GENERAL LOCATION SITE DESCRIPTION General Location This report summarizes the results of a storm drainage investigation for the proposed site conversion to the existing gas station located in the City of Fort Collins. What was formally a Texaco gas station at the northwest corner of Mulberry and Mason is being updated and landscaped as part of the current proposal. Location is identified as lots 15 & 16 and the east T of lot 14, block 104, with an address of 429 Mason Street. A master plan (Old Town Basin) for the area exists which include this site in its current land use scenario. The project has been identified as "use by right' review and will not be going to the Planning and Zoning Board. Additionally, the project is indicated in the floodplain for the Old Town Master Plan, however, since no change in land use is being proposed the floodplain regulation do not apply. Site Description ' Storm drainage on the site for the purpose of analysis, will include the rights -of -way areas since landscaping is being proposed in those areas. A change in ownership, and not land use has ' prompted a more appealing landscape and site plan. No street modifications are being proposed for either Mason or Mulberry. Two pump islands were part of the old layout, that number will be reduced to a single island. Driveway entrances will be reduced as part of the conceptual comment phase of the project. Only a single entrance from Mason and one from Mulberry are part of this proposal. The site hydraulically is in the historic low spot on the northwest corner of the intersection. Two existing ' inlets one each on Mulberry and Mason will see less flow as a consequence of these site changes. Other than replacement of sections of the existing curb and gutter no alterations are slated. All adjacent street grades, curbing and services are not being modified. HISTORIC DRAINAGE The limited size of the project, 0.44 acres including adjacent right-of-way (ROW) will not necessitate a detailed historic basin breakdown. Collection points and cover conditions are remaining essentially unchanged. Thus, little other than general site appearance will be modified. Landscaping Lwill be the primary addition / modification to the existing conditions. Two existing inlet (size 28"x 20"), as mentioned, collect the existing storm runoffs and will ' continue to do so following the site improvements. These historic flows enter the pipe main running easterly down Mulberry. City mapping indicates that the main is 48" diameter, and some historical drainage issues have surfaced in years past. As a consequence of the storm drainage collection system a floodplain does develop in the less frequent storm events. In the Old Town Master Plan circa 1993 a floodplain elevation of 4993.3 could result. This is the interpolated value from the report exhibits, and building floor elevation is shown by survey at 4995.2. There is a concern but it appears that any potential storm water should remain in the area nearest the existing curbing. 3. DEVELOPED DRAINAGE Developed Conditions The limited nature of the changes occurring as part of this conversion will be aesthetic rather then land use or cover modifications. Removal of two ingress -egress points of the four existing along with the much enhanced landscaping summarize the bulk of the activity. Hydrologic and Hydraulic Design Criteria and References ' The City of Fort Collins Storm Drainage Design Criteria and Construction Standards (SDDCCS) are the basis of all evaluation methods being presented. Rainfall and runoff coefficients are based on the data presented in the SDDCCS Manual. Both the 10-year and 100-year storm events are being reviewed based on those design criteria. General Drainage Concept The Rational Method of analysis is being proposed for the site analysis. Surface conveyance in the form of sheet flows and gutter flows are being anticipated in the same fashion as the existing ' conditions. Curbing will be added in some areas and grading slightly modified by a new asphalt application over the majority of the site. Thus, the amount of grade change will be very limited, no more than pavement depths. u Page 3 Drainage Report Schrader Oil, Gas Station Conversion IDrainage Design Specifics �+ The project has been divided into two developed basin as part of modified grading plan. The two basins generate flows less than the existing conditions. Consequently the two inlet collecting ' flows are seeing reductions in collection. The site including the ROW generates flow reduction in the 10 year event of 0.053 cfs. In the 100 year event the impact is less evident because under both existing and modified cover the runoff coefficient C was identical in both cases (1.0). Landscaping improvements / additions do provide for a reduced C in lower return interval storms. Nor will the project involve any utility service changes. Details and design calculations are included in the attachments to this report. IV. EROSION CONTROL A detailed erosion plan would not benefit a project of this size however, no excavati In other than is necessary for landscaping is anticipated. It appears that the placement of inlet filters on Mulberry or Mason could present a greater hazard then the ± 10 days of open landscape area. Silt fencing is being shown on the drawings. However, with the existing hard surfaces it will be placed on straw bales where necessary for support. Efforts to maintain good landscape practices will be implemented as normal for any project of this size.
