The R.C. Heath Construction Company has been contracted to construct a new building at
824 East Lincoln Avenue, which is the site of the Fort Collins Monument and Stone business.
We have prepared a grading, drainage and erosion control plan and report for this
proposed building addition.
The site is located in the Cache la Poudre River Flood Plain. The present site drains south
to the existing drain ditch along the north side of East Lincoln Avenue, and there is no storm
water detention on the site. The ditch along the north side of East Lincoln Avenue drains easterly
approximately 1.5 miles to Dry Creek. There are three separate buildings presently located on the
property. One of the buildings will be removed and replaced with the proposed new building
addition and some additional concrete paving. This will result in a net increase of 3147 square
feet of hard surface. Also, there will be 3120 square feet of gravel surface added to the site.
There is no offsite flow onto the property from the west which is the Odell Brewery. All
runoff from the Odell property is captured onsite by detention facilities. Also, there is no offsite
flow from the property to the east, which drains south to the Lincoln Avenue ditch. There is very
little offsite flow from the old sugar factory lime waste area located to the north of the site.
Approximately 0.06 acres of the south bank of the lime waste areas flows south onto the site.
This south bank of the lime waste areas is covered with very heavy vegetation. This 0.06 acres is
included in the sub -basin which drains to the proposed onsite detention pond. The upper part of
the lime waste areas to the north is level except for humps and hallows, and there appears to be
no appreciable drainage in any direction from it.
' We plan to provide a small detention area along the west side of the site to detain the
additional water being generated by the additional hard surface. This pond will have additional
volume necessary to hold the runoff from the new impervious areas and also the runoff from the
entire sub -basin draining into the pond. This sub -basin is indicated on the plan. The pond will
overflow south along the westerly edge of the existing paved driveway to the Lincoln Avenue

ditch. No overflow can flow west into the Odell Brewery pond because of the existing higher
ground elevations along the west property line.
' The following pages of calculations show the determination of additional hard surface and
the proposed detention ponding. The included plan shows the proposed site layout and grading to
provide the detention ponding.
The floor of the new building will be 1.5 feet above the 100 year stormwater elevation.
The new revised map shows the Base Flood Elevation to be 4943.3 at the location of the new
' building. This new Cache La Poudre River study should be approved in a month or two, and
according to Mike Grimm, a building permit can be issued after the approval.

The proposed detention pond will be located mostly in an earthen seeded area with a
portion of the high water line encroaching on the proposed roadbase driveway. The bottom of
the ponding area is on a flat slope (0.5 percent), which is consistent with existing flow conditions
along the west side of the site. Slow flow and minor standing water will not be a problem in this
ponding site so the owner prefers not to install a trickle pan. A variance is hereby requested from
the City Criteria requiring a concrete trickle pan at this location.
The site is located in a high rainfall erodibility zone and in a moderate wind erodibility
zone. The new building will have a concrete slab floor. This slab, which will be constructed
immediately, and the installation of the gravel roadbase will prevent both wind and rainfall
erosion. A sediment trap shall be placed over the detention pond outlet to control the flow of
sediment from the site.
This is a fairly small reconstruction and building addition project, and the included plans
and calculations, which are in compliance with City of Fort Collins Standards, will provide storm
drainage facilities and erosion controls so that no surrounding or downstream properties will be
impacted.
