Dear Glen,
This is regarding the addition to the Avert Inc. building on Lots 5, 6, 7 and 8 and a part of
Lot 4, Block 123, City of Fort Collins.
The addition was accounted for in the calculation of the required detention volume when the
original building was constructed in 1996. The area of the addition was estimated to be 3000 square
feet in 1996 and the proposed addition's area is 2,934 square feet. Including the addition, the
required volume of detention would be 3,576 cubic feet and the design volume was 3,828 cubic feet.
The stormwater detention pond was constructed in the parking lot. All of the lot was
developed in 1996 except for the building addition. The requirement for extended detention was
started in approximately 1999. It would be very difficult to provide extended detention at this time
due to the fact there is very little area that is not hard surfaced at the discharge end of the detention
pond.
Structural Best Management Practices were considered at this time for the site. Minimizing
Directly Connected Impervious Areas would have been possible in 1996, but would be impossible
at this time since the parking lot and walks are existing. There is not enough length of discharge
facility between the parking lot and the Remington Street curb for irrigated grass buffer strips or a
grass lined swale to be effective.
Therefore, we are requesting a variance for the requirement for extended detention and other
Structural Best Management Practices.
I am enclosing a copy of my responses to your stormwater concerns for this site. I am also
enclosing a copy of the Grading and Drainage Plan that has been revised to show the proposed
addition to the building.

Dear Basil:
' The following is the storm drainage report for the proposed Avert Office Building to be
constructed on Lots 4, 59 6, 7 and 8, Block 123, Fort Collins, Colorado. The site is in the Old
Town Basin and is bounded by Olive Street on the North, by Remington Street on the East, by an
' existing two story apartment building on the South and by the existing alley and the Perkins
Restaurant parking lot on the West. The net area of the site is 29,400 square feet.

The site slopes at approximately 1.0% grade from Southwest to Northeast. Historically,
the site was fully developed with a church, a duplex and a single family house. The buildings were
demolished sometime after 1973, and it is now a vacant lot with a meager ground cover of weeds
and grasses. There are existing storm inlets on the Olive and Remington Street sides of the
comer. The inlets drain to the end manhole of an existing storm drain that flows East in Olive
Street to the Cache la Poudre River.
The historic sub -basin used was bounded by the right-of-way lines of Olive Street,
Remington Street and the alley, and the South property line. The historic runoff coefficient was
calculated to be 0.56, and the historic two year runoff rate was found to be 0.79 cubic feet per
second using the rational method. The Old Town Master Drainage Study assumes a 60%
imperviousness. Therefore this site complies with City requirements. For the historic basin, the
net area exclusive of the streets was used because the streets and alley do not drain onto the lot.
The developed site was divided into two sub -basins. Sub -basin "A" is the net site
containing the proposed parking lot and the proposed building. The runoff from Sub -basin "A"
will be detained in the parking lot and discharged into the Remington Street gutter. The required
volume of the pond in Sub -basin "A" is 3,072 cubic feet, and the actual volume is 3,828 cubic
feet. The actual volume was used because there may be a future addition on the South side of the
East leg of the proposed building. If the future addition is built, the required detention volume
becomes 3,576 cubic feet which is less than the actual volume.

' Sub -basin 'B" is half of the Olive Street, Remington Street and alley rights -of -way. Sub -
basin 'B" will continue to discharge undetained into the two existing inlets at the intersection.
' The detention pond on Sub -basin "A" was sized using the mass diagram. The area used in
the calculations was the net area of the lot, which is 0.66 acres. The runoff coefficient used was
' 0.71 which is the developed coefficient for the developed net lot. The allowed discharge rate
used was the historic two year runoff rate of 0.79 c.f. s., discussed on page one. The outlet pipe
from the detention pond is in the right-of-way of Remington Street. However, the pipe shall be
maintained by the owner of the property.
The construction schedule will have the overlot grading being done from March 15th to
' April 1st and the foundation being started April 1st, 1995. The erosion control methods used will
be a silt fence along the East lime of the lot being erected March 15th. As soon as the detention
' pond is graded and the outlet pipe laid, straw bales will be used at the pond release pipe. After
the pond curb and gutter are constructed, the straw bales will be removed and a gravel filter will
be built. The foundation will control both wind and rainfall erosion on Sub -basin "A".
' The runoff and detention pond calculations and the erosion control calculations will be a
part of this report. The overall utility plan and the grading and drainage plans are also included.
This drainage report and the design of the drainage system are in compliance with the City
of Fort Collins Storm Drainage specifications and criteria. If you have any questions regarding
