Box 580 Fort Collins, CO 80522 Dear Basil, $TEWART&ASSOCIATE$ Consulting Engineers and Surveyors The following is the final drainage report for San Cristo P.U.D., Second Filing which is ' located in the Northwest r/4 of Section 7, Township 7 North, Range 68 West of the 6th P.M., City of Fort Collins, Colorado. The P.U.D. is a portion of Anderson Place which is being replatted. San Cristo P.U.D., First Filing was platted in 1988 and has been partially developed. Houses have been constructed on 13 lots in the First Filing. ' The Second Filing is bounded on the West by existing Tenth Street, on the North by the Burlington Railroad, on the East by the future Lemay Avenue bypass and on the South by the First Filing. The site is in the Dry Creek Drainage Basin. The site slopes from Northwest to ' Southeast at an approximate grade of 0.6%. The Second Filing contains 6.26 acres. The total area of the combined First and Second Filings is 10.1 acres. ' . The detention pond was designed with the First Filing to provide detention for the entire two Slings. The required detention was 52,154 cubic feet and the pond as designed has a volume ' of 67,861 cubic feet. A copy of the drainage report and calculations prepared February, 1988 for the total San Cristo area is included in this report. This 1988 report calculated the offsite flows from Anderson Place and also the 2 year and 100 year developed runoff at concentration points. ' Also the required detention, the allowable release rate, and the volume of the proposed detention pond is calculated by this 1988 report. Only a part of the pond was constructed in 1988 to accommodate the runoff from a portion of the First Filing. Since the outfall pipe and swale from the pond had not been constructed, the amount of detention volume for the 13 lots was doubled and the pond has functioned as a retention pond. The street and lot layout for the proposed Second Filing has been revised from the original layout shown on the 1988 plan. A new overall plan has been prepared which shows the proposed new lot layout and which shows the sub basins per the new layout. New calculations are being provided for these revised sub basins and a copy of the revised grading and drainage design plan is included in the pocket of this report. ' The remainder of the pond will be constructed with the Second Filing and the outfall pipe ' and swale will also be constructed. The allowable discharge from the pond is 2.02 cubic feet per second from the First and Second Filings. This 2.02 cfs is the 2-year historic runoff from the combined First and Second Filings. The runoff from the offsite area will be passed through the pond and the total discharge will be 6.02 cubic feet per second. These release quantities were calculated by the 1988 report. ' James H. Second Filing Page 2 The discharge will be through approximately 1400 feet of 30 inch storm drain pipe which will be constructed from the detention pond outlet to the existing large swale which runs to the east along the north side of East Lincoln Avenue. The Lincoln Avenue swale flows Easterly to Dry Creek in the street right-of-way. An overflow box is planned at the outlet of the detention pond. This box will let the allowable release rate of 6.02 cfs pass through the lower opening on the box, and will allow the offshe flows from Anderson Place to enter the top of the box at the high water line elevation. Calculations of this box and the flows are shown in the 1988 report. All flows will be carried from the box in the proposed 30 inch pipe. Erosion will be controlled with a sediment trap in the detention pond as soon as the outlet structure is constructed. Straw bales will be used temporarily at the entrance to the pond before the streets are paved. It is anticipated that it will take more than one year to construct the houses. The lots will not be graded or disturbed until the house is under construction. This report and the approved First Filing report were made in substantial compliance with the City of Fort Collins Storm Drainage Design Criteria and Construction Standards. ' San Cristo P.U.D. is a ten acre site lying just east of Anderson Place, and south of the Burlington Northern Railroad. The future Lemay Avenue by—pass will lie along the easterly side of San Cristo P.U.D. Tenth Street, which runs along the east side of Anderson Place, will be the west street of the San Cristo P.U.D. Tenth street is presently paved to ahalf width, and the pavement has a straight slope to the east. ' There are 'no .curbs in Anderson Place, .and, the east —west streets have inverted crowns which drain to the east. It appears that most of the Anderson Place development will drain to the east side of Tenth Street. This water presently drains south along the east edge of the existing_ pavement, although the slope along this east edge is approximately 0.2 percent so the run—off is very slow and there are puddles. When the ' east half of Tenth Street is paved, and the east curb is constructed, this off —site run—off from Anderson Place will drain through the proposed ' San Cristo P.U.D. into the new detention pond. The attached map shows the proposed drainage patterns and flow quantities at critical locations. There will be no off —site drainage from the north because of the railroad embankment. We propose to provide detention for.the San Cristo P.U.D. in the normal manner of detaining the difference between the 2 year historical run— ' off and the 100 year developed volume, 'as calculated on page 4. of this report. Since the Anderson Place development is draining into the ' detention pdnd, we plan to increase —the out —flow quantity by the amount of the 2 year flow from Anderson Place. Collins, CO 80522 3031482-9331 0 The 100 year flow from Anderson Place shall be routed through San Cristo in the streets, and will enter the detention pond. These flow quantities are shown on the map on sheet 11. ' The calculated composite C factor for this site is 0.5 as shown on sheet 3 of this report. The required detention quantity for the San Cristo development is 52154 cubic feet as is calculated volume of the proposed detention pond is 67861 cubic feet volume. There will be an outlet structure to let the allowable outflow of 6.02 c.f.s. out from the bottom ' of the pond and to let the overflow through a grated opening when the pond has been filled to a depth of 3.7 feet. Sheet 6 is a mass diagram of the combined areas of San Cristo and Anderson I Place, and it shows both the 10 year and 100 year volumes. From this mass diagram, we see that the pond will hold the 10 year flow, and will activate the overflow after 20 minutes of the 100 year storm. The pond ' will not overflow the 0.8 foot freeboard during the 100 year storm. The 6.02 c.f.s. outflow and a maximum overflow volume of 15.8 c.f.s., ' as calculated on sheet 7, will be carried under future Lemay Avenue in a 24 inch R.C.P. After leaving the pipe, the 21.82 c.f.s. will be carried in an open ditch to the drainage way along Lincoln Avenue. This ditch will be temporary until such time the property it crosses is developed. ' There shall be a twenty foot wide easement provided for this ditch and flow calculations are shown on sheet 11. 1 Phillip I.
