Boardwalk Drive and JFK Parkway in Fort Collins This project is located in the Southeast Quarter of Section ' 36, Township 7 North, Range 69 West of the Sixth Pnncipal Meridian, in the City of Fort Collins, Lanmer County Colorado See the location map in Appendix A The project is bounded on the north and east by The Pier Condominiums, on the west by Iexisting County residential and Home Depot and on the south by Harmony Road 12 Description of Property ' The entire project consists of approximately 0 9 acres of land A house and several I outbuildings exist on the site and the site slopes to the southeast at slopes ranging from 1 to 15 percent A small portion of the north end of the site drams to the existing drainage swale on the north IThis project will include demolishing the existing structures on site and construction of a ' three-story office building with associated parking and drives Detention will be provided in the southeast comer of the site The pond will outlet to the existing curb on Harmony ' Road on the south property line 2 DRAINAGE BASINS AND SUB -BASINS 21 Major Basin Description IThe proposed development lies within the McClellands-Mail Creek Drainage Basin It is ' proposed that the detention area on site release at the 10-year historic runoff rate for the site This release rate was determined based on meeting with City staff and the inability to obtain required easements to allow the runoff to flow north through the Pier ICondominiums as the Master Plan shows ' 22 Sub -basin Description This site is located in Basin 396 of the Master Drainage Plan which includes all of the 1 Pier Condominiums and several other adjacent properties This basin is detained in Pond ' 496 (which is actually several small detention ponds) and releases into conveyance element 88 on the east side of Boardwalk Drive The routing of the runoff from tlus site ' as proposed with the Master Plan is not possible without an easement from the Pier Condominiums This easement was not able to be obtained therefore the routing is proposed to be modified from the Master Drainage Plan and be routed to Harmony Road 3 DRAINAGE DESIGN CRITERIA 31 Regulations ' This report was prepared to meet or exceed the City of Fort Collins Storm Drainage ' Design Criteria Manual" specifications Where applicable, the criteria established in the 'Urban Storm Drainage Criteria Manual" (UDFCD), 1984, developed by the Denver ' Regional Council of Governments, has been used 32 Development Criteria Reference and Constraints ' The runoff from this site has been routed to the proposed detention pond on site Detention and water quality facilities will be provided for the site in a pond that has retaining walls on 4 sides and a grassed bottom The maximum height of the walls surrounding the pond is 3 3 Where pedestrian traffic is near the walls, handrails will be provided 33 Hydrologic Criteria ' Runoff computations were prepared for the 2 and 10-year minor and 100-year major storm frequency utilizing the rational method ' All hydrologic calculations associated with the basins are included in Appendix B of this report Standard Form 8 (SF 8) provides time of concentration calculations for all sub - basins Standard Form 9 (SF-9) provides a summary of the design flows for all Sub - basins and Design Points associated with this site Detention volume was calculated based on the 10 year historic release rate which was established based on meetings with the City of Fort Collins Stormwater staff The FAA ' method for detention pond sizing was utilized to determine the required volume Water 2 I 1 1 1 1 4 1 1 1 1 1 1 1 quality volume was calculated using the method recommended in the "Urban Storm Drainage Criteria Manual 34 Hydraulic Criteria All hydraulic calculations within this report have been prepared in accordance with the City of Fort Collins Drainage Criteria and are included in Appendix C of this report DRAINAGE FACILITY DESIGN 41 General Concept The runoff from this site will be collected in the on site curb and either be conveyed to the proposed inlet in the southeast comer of the site or be conveyed to the proposed detention area in the southeast corner of the site The proposed storm pipe will convey this runoff to the detention pond also This pond will attenuate the runoff to the 10 year historic runoff rate and will discharge the water to the existing curb along the south side of the site This pond will also provided extended detention for water quality No off site flows enter the site from adjacent properties and only small portions of the landscape areas on the west north and east will be released undetamed 42 Specific Flow Routing The site has been divided into two basins and a summary of the drainage patterns within each basin is provided in the following paragraphs Basin 1 contains the east half of the site including the east half of the parking lot and the detention basin The runoff from this basin is conveyed via concrete pans and curb & gutter to a curb opening in the southeast corner of the parking lot The runoff then enters the detention pond and is detained before being released to the existing north curb of Harmony Road Basin 2 contains the building and the west half of the parking lot The runoff from the roof is collected in the downspouts and conveyed underground to the storm pipe Runoff from the parking lot is conveyed overland and in a concrete pan to a proposed inlet and 3 into the storm system This system then conveys the runoff to the detention area This ' storm system will be designed with the final construction drawings for the site 43 Drainage Summary ' The City of Fort Collins will be responsible for maintenance of the existing storm drainage facilities located within the right-of-way The drainage facilities located outside of the right of way (including the detention pond, detention outlet pipe and storm system) will be maintained by the owners of the site ' 44 Variance Requests A variance is being requested to allow this site to release at the 10 year historic rate into Harmony Road This variance is being requested because the owner was not able to obtain an easement from the property owner to the north A variance is also being requested to allow for a freeboard of 0 6 rather than the required 1 0' The detention pond depth is linuted by the existing elevation of Harmony Road which the site discharges to The maximum amount of detention is being provided and ' this reduction in freeboard should not cause inundation of any building 5 EROSION CONTROL 51 General Concept This site lies within the Moderate Rainfall and Wind Erodibihty Zone per the City of Fort Collins Zone Maps The potential exists for silt movement from the site and into the existing storm system during construction Potential also exists for tracking of mud onto ' existing streets which could then wash into existing storm systems Silt fence will be provided around the perimeter of the site a construction entrance will be provided at the exit from the site and wattles will be provided around the east end of the storm pipe The incorporation of these best management practices will reduce the amount of sediment leaving the site during construction ' 6 CONCLUSIONS 4 into the storm system This system then conveys the runoff to the detention area This ' completed within this report are in compliance with the ' City of Fort Collins Erosion Control Reference Manual for Construction Sites and the Storm Drainage Design Criteria Manual 62 Drainage Concept ' The proposed drainage concepts presented in this report and on the construction plans adequately provide for the collection and conveyance of runoff to the detention area ' Conveyance systems will convey the stormwater flows to the pond as required The on site storm system will be a privately owned and maintained system and will not be designed to the muumum City requirements 1 If, at the time
