This storm drainage report is for a "use by right" to property owned by Scott Resources, Inc., 401 Hickory Street, Fort Collins, Colorado 80524. The site totals 3.02 acres and is zoned for "General Industrial." Currently, approximately .6 acres are in varied levels of development. These include asphalt parking, structures, gravel roads and a large area of natural vegetation. The general topography on the site is shown in detail on the "Grading and Drainage .Plan" (GDP). This mostly flat site does indicate a slight slope to the south, southeast toward the Cache la Poudre River. The site does lie substantially within the 100-year flood plain of the Cache la Poudre River. Finished floor elevations in this proposed warehouse will remain above the 4914.2 expected water surface elevation however. Detention is being developed for control of storms less than the 100-year, where increases in direct runoff as a'result of this intensified usage could potentially affect owners downstream. In summarizing both existing and proposed basin conditions, please consider the following: Site Condition Area (ac.)-- I2 Q2 1100 Q100 Existing 3.49 1.1 in/hr 1.1 cfs 3.5 in/hr 4.4 cfs Improved 3.49 2.4 3.4 cfs 6.8 12.2 Hickory Street .14 2.4 .3 6.8 1.0 Intensity of usage will increase direct runoff from an historic 1.1 cfs, 2-yr to a value for the 100-yr of 12.2 cfs. Noteworthy at this time is that Hickory Street will not be completed at this time (see Plan and Profile). However, these flows are being included now to account for future construction. The detention previously referred to will substantially enclose the east, south and west sides of this parcel. Drainage conditions on the property to the east of Scott Resources should experience an improvement in historic conditions by construction of the small berm previously mentioned. Additionally, a 10-foot utility easement along Scott Resources' west property line will be dedicated. This will allow for any future concerns regarding storm drainage to be readily addressed. A temporary easement for the detention area is also being dedicated. The necessity for temporary status is to allow for future site improvements to coincide with drainage considerations. Details of the detention area include a berm held at a constant top of berm elevation 4974.0. Areas and volumes are indicated on the GDP. The allowable discharge will not exceed the 2-yr historic previously mentioned. This will be accomplished by use a 6" PVC drain flowing at .3 foot depth. This will control runoff volume moving towards Hemlock Street. Control of • 11 Scott Resources Page 2 this 3.49 ac will aid an area that is not a concern currently. The shallow borrow area on the north edge of Hemlock will see less impact than the previously uncontrolled condition. Additionally, the owner is aware of the lack of grade in the detention area and is willing to accept maintenance of this area. The 6—foot surface pans used as a transition from the asphalt parking to the grass detention will.carry the 2—year fl.ows... Greater event will overtop these pans while being contained within.the detention basin. Maintenance of these onsite facilities will again be the responsibility of the owner. Applications for "Flood Plain Use Permit" is attached. A variance for a nearly flat existing grade which will be maintained in the detention basin is requested for approval. The Scott Resources site has been. considered as a singlebasin for the purposes of this erosion report. No erosion hazard exists or would result from the earth work associated with this minor construction project. Potential water and wind erosion have both been reviewed with the result being no specific measures are required. Regardless of this outcome, sequencing of the construction will lead to a minimum of bare earth exposure at any point in the schedule. It is anticipated that no more than approximately one —quarter acre will be disturbed at any one time. The thick (80%) grass and weed vegetation exhibit a strong ability to control the site erosion currently. Addition of parking, landscaping and a new structure will aid further in minimizing sediment transport. Wind erosion will not be specifically addressed since this site falls under the exclusion provision 4.2.1.2 and 4.2.1.3 for moderate erodibility. The detention berm will be constructed and seeded to minimize any erosion. This berm was specifically a consideration of the Storm Water Utility. This portion of the construction season, mid —summer to late summer, also work positively in reducing risk of any erosion hazard.
