Colorado 80521 3l /8/ 1992 FINAL STORM DRAINAGE AND EROSION CONTROL REPORT PARK SOUTH P.U.D. FIRST REPLAT LOCATION AND DESCRIPTION OF SITE Park South P.U.D. First Replat is located approximately 1200 feet south of Horsetooth Road on the west side of Manhattan Avenue. The gross area of the First Replat, including one—half of Manhattan Avenue, is 4.59 acres. Manhattan Avenue is existing pavement with drain swales along the sides, and runoff in these swales empties into the existing drainage channel running from west to east along the south boundary of Park South P.U.D. Park South P.U.D. First Replat is located in the southeast corner of Park South P.U.D. The gross area of Park South P.U.D. to the center of Horsetooth Road and Manhattan Avenue is 31.30 acres. A map of the total Park South P.U.D. areais included in this report. There is an existing 36—inch storm drain along the west side of Manhattan Avenue running from Horsetooth Road to the existing drainage swale. HISTORIC DRAINAGE The total Park South P.U.D. site drains to the existing Park South —South Glen detention pond constructed in the early 1980's. This pond is located on the east side of Manhattan Avenue, just across from the Southeast corner of the Park South First Replat. The existing drainage channel across the southerly 3q—Leet—Qf the Park South area drains to this pond. The pond has a volume of J11.6 acre: feet and was originally designed with a volume adequate to provide a en ion or e total Park South P.U.D. This volume design was based on all residential development in the Park South P.U.D. Now there is a business area proposed on the north 13.8 acres of the site. The business area will require some onsite detention to compensate for the additional run—off generated, but until the time of development, it will remain a field. PROPOSED DRAINAGE DESIGN Lots 1 through 18, Stream Court, and the south portion of Dennison Avenue will drain south on Stream Court, then through a sidewalk culvert into the existing drainage channel. Lots 19 through 23 and the north portion of Dennison Avenue will drain to a catch basin located on the north flow line of Dennison Avenue just west of Manhattan Avenue. Dennison Avenue is presently rough graded west of the First Replat to a tie—in with the existing paved Dennison Avenue in the Four Seasons area. This rough —graded channel will carry any 100—year overflow from the Four Seasons area through the First Replat. As the Second Replat is developed, Dennison Avenue will be rerouted, and the overflows will be directed to the drainage channel across the south 30 feet of the Park South area before they reach the First Replat. When Lots 11 through 23 are graded so that flow is from the rear lot line to the front, the grade at the rear of the lots will be raised above I he existing ground from 1 to 2 feet. In the future, when lