashion Mall Expansion used a C factor of 1.0 for Area 12, and a C factor of 0.95 for Area 16 to calculate the developed runoff quantities from these two areas. Therefore, the maximum runoff quantity from these areas was used for the design of the drainage facilities through the Foothills Fashion Mall. The addition to the Saturn building will not increase runoff quantities or volumes over those used for design. Runoff from the site drains on the surface to Foothills Parkway where it enters existing inlets and pipes. The pipe system carries water to the east side of Stanford Road, where it enters a drain ditch that runs to the Southmoor Village regional detention pond, located on the west side of Lemay Avenue. The inlets along Foothills Parkway will overflow during a 100 year storm and this overflow, which will include the additional runoff generated by the Saturn addition, will flow east through surface flow paths provided across the Foothills Fashion Mall Expansion. This surface flow goes through a small detention pond which was constructed in 1989 by the Foothills Fashion Mall Expansion. The capacity of this pond, per a 1989 certification survey, is 17,002 cubic feet, and the required volume was 15,782 cubic feet, leaving an excess volume of 1,220 cubic feet. In 1990 when the Empire Savings building was changed to the Saturn dealership, additional paving was constructed. This additional paving generated 405 cubic feet of runoff which drains to the detention pond, thus reducing its excess volume to 815 cubic feet. James H. Stewart and Associates, Inc. 103 S. This 150 cubic feet of additional runoff can be handled by the existing detention pond's 815 cubic feet of excess capacity. The 100 year runoff from the existing Saturn site, per the 1990 drainage report, is 4.37 cfs, and the 100 year runoff from the Saturn site with the proposed building addition is 4.47 cfs. This additional runoff of 0.10 cfs will have negligible impact on downstream drainage facilities. Included in the appendix is a copy of the 1990 Saturn drainage report. Also included is a copy of the 1987 Storm Drainage Report for the Foothills Fashion Mall Expansion, and a plan of the small detention pond constructed by the Foothills Fashion Mall Expansion in 1989. During construction, the area where the new addition is located will be stripped and the concrete foundation will be constructed immediately, so any bare soil exposure will be brief. A silt fence shall be installed along the existing curb on the downstream side of the construction. This silt fence location is shown on the enclosed map of the Addition. The silt fence shall remain in place as long as there is bare soil. The contractor shall be required to clean off all debris and mud tracked onto pavement. All erosion control must comply with City Criteria. The cost of the silt fence will be approximately $200.00. Therefore, the minimum erosion control collateral of $1,000.00 will be required. Box 580 Fort Collins, Colorado 80522 Dear Glen: I have surveyed the finish grade'elevations of the storm water detention pond located at the east edge of Tracts Four and Five of the Foothills Fashion Mall Expansion. This pond is just west of Stanford Road, and is .shown on Sheet 12 of 18 of the Utility Plans for the Foothills Fashion Mall Expansion Phase II. The planned outlet grate elevation was 4995.00, and the surveyed elevation is 4995.08. The overflow spillway elevation was planned to be 4997.40, and is surveyed as 4997.24. The required volume is 15782 cubic feet, and the revised plan volume of the pond was 17400 cubic feet. The volume I have calculated from our survey made November 6, 1989, is 17002 cubic feet. This as -built volume of 17002 cubic feet is less than the planned volume of 17400 cubic feet, .but it is quite a bit greater than the required volume of 15782 cubic feet; therefore, the pond is adequately constructed. The site is for a proposed automobile dealership at the Southeast corner of South College Avenue and Foothills Parkway..' The site contains 0.713 acres and is zoned Highway Business. The building was previously occupied by Commercial Federal Savings and Loan. The site is located in the Foothills Drainage Basin. It was included in the Storm Drainage Study for the Foothills Fashion Mall Expansion prepared by Stewart and Associates, Inc. dated July 20, 1987. The Saturn of Fort Collins P.U.D. was a part of Area 12 and a part of Area 16 of the Fashion Mall Study. The proposed P.U.D. has only minor changes to the site plan as related to storm drainage runoff quantities. Approximately 1000 square feet of asphalt paving is being added on the West side of the building. Also, approximately 1200 square feet of turfstone is being added for automobile display on the East side of the building. The runoff coefficient for the existing site is 0.66 and the runoff coefficient for the proposed P.U.D. increases to 0.70. The impervious area increases by 3.2% and the turfstone area is 3.9%... The 2 year runoff increases by 0.07 c.f.s. and the 100 year runoff increases by 0.25 c.f.s. when the increase in impervious area takes place. This increase in flows increases the volume of runoff in the 2 year storm by 200 cubic feet and in the 100 year storm by 405 cubic feet. The detention pond that was built at the Northwest corner of vacated Foothills Parkway and Stanford Road has 1220 cubic feet greater detention capacity than required according to a letter from Phillip I. Robinson to you dated November 6, 1989. The additional volume in the detention pond will accomodate the 405 cubic feet. In the Foothills Mall Expansion study Areas 12 and 16 used a runoff coefficient of 1.0 and 0.95 respectfully to determine runoff. The North i of the proposed P.U.D. is located in Area 12 and its runoff flows to an existing inlet in the South curb of Foothills Parkway. The South z of the proposed P.U.D. is located in Area 16 and its runoff flows to an existing inlet at the Northerly most corner of the Sears front parking lot. James H. Storm Drainage Report July 19, 1990 Page.2 Since the calculations for