Collins, CO 80526 (303) 226-5334 No Text I GENERAL LOCATION AND DESCRIPTION A. Location 1. The proposed Amigos Mexican Restaurant will be located on Lot A, Riverside Shopping Center in the NE1/4 of Section 13, T7N, R69W of the 6th PM in the City of Ft. Collins. More specifically, the restaurant will be located on the Southwest corner of the intersection of Riverside Avenue and Lemay Avenue. B. Description of property 1. The site is the last undeveloped lot of the Riverside Shopping Center. A majority of the site is currently a gravel open area, generally used for parking. The Right of Way areas adjacent to the site along Riverside and Lemay- Avenues are fully landscaped. The asphalt parking area and driveways for the Riverside Shopping Center bound the westernmost and southwesternmost property lines. 2. The development of the site will consist of the construction of the Amigos Mexican Restaurant, associated parking areas and landscaping. The restaurant will have a drive through. Refer to the Drainage and Grading Plan included in Appendix A of this report. II DRAINAGE BASINS AND SUB -BASINS A. Major basin description 1. The site is contained within the Old Town Master Drainage Basin. The Cache La Poudre River is located to the north on the other side of Riverside Avenue. B. Sub -basin description 1. The site is a part of the original Riverside Shopping Center drainage basin for which detention was originally proposed. The provision for a storm sewer crossing Riverside with capacity to carry flows from a 100-year storm ultimately superceded the detention requirement. This will be documented further in this report. III DRAINAGE DESIGN CRITERIA A. Regulations 1. This report and the Drainage and Grading Plan were prepared according to the requirements of the City of Fort Collins Storm Drainage design criteria and the final design and restrictions accepted during the development of the Riverside -Shopping Center. B. Development criteria reference and constraints 1. The original design of the Riverside Shopping Center considered detention for the fully developed site. Changes were made in the storm drainage design concept during development of the Riverside Shopping Center. Reference is made to the preliminary Riverside Shopping Center drainage report included in Appendix B of this report. Reference is also made to the documentation concerning the decision to abandon the detention requirement, this documentation also being included in Appendix B of this report for reference. It is this documentation which was relied upon for development of this report and the Amigos Drainage and Grading Plan. PAGE 2 Project No: 1102-7-89 B. Development criteria reference and constraints (continued) 2. Site design constraints abut the entire perimeter of the Amigos site. These constraints include existing improvements to the remainder of the Shopping Center, Riverside Avenue and Lemay Avenue. The main site constraints however,are the existing grades for the Riverside Shopping Center and adjacent arterial roadways, and the Riverside Shopping Center storm drainage outlet location and grade. a. The Amigos site is at the low end (northeast corner) of the Riverside Shopping Center with the main storm outlet for the entire shopping center being at the extreme northeast corner of the Amigos site. A major portion of the storm runoff generated on the shopping center site will be routed through the Amigos site to the existing inlet located at the extreme northeast corner of Riverside Shopping Center and the Amigos site. According to the revised drainage calculations which were prepared by Columbine Engineering Management Group, Inc., the 100-year storm peak flow to the inlet is approximately 90 cfs. Refer to the revised calculations for the original Riverside Shopping Center project as transmitted to the City of Fort Collins by Columbine Engineering Management Group; transmittal date, 4/16/85 (see Appendix 8). b. The existing improvements (including landscaping) and grades along Riverside and Lemay Avenues, and the shopping center grades to the existing inlet, define a potential detention situation (see existing grades on the Drainage and Grading Plan). This may relate to the original drainage design concept which included detention. Past documentation indicates a potential for actual detention situations on the site due to modifications made during storm sewer construction and the reduction in actual storm sewer capacity of the storm sewer which was installed across Riverside Avenue. Reference is made to the May 24,. 