3rd So b,,,,'ft I Final ppraved Report Date��gg2 DRAINAGE FORT D EROSION CONTROL REPORT OLIVE GARDEN COLLINS, COLORADO 5, 1992 STEWART & ASSOCIATES, INC. 103 SOUTH MELDRUM STREET FORT COLLINS CO 80521 1303/482-9331 I iv i/O�PJEToul/f .Q47.017 FY h \I I DRAINAGE AND.EROSION CONTROL REPORT : OLIVE GARDEN FOR COLLINS, COLORADO ' INTRODUCTION The proposed Olive Garden is located on Lots 3, 4 and 5 and Vacated Colboard Drive in the South College Investments Subdivision. The parcel contains 2.7283 acres more or1less. The site is bounded on the west by Mason Street, on the south by Boardwalk Drive, on the east by South College ' Avenue, and on the north by existing storage sheds and Midas Muffler. EXISTING SITE The East i of the site contains Becketts Restaurant and the associated parking areas. The West ; of the site is a low area that has not been developed. The low area was created -by the development of Boardwalk Drive and Mason Street at a higher elevation. The site slopes east to west at about 3 percent. There are no offsite flows onto the proposed site. College Avenue, Boardwalk Drive and Mason Street are constructed. I College Avenue has a grade break at the northeast corner of the proposed site. Runoff north of the site goes north. Runoff along the east line runs southtithen around the radius and west along the north side of Boardwalk Drive to a five—foot sump curb inlet at the PC of the curb return on Boardwalk Drive. If the water level at this inlet exceeds 0.17 feet, the runoff will flow around the radius and then north on Mason Street I to a two —foot curb chase. This is an on —grade chase, and runoff that does not enter the chase will continue north to the inlet at Mason Street and Colboard Drive. All existing runoff ends up in the "McClelland Drive i Interceptor Storm Sewer." This storm sewer continues to the south, eventually outfalling into Mail Creek. This site is part of the original South College Investments Drainage Report by Cornell Consulting Company which is dated May 5, 1981. Allowed runoff into this storm sewer is restricted to 0.5 c.f.s. per acre, per the South College Investments Drainage Report. DEVELOPED CONDITIONS The proposed improvements consist of constructing.a new Olive Garden restaurant where the old restaurant is and a paved parking area that will run to Mason Street. Landscape areas are included throughout the site. The site area for drainage calculations is 3.48 acres more or less which includes one—half of Mason Street and Boardwalk Drive and College Avenue. College Avenue is included for drainage calculations because the flow is routed into our proposed detention pond. All runoff from this site, including the west one—half of College Avenue, the north one— half of Boardwalk Drive and the east one—half of Mason Avenue will be routed to the detention pond designed on the west one—third of this site. This pond is sized to hold the 100—year runoff and be released at the restricted rate of 0.5 c.f.s. per acre. An emergency spillway is designed at the driveway entrance from Mason Street. Overflows from the spillway will flow North on Mason Street to the Southeast corner of the intersection of Mason and Colboard Drive. The existing five—foot inlet at Boardwalk Drive is redesigned to direct flag into the detention pond and not directly to the storm sewer. Also, the two —foot curb chase will be removed and runoff from Mason Street will be directed to the pond through the new driveway on the north end of Mason Street. EROSION CONTROL j The sequence of construction for this site is to raze the existing building and then rough grade the entire site which will include removing the existing asphalt and walks. During this phase of construction, nearly 1 the entire site will be subject to erosion. The site is in a moderate to high rainfall erodibility zone. The proposed detention pond will immediately be used as a sediment trap. As soon as the rough grading is completed, the outfall storm drain from the detention pond will be constructed. Straw bales will! be placed at the area inlet as soon as the outfall pipe is built and before the actual area inlet is constructed. The inlet will then be constructed, and the straw bales will remain in place until the parking lot is:asphalted, then gravel filters will be installed around the inlet until the project and landscaping is completed. The straw bales will be placed,at least as high as the overflow elevation of the detention pond which isi 5033.65. The site is in a moderate wind erodibility zone. The building and the curbs will be constructed as soon as the grading is completed which will help control wind erodibility. The maximum spacing between the curbs will be less than 200 feet which is allowable for moderate erodibility. There will not be construction in the public rights —of —way. A gravel filter shall be installed at the existing curb inlet at the Northeast corner of Mason Street and Boardwalk Drive to trap dirt that may get tracked onto Boardwalk Drive. INearly all of the runoff from the public rights —of —way will flow into the detention pond.
