This meeting ' was held at the request of Mr. James R. McCory, the managing member of McGraw Land L.L.C., a Colorado Limited Liability Company. In attendance at that meeting were the following: City of Fort Collins Glen Schlueter Basil Hamdan McGraw Land L.L.C. James R- McCory Roger Prenslo Jr Engineering, Ltd. Dick Kellogg Eldon Strong This meeting was requested to discuss the Coventry Filing 1 project, delays to the project and to set the course to complete the project. Subsequent to discussion, the following was agreed upon, in order to allow Mr. McCory to maintain momentum and start construction (overlot grading) on the Coventry: 1. JR Engineering, Ltd. is to prepare a set of construction documents for a "Phase 1" construction. Phase 1 includes the twelve (12) lots along Crest Road, the detention pond, and the necessary drainage Swale from the. Hinsdale Drive cross lateral discharge (from the west side to the east side of Hinsdale Drive) which will redirect drainage discharge historically draining to the southeast comer of the site to the detention pond at the northeast comer of the site. The area of the redirected drainage is 10.52 acres. This was agreed to along with approval of the Erosion Control Study and Construction Plan. With the approval of the Phase 1 construction plans, a ��� Recycled ' Mr. Glen Schlueter August 1, 1994 Page 2 Development Agreement for Phase 1 will be prepared by the City of Fort Collins and ' approved, allowing full development of all infrastructure of the twelve (12) lots fronting Crest Road. 2. JR Engineering, Ltd. will follow-up the Phase 1 plans with completed plans and drainage study including the proposed Ridgeview Park site plan for the remaining portions of the subdivision for review and approval. ' 3. In a subsequent meeting with Glen Schlueter and Basil Hamdan, Dick Kellogg was informed that a "Memorandum of Agreement" for overlot grading of the entire site could be obtained upon approval of the Erosion Control Study and Construction Plans. This agreement would be an "it risk" agreement by the developer, and also t was conditional upon payment of the Erosion Control fee deposit. This meeting was late in the afternoon of July 19, 1994. This means that along with the approval of the Phase 1 plans which includes erosion control measures and study, the remainder of ' the Coventry Filing 1 can be graded with the additional "Memorandum of Agreement". By this letter we are submitting for approval, the Phase 1 construction plans for the twelve (12) lots fronting Crest Road, the detention pond construction, and the drainage swale from Hinsdale Drive northeasterly over City of Fort Collins Parks and Recreation property to the. detention pond. ' Additionally, we are requesting approval of the Erosion Control Study and Construction Plan, allowing the "Memorandum of Agreement - At Risk" for the overlot grading of the remainder of the project to take place. You will note that basin summaries for drainage have not been shown or included in the attached plans. We received word from fun Sell Design that some of the athletic fields may be revised and/or ' relocated which could cause change to the final drainage study and flow volumes and discharges. It was requested by Stormwater Utility during the meeting, that JR Engineering, Ltd., compare and demonstrate that the time of concentration for the four (4) northerly lots releasing drainage undetained into Mail Creek would not interfere with the peak flow for Mail Creek. ' The attached calculations for the four (4) lots (Lots 73, 74, 75 and 76) releasing undetained flows occurs with a Time -of -Concentration of approximately 14 minutes with a peak flow Q(100) = 3.61 cfs. Review of the Water Engineering Technology, Inc. study for Mail Creek at Element 16 (Crest Rd.) shows a Time -of -Concentration of 48 minutes with a peak discharge of 605 cfs. 1 ' 9007.01 1 I ' Mr. Glen Schlueter August 1, 1994 Page 3 The conclusion is that the undetained discharge from four (4) lots whose area is 1.07 acres is less than ' one percent of the Mail Creek peak discharge at Crest Road, and occurs approximately 34 minutes before the Mail Creek peak. (A copy of pages 31, 32 and 33 of the Water Engineering & Technology, Inc. report, dated Monday, July 15, 1991 is attached for your review. This report was prepared following guidelines and regulations within ' the "City of Fort Collins Storm Drainage Design Criteria and Construction Standards, dated May 1984". ' This report addresses Erosion and Sedimentation Control measures to minimize soil loss during the site construction activities until final landscaping and erosion control measures are in place. GENERAL LOCATION AND DESCRIPTION