1985 letter from CDB Development Co. to City of Fort Collins Storm Drainage (see Appendix B). An analysis of potential ponding .volumes was made utilizing the Mass diagram method and a release rate of 53 cfs. Refer to the June 7, 1985 letter from Shiloh, Inc. to CDB-JDI Partnership (see Appendix B). IV DRAINAGE FACILITY DESIGN A. General concept 1. The drainage design concept is unchanged from the concept originally proposed with -the Riverside Shopping Center. All grading design achieves the routing of storm water to the inlet at the low point of the Riverside Shopping Center and the Amigos site. Stormwater is theoretically undetained because of the installation of the oversized storm sewer across Riverside Avenue. As previously discussed, past documentation indicates a potential for actual detention situations on the site due to modifications made during storm sewer construction. PAGE 3 Project No: 1102-7-89 IV DRAINAGE FACILITY DESIGN (continued) B. Specific Details 1. Final site grading design considered all existing grades adjacent to the site. 2. Final site grading design considered the existing Riverside Shopping Center drainage plan, including flow directions and site drainage outlet location. 3. The finished floor elevation of Amigos Restaurant was, established to maintain protection from possible stormwater backup due to storm sewer facility malfunction and potential ponding. V CONCLUSIONS A. Compliance with standards 1. The grading and drainage design has met all the. Storm Drainage criteria of the City of Fort Collins and the requirements of the Riverside -Shopping Center storm drainage revisions as accepted and approved by the City of Fort Collins. B. Specific Details 1. The grading of the site'was successfully designed to match the existing grades around the entire perimeter of the Amigos site and to direct all runoff to the inlet at the extreme low point of the Riverside Shopping Center and Amigos site. 2. During development of the Riverside Shopping Center, the original detention requirement for the Shopping Center was replaced with the alternative to provide a storm sewer, designed to convey the 100-year storm directly from the shopping center site, across Riverside to the River. The developers of the Riverside Shopping Center opted to choose the storm sewer alternative. A 30" diameter storm sewer was ultimately provided under Riverside Avenue, placed within a 42" diameter steel pipe casing. During the progress of construction of the storm sewer across Riverside, field changes were made which reduced the design capacity of the storm sewer. Therefore, a ponding potential on Lot A, the Amigos site, was developed (see item 4 in this section and Appendix "B"). The ponding potential is considered at this time, with the design of the Amigos site.: All calculations for ponding volumes are based on peak flows to the site, according to calculations provided for the original Riverside Shopping Center development, and actual capacity of the storm sewer, also based on calculations provided for the original Riverside Shopping Center development. All original Riverside Shopping Center drainage easements for detention areas, have been vacated (Support documentation regarding all drainage easement dedications and vacations associated with the drainage changes for Riverside Shopping Center, may be.found in Appendix B). New easements for the conveyance of offsite runoff through the Amigos site will be provided by separate document. The drainage easement will be defined by the limits of the Amigos parking lots and drives. Specific Details (continued) 2. direct flows to. the Wendys site, which is south of Amigos, and combine ponding with the Wendys site. The overflow from the entire Shopping Center occurs at the sump in Lemay Avenue adjacent to the Wendys site (See drainage and grading plan). 3. The finished floor elevation of Amigos Restaurant was established to maintain a grade higher than the maximum possible high water level in the area based on the existing and controlling surrounding grades and the ponding potential. a. The finished floor elevation and top of foundation wall. elevation for the entire restaurant will be 4957.56 as designated on the stage -storage curve found in Appendix A of this report. b. The high water elevation prior to overflow into Lemay Avenue at the southeast corner of the site, is as designated on the stage -storage curve found in Appendix A. The freeboard between the overflow elevation and the finished floor elevation is also as designated on the stage -storage curve found in Appendix A. 4. The ponding potential was analyzed with documentation found in Appendix A of this report. The maximum potential volume to accumulate prior to overflow into Lemay Avenue during a 100-year storm event is as designated on the stage -storage curve found in Appendix A. The potential water depth prior. to.actual overflow into Lemay Avenue is also as designated on the stage -storage curve found in Appendix A. Refer to the Drainage and Grading Plan for limits of ponding prior to overflow into Lemay Avenue. It should be noted that the actual Lemay Avenue sump location is adjacent to. the Wendys site which is south of Amigos. During potential ponding situations, water will initially overflow from the Amigos site into the Wendys site and visa -versa at the common curb and walk between Wendys and Amigos. The two properties tend to pond together as a single pond prior to actual overflow into Lemay Avenue. 