' The following memo addresses the drainage concerns for the construction of the University of Colorado
Health — Parking Lot Project. The overall project will consist of approximately 1.72 acres of development
including a parking lot with approximately 33,700 SF of pavement.
This site was previously developed under the Final Drainage and Erosion Control Report, Poudre Valley
Health Systems Harmony Campus Infrastructure Project Development Plan produced by Stantec
Consulting, Inc. on May 12, 2004, with an approval date of August 3, 2004 (hereafter referred to as
"MASTER")
The existing conditions within the project limits consist of a field with native vegetation. The topography
' generally slopes from the northwest to the south east with slopes of approximately 1 %.
' HYDROLOGIC COMPLIANCE
Martin/Martin, Inc., has preformed an analysis to determine the resulting effect that the proposed
' construction will have on the composite percent imperviousness for the site. The Parking Lot Site belongs
to Basin 101 from the MASTER report with an area of 8.13 acres. In the MASTER report, Basin 101 is
assumed to have a composite percent imperviousness of 80% and an overall composite "C-value" of 0.81.
The proposed condition, Basin 101 will have a percent imperviousness of 14.14%, well within the
allowable value per the MASTER. In both the existing and the proposed condition, runoff from Basin 101
is conveyed south overland and into an existing swale which runs from west to east along the southern
' edge of the site. The site conveys flow to a regional 101-year detention pond located in the southeast
comer of the site.
Overall drainage patterns will remain unchanged, and the composite percent imperviousness is well
within the allowable value per the MASTER report. Development of the proposed Parking Lot Site will
not adversely affect upstream or downstream conditions during a major event.

' STORMWATER QUALITY
' Water Quality is provided by the regional detention ponds located on the campus; however, in accordance
with City of Fort Collins Municipal Code, Section 3.4.3 Water Quality, this development has followed
Low -Impact -Design ("LID") principles in order to increase the water quality for stormwater discharge
from the developed site. Per city LID requirements, 25% of the parking lot will receive permeable
pavement.
' In addition to the permeable pavement, the parking lot has been designed to promote sheet Flow rather
than concentrated flow. At the south end of the parking lot, sheet flow runs through a 50' grass buffer
before entering a exiting the site via a Grass Swale. Grass Buffers play an important role in LID by
' enabling infiltration and slowing runoff. The Grass Buffer provides the benefits of filtering sediment and
trash; and reducing directly connected impervious area.

Both the proposed Grass Buffer and Grass Swale have been designed using the UD-BMP spreadsheet
provided by the Urban Drainage and Flood Control District.
Detention and water quality for the entire campus will continue to be provided in the regional water
quality and detention ponds. Additionally, the LID features mentioned previously will enhance the water
quality of discharge from the PROJECT site.
A separate SWMP document specifically addressing the erosion and sediment control concerns for
construction of the proposed development will be submitted to the City of Fort Collins for review.
