' Dear Mr. Hamdan:
Please find enclosed a final stormwater drainage report for the proposed development of
Raising Cane's Chicken Fingers on South College Avenue in Fort Collins. The intent of
this report is to document the effect of this flow on the adjacent, downstream properties,
the effect on the quality of stormwater runoff leaving the site, and what measures are to
be taken to minimize or negate these effects.
' Project Description
' The proposed development is the construction of a 3,244 square foot drive-thru
restaurant along South College Avenue in Fort Collins, Colorado. Associated parking,
driving lanes, utilities, and drainage improvements will be constructed along with the
' proposed structure.
Existing Conditions & Historic Drainage Patterns
' The existing site consists of mainly concrete and asphalt paved surfaces, along with an
existing building slab in the center of the site. The majority of stormwater falling on the
site drains to the northeast through a minor existing swale, discharging into Dartmouth
' Road at the northeast corner of the site. A small portion of the site (approximately 10%)
flows to the west, discharging into the easternmost northbound travel lane of South
College Avenue.
' Proposed Conditions & Drainage Patterns
' The proposed impervious surfaces for the existing site will be less than or equal to those
on the existing site according to the proposed site plan, thereby not increasing the
amount of stormwater runoff leaving the site, provided the site is constructed according
to the proposed site plan. Similarly, the proposed site will contain approximately the
same flow patterns as the existing site. The majority of the site will flow to the east to a
proposed water quality pond along the east property line. A small portion of the site,
mainly the area immediately west of the proposed building and the area within the
College Avenue right-of-way, will continue to flow to the west, discharging into South
College Avenue. This area is slightly larger in size than the existing drainage basin in
' this location; however, the existing condition is a fully -paved asphalt surface. The

proposed condition will be a largely pervious surface consisting of lawn, landscaping,
with only a small portion of the area being impervious to stormwater runoff. With a lower
runoff coefficient, it is anticipated the amount of stormwater runoff leaving the site in this
basin will be lower under the proposed conditions than under the existing conditions.
The proposed stormwater quality pond will discharge into Dartmouth Road, thereby
maintaining the existing stormwater discharge point for the majority of the site.
The Rational method was used to calculate stormwater flows leaving the site for the
existing and proposed conditions. For modeling purposes, a Rational runoff coefficient
of 0.90 was assigned to the site for the existing conditions. A Rational runoff coefficient
of 0.90 was assigned to the site for the proposed conditions. These calculations, along
with a drainage basin area map, are enclosed in Appendix A for use during review of this
report.
Stormwater Detention
Due to the amount of impervious surface on the site not being increased, thereby not
increasing the amount of stormwater runoff leaving the site, stormwater detention is not
planned for the site at the current time. An exhibit depicting the amount of existing and
proposed impervious surfaces is included in Appendix A for review.
Water Quality
The quality of stormwater runoff leaving the site will be addressed within a proposed
water quality pond that is to be constructed along the east boundary of the site. This
water quality pond has been sized in accordance with criteria contained in the Urban
Drainage Manual to accommodate stormwater runoff falling within the site, and will
discharge into the existing drive at the northeast corner of this site, thereby maintaining
the existing discharge point for stormwater runoff leaving the site. Exhibits depicting the
proposed stormwater quality pond, sizing of the outlet works, the proposed location of
the discharge point, and the associated stage -storage relationship are contained in
Appendix B for review.