5. A 10' type R inlet and 18" diameter storm sewer lateral will be installed with the construction of the Riverside Avenue Right Turn Lane Improvements (See Drainage and Grading Plan). Detailing for these improvements will be provided with. the Right Turn Lane Improvement plans to be submitted at a later date. The tie in of the proposed. lateral to the. existing inlet will be the only modification to the inlet. VI REFERENCES A. To determine the rate of flow of on -and off -site historical drainage for the ten and one hundred year frequency storm events; 2. To estimate the on -and off -site developed ten and one hundred year storm events for the proposed shopping center; 3. To determine the volumes of detention storage required to allow no more than the difference between the one hundred year runoff under developed conditions and the two year historic runoff; and, 4. To develop a drainage plan that will ensure that the site is not inundated from off -site storm runoff. SITE DESCRIPTION: The proposed 10.74 + acre Riverside Shopping Center will be located on the southwest corner of the intersection of Riverside Avenue and Lemay Avenue in Fort Collins, Colorado. The "Drainage Plan" included in the pocket of this report shows the buildings and proposed site improvements. The average slope of the natural terrain on' the site is approximately 0.63%. The site currently consists of several commercial buildings, with asphalt and concrete improvements. The slope of the tract is downhill from the southwest property corner to the northeast property corner, with no apparent drainage swages traversing the site. Existing runoff is via sheet flow with discharge into the existing storm sewer at the intersection of Riverside Avenue and Lemay Avenue. CDB/JDI PARTNERSHIP JANUARY f6j 1983 r,_. RIVERSIDE SHOPPING (.R PRELIMINARY DRAINAGE STUDY t 1 COLUMBINE 2 We verified that the site does not lie within an officially recognized 100-year flood plain, as evidenced by the City of Fort Collins' flood plain zoning maps. Please refer to the "Drainage Plan" included_ with this report for additional information. METHODOLOGY: This analysis was prepared using appropriate .drainage criteria and incorporates sound engineering practice. Specifically, the City. of Fort Collins "Storm Drainage Design Criteria" was utilized to prepare this report. City of Fort Collins regulations require analysis of the 10 and 100 year storms for commercial property uses. Improvements are to be designed so that the total developed discharge does not exceed the 2 year historical runoff from this site. For the preliminary drainage study, the site has been analyzed as one drainage basin. The detention ponds as seen on the Drainage Plan have been pro -rated from the results of the drainage basin as a whole, We intend to provide a detailed drainage analysis during the final engineering of this site that will address the individual basins within the site. The "Rational method" was used for the determination of runoff quantities and coefficients. Rainfall was determined using the City of Fort Collins "Storm Drainage Design Criteria" Figure I, which has been included in this report. The coefficient of runoff values, used in this report, for both historic and developed calculations, were determined using Table 2 of the City of Fort Collins "Storm Drainage Design Criteria." ON -SITE RUNOFF: Historical runoff rates for the storm waters generated on -site, for both the 10 year CDB/JDl PARTNERSHIP JANUARY 16, 1983. RIVERSIDE SHOPPING CENTER PRELIMINARY DRAINAGE STUDY r C t 1 COLUMBINE 3 and the 100 year storms are 3.4 and 7.2 cubic feet per second, respectively (L—= 960 feet; C = 0.20; S = 0.63%= Tc10 = 61 minutes; Tc100 = 57 minutes; 110 = 1.6; I100 = 2.7; Area = 10.74 acres; Cf = 1.0 for the 10 year storm and 1.25 for the 100 year storm). 2 A?CAIC 5 y Developed runoff rates for the storm waters generated on -site for both the 10 year and the 100 year storms are 44.9 and 83.8 cubic feet per second, respectively (L = 960 feet; C = 0.95; S = 0.63%= Tc10 = 10 minutes; TcI00 = 7 minutes; 110 = 4.4; 1100 = 7.8; Area = l 0.74 acres; Cf = 1.0 for the 10 year storm ' and 1.25 for. the 100 year storm). The "Drainage Plan" shows the new detention ponds and boundaries. All ponds will be connected by 12" storm sewer hich we propose to discharge into the existing City storm sewer 210' + south of the intersection of Riverside Avenue and Lemay Avenue (southwest corner). It is our intent that the post development runoff be no greater than the . 2 year historical runoff, during both the 10 and 100 year storms. This will be accomplished through detention ponding and a metered release outlet. No rooftop detention is being planned at this time. Figures I and 2 show the "Rainfall Intensity Duration Curve" and the "Detention Storage Required"" for the site, respectively. These are based on the City of Fort Collins "Storm Drainage Design Criteria." OFF -SITE RUNOFF Historical runoff rates for the storm waters generated -off-site, for both the year and the 100 year storms are 3.3 and 6.9 cubic feet per second respectively (L = 270 feet; C = 0.2; S = 5.56%; Tc10 = 16 minutes; TcI00 = 15 minutes; 110 = 3.6 1100 = 6.0: Area _ 4.57 acres; Cf = 1.0 for the 10 year storm and 1.25 for .the 100 year storm). 