The Coventry Subdivision Filing No. 1 and the Ridgeview Park are located in the north one-half of Section 2, Township 6 North, Range 69 West of the Sixth Principal Meridian in the City of Fort tCollins, Colorado (see Vicinity Map in Appendix). This subdivision and the park are bounded on the west by the Front Range Community College, ' Clarendon Hills Subdivision to the south, McGraw Elementary School to the east, and Harmony Road to the north. The site is comprised of approximately 53.82 acres as follows: 0 McGraw Elementary School 7.31 Ridgewood Park (City of Fort Collins) 14.46 and misc. street areas Coventry Subdivision 28.70 Mail Creek Wetland and Drainage way 3.35 (City of Fort Collins) The undeveloped areas of the subdivision, park, and drainage way are primarily covered with native grasses. There are existing irrigation facilities and a major drainage way on -site. The site was originally an apple orchard. The majority of the site drains in a northeasterly direction at slopes ranging from 1 to 4 percent. There are 84 single family lots proposed for Filing No. 1' on this site. 2 I ' SOIL DESCRIPTION In accordance with the Soil Conservation Service's (SCS) "Soil Survey of Fort Collins Area, ' Colorado", (copy reproduced in Appendix) the soils on -site consist of the following: Hydrologic Rainfall Wind ' Soil Designation Erodibility Zone Erodibility Zone Soil Group ' Altvan-Satanta Loams Moderate Moderate B Nunn Clay Loams Moderate Moderate B EROSION AND SEDIMENT CONTROL MEASURES Erosion and Sedimentation will be controlled on -site by use of silt fences, inlet filters, and soil grooving of the overlot graded site. See the attached erosion control plan for details. Calculations documenting the overall effectiveness of the erosion control measures are shown in the Appendix. The measures are designed to limit the overall sediment yield increase due to construction as required ' by the City of Fort Collins. A construction schedule is contained in the Appendix which shows overlot grading starting August, 1994. ' Site fences will be used in limited areas to surround any stripping stockpiles that are created during overlot grading. They will also be used to slow runoff around the perimeter of the site. Inlet filters are proposed at the existing curb inlets in Hinsdale Drive to intercept sediments from the street before ' they enter the storm sewer system. Soil grooving will be used on steeper slopes to reduce wind and runoff erosion on the site. Immediately upon completion of overlotting, utility relocation will begin. Approximately 3 weeks after that, upon acceptance by the water and sanitation districts, house construction may start prior to completion of street improvements. Any lot with a house under construction will not require seeding and mulching but will implement other on -site erosion measures. DUST ABATEMENT During the performance of the work required by these specifications or any operations appurtenant thereto, whether on right-of-way provided by the City or elsewhere, the contractor shall firnish all ' labor, equipment, materials, and means required. The Contractor shall carry out proper efficient measures wherever and as necessary to reduce dust nuisance, and to prevent dust nuisance, and to prevent dust which has originated from his operations from damaging crops, orchards, cultivated ' fields, and dwellings, or causing a nuisance to persons. The Contractor will be held liable for any damage resulting from dust originating from his operations under these specifications on right-of-way or elsewhere. k ' TRACKING MUD ON CITY STREETS It is unlawful to track or cause to be tracked mud or other debris onto city streets or rights -of -way unless so ordered by the Director of Engineering in writing. Wherever construction vehicles access routes or intersect paved public roads, provisions must be made to minimize the transport of sediment (mud) by runoff or vehicles tracking onto the paved surface. Stabilized construction entrances are 1 required per the detail shown on the Plan, with base material consisting of 6" coarse aggregate. MAINTENANCE All temporary and permanent erosion and sediment control practices must be maintained and repaired as needed to assure continued performance of their intended function. Straw bale dikes or silt fences will require periodic replacement. Sediment traps (behind hay bale barriers) shall be cleaned when accumulated sediments equal about one-half of trap storage capacity. Maintenance is the responsibility of the developer. PERMANENT STABILIZATION A vegetative cover shall be established within one and one-half years on disturbed areas and soil stockpiles not otherwise permanently stabilized.