Areas 12 and 16 were made using the H.B. zoning coefficient of runoff and the actual coefficient for the existing site and proposed site are significantly less, we are requesting that no onsite detention be required. Likewise we are requesting that no basin fees be assessed. The Fashion Mall storm drainage system was determined in the Expansion study to be able to handle the runoff from Areas 12 and 16 and that runoff will not be exceeded by this proposal. The runoff calculations and the site plan and the Drainage Plan for the Foothills Fashion Mall are included as a part of this report. Zno • CJ STEWART& SSOCATES Consulting Engineers and Surveyors STORM DRAINAGE REPORT FOOTHILLS FASHION MALL EXPANSION The Foothills Fashion Mall Expansion is located east of South College Avenue to Stanford Road and south of Swallow Road to Monroe Drive. The mall was constructed in 1973, and storm drains were constructed in the thalweg of the Foothills Basin. Most of the run—off from the Mall area goes to this storm drain. A portion of the drainage from the area south of Monroe Drive goes to Warren Lake. •Detention has been provided at Lemay Avenue for the Southmoor Village Subdivisions, which cover most of the Mall. The Arena area south of Monroe Drive drains to Warren Lake. Through an agreement between Mitchell and the Warren Lake Company, all drainage from the Arena area can be carried directly to Warren Lake. There is, however, a small area (2.04 acres) lying south of Monroe Drive which will not drain to Warren Lake and which apparently was not included in the Southmoor Village detention calculations. Detention quantity calculations for this 2.04 acres is shown on page 3 of this report. This 2.04 acres is to be paved as a part of the parking lot and will drain north through the Mall drain pans. We are providing a temporary detention pond for this added run—off in the parking lot at the southwest corner of Foothills Parkway and Stanford. There is an existing inlet at this point, and a berm will be constructed in the landscaped area to provide the necessary detention volume. Calculations for this are shown on page 9 of this report. A permanent detention pond to hold the volume required shall be constructed in the green area proposed at the northwest corner of Foothills Parkway and Stanford. This permanent pond will hold the required detention volume as per the calculations for Area 2 on page 5 of this report. There will be no significant changes in the existing drainage patterns along the Foothills Parkway area of the Mall. Also, there is no offsite contribution to this area. The Monroe drainage will be changed some by the construction of the parking lot and by the elimination of the west to east drain pan across Stanford Road. The 2.04 acre unpaved area now lying south of Monroe will be paved and will drain through the parking lot pan. The unpaved area at the present time probably does not drain due to the fact this is an isolated high point surrounded by curbs and raised pavement. The south half of existing Monroe Drive and one acre of the Chisholm site now drains across Stanford to the east in a pan at the south side of Monroe. This pan is to be eliminated and the water will be routed from the Stanford —Monroe intersection into the Mall drain pan running north along the west side of Stanford. There are no off -site run-off contributions to the Monroe Drive area. College Avenue and the Larimer County No.. 2 Ditch stop the 100 year ,flow from the west. The run-off from the east half of College Avenue drains into the site on Foothills Parkway and on the north flow line of East Monroe, and is picked up by catch basins at the Larimer County No. 2 canal and over the existing 54 inch drain. The only part of the drainage from College Avenue which will be changed by this project is the flow onto the north flow line of East Monroe. Originally this flow (from 0.5 acres) went across Monroe to the south in a drain pan, and then into the Larimer County No. 2 Canal. The offsite street improvements require the removal of this drain pan, and so we have turned the drainage around the corner onto Monroe, and then through the Mall parking lot drainage system. The 0.5 acres is very small conpared to the total south parking lot drainage, and its affect on the overall drainage is insignificant. The attached map shows the Foothills Mall, Foothills Square and Arena areas. The contours shown on the map are finish contours. Also shown are existing and proposed storm drains. The new storm drains consist of an 18 inch line at the east end of the Foothills East area, relocation of 18 inch drain line under Mervyn's, a new 18 inch overflow line along the north side of Mervyn's, and some lines from the new catch basins to be constructed along Foothills Parkway. The map shows drainage sub basins, for which the drainage calculations are shown on the following calculations sheets. The area is divided into 18 sub basins which are shown and numbered on the attached map. Calculations for these basins are shown on the following calculation sheets. The area which drains south to the Horsetooth-Stanford intersection is 2.8 acres in size. We propose that this area drain in the west gutter of Stanford to the catch basins at the northwest corner of the intersection. This drainage quantity, gutter capacity and catch basin capacity are calculated on page 12 of this report. In conclusions, after doing the calculations, familiarizing myself with the site and going through previous drainage plans, I feel the Expansion of the Foothills Fashion Mall will make negligable changes on the downstream drainage. There are no off -site flows which will have any affect. The Foothills Parkway area (Phase II) all drains directly into the storm drainage system, therefore all potential drainage problems are easily solved in this area. The south parking lot, Phase I, has had problems in the past of the pavement deteriorating due to an asphalt drain swale on a fairly flat slope. The new plan proposes this drainage to be in a concrete drive and in concrete gutters and pans.