3,500 Cu. Ft. of storage is required to store off -site runoff generated by the 100 CDB/JDI PARTNERSHIP JANUARY 16, 1983 RIVERSIDE SHOPPING CENTER r j C O LU M B fN E PRELIMINARY DRAINAGE STUDY 5 CONCLUSIONS Based upon the .analysis presented in the figures and the Drainage Plan accompanying this report, the site can be developed without a negative impact upon downstream property owners or the City of Fort Collins. Through the use of on -site detention ponding, the increased rates of runoff which result from increased imperviousness will be attenuated. Waters leaving the site will do so via historic runoff patterns, no more than the 2 year historic rate of flow. The actual sizes of ponds and storm sewers, and the design of the metered outlet structures will be prepared during the final engineering phase of this project. It's always nice to put a face to the name and to have a meeting at which things do get resolved. I have spoken to Harry Cornell, on -site engineer, concerning the proposed compromise solution for the storm water bore -carrier pipe'sizing. He tells me that a 33 inch PCC pipe, as available, does not fit inside the 42 inch steel casing. The general con- tractor has considered numerous possible pipe products relative to availability to the project and acceptability by you and'the. railroad company. Apparently, there is.some difficulty in finding a suitable pipe, but, after some discussion, a Purma-Loc Series 10 pipe was agreed to.be acceptable by you. However, this product is not avaiable in the 33 inch diameter size, but it is available in a 30 inch diameter size. Even though there will be a slight reduction in the capacity to a point less than the designed flow (90 CFS vs. 82 CFS), you have agreed to accept the 30.inch pipe, conditioned on your receiving this letter. We understand that some temporary ponding may result during the maximum storm occurrence (a one.hun- dred-year storm), but no ponding'should occur during a probable. ten-year storm as a result of the compromise solution. In our view, temporary ponding caused by this solution should not be severe enough to result in property.damage. It transpired during the course of the meeting that some matters are not within Mr. Gathman.'s department but were rather within the purview of ?fir. Webb Jones of the Water and Sewer Denartment. It was agreed that Mr. Corne?: would meet subsequently with Mr. Jones to discuss matters relating to the sanitary sewers and the water. owever du_li_:g the course of discussion some comments were made about those issues and these are referred to in this memorandum where applicable: A. Plan C-3 M= Gathman commented that between 2 and 4 percent was typical slope for sewer laterals and 2% was specified by the UBC. He did not nnow why they had been prepared other than in accordance with the code of. the City of Fort Collins. The spr:;ng which is shown on the plan, and for which storm water removal is required, apparently flows much of the time. By putting the storm water sewer in behind Longs, we will, be getting rid of off site flows but the flow.is historic and the City requires B. Plan C-5 Mr. Gathman think-s that the developer wail have considerable problems putting the storm water sewer easement in as designed.. The essential problem is that it is so deer that there will have to be a lot more dirt removed and this will spill onto the adjoining la.:d. In addition he anticipates that the contractor will have difficulty getting down that deep and getting down the bike. oath. We visited the site on June. 3 and 6, 1985 and made several field observations. We also made an investigation into some of the existing utilities shown on the project drawing. The drawing referred to is: Riverside Shopping Center, Storm Sewer Extension, by.Columbine .Engineering, Westminster, Colorado of 8-22-84.(rev 4-25-85) Sheet C-5. Aspects we were to address are the following: 1. Investigate the conflict with the proposed manhole #1 and the City's 24 inch sanitary sewer; recommend needed changes for the manhole. 2. Maintain a minimum capacity in the pipeline of 53 CFS (revised downward from 82 CFS required by the City earlier). The carrier pipe proposed for the crossing is 30 inch Permaloc series 10.plastic pipe to fit into the specified 42 inch diameter steel pipe casing. 3. Recommend any changes applicable to the deep cuts proposed on the referenced drawing between manhole #2 and the discharge point. Cover over the proposed pipeline varies from one foot to 13.5 feet. Based on the above information, recommendations.in the form of a Field Order to the contractor are attached.
