Aum SL e_i Tort CoLtirL, Coiolwdo 80521 3031482-9331 STORM DRAINAGE REPORT ALFALFA'S MARKET. �" A This storm drainage report is for a "use by right" to 219 West Horsetooth Road, Fort Collins, Colorado 80525. Currently, this site is zoned "Highway Businesss" (HB) which will allow for the parking lot development being proposed. Historically, the site, .45 acre, has seen no.,development to date and remains primarily in bare earth, that functions as imprompto access to businesses along both McClelland and South Mason. Substantial ponding of storm water appears to have created a local nusiance. Topographically, the site moving from west to east, drops off suddenly (2 ft. plus or minus) east of McClelland then is quite pocked (invoking ponding). Some slope to the southeast does exist though it -seems coincidental.- Offsite concerns come from two areas. First is the intersection of McClelland Drive and West Horsetooth Road. Second i.s the.runoff originating from 3509 South Mason Street (dinner theater) north of Alfalfa's new parking lot. Addressing the streets first, a small rise in the north parking lot entrance, shown on the plans, will be provided 'so as to exclude curb flows along the east side of McClelland Drive from entering the basin. Flows proceeding north on McClelland Drive in the form of gutter flow will continue as they have historically to a curb inlet located on the northwest corner of the Steele's Supermarket rear parking area. Other entrances, the south end of McClelland Drive and Horsetooth Road, will both remain hydraulically unchanged. This .rise as designed will be at a grade duplicating that of the existing top of curb elevation.We would request that a variance be granted such that the historic street runoff conditions do not et modified in a way to detain this runoff in the newly developed basin. �9 Secondly is the storm runoff originating from the roof of the aforementioned dinner theater. Previously, this water was allowed to freely make its way across this proposed parking area in a random and undirected manner, crossing the existing parking lot for the South Mesa Veterinary Hospital, Attached is a copy of the easement description and maintenance agreement for a 10—foot utility/stormwater easement along the south boundary of the veterinary hospital. This will be developed as a means by which to convey runoff from the dinner theater and the discharge from the new parking area. The 4—foot wide concrete drainage pan will provide sufficient capacity for the historic .11 c.f.s. from Alfalfa's and the Q100 of .7 c.f.s. roof runoff from the dinner theater. The parking area development and drainage pan improvement will provide vast improvement to existing conditions. Adjacent property owners will see positive results from implementation of this storm drainage plan. Permission has verbally been granted by the owner of 3509 South Mason (dinner theater) to allow construction of the • appropriate drainage grading on his property. Noteworthy is the fact that no detention will be provided to the .7 c.f.s. generated by the theater. This was indicated as complyng with current design criteria, since offsite flows are not required to be detained. It is proposed that the historic two year runoff from the site (Q = .11cfs) be managed by -inlet -control. ,The necessary detention_.volume will . be withheld in the east end of this newly developed parking. Using the 100—year event, with the Q2 historic release rate, a volume of 5923cf of detention is required. Associated design contours yield a WSEL of 4934.9 for the required storage. Freeboard of .5 feet will be incorporated. Discharge, as previously mentioned, will be managed by an inlet control orifice integrated into a small energy disipation structure (see detail sheet). It is our belief that analysis of upstream condition on South Mason will not yield a quantitative result where .11 c.f.s. would impact current conditions. The current owners, Alfalfa's, Inc., are improving a currently.undeveloped site approximately,.45 acre into a parking lot to serve the aforementioned address. This location is an a zone of moderate erodibility for wind and the same moderate for rainfall. Wind erosion may quickly be excluded since the site is less than one acre. This area with current barrier distance should adequately address wind erosion concerns. Rainfall erosion control will be generally minimized as a result of our construction scheduling. Construction will commence shortly after approval and the parking area asphalted within approximately three weeks from the date of beginning. This should occur in July or August, 1992. Currently the site is hard packed bare soil with no erosion consideration evident. The timely implementation of construction will ease and rectify a potential erosion problem. Collins, Colorado lot number 24 South Mesa Subdivision. It was my under- standing that a swale located with the low point at the south property line of said lot 24 and sloping east to carry the run off water would be constructed. The drainage would turn and slope south just west of the existing Veternarian building or the East end of the proposed parking lot. This proposal would be satisfactory with me so long as no portion of the Swale would be at a higher elevation than the top of the foundation of my building and adequate slope away from my building and along the length of the swale would be adequate to carry the runoff water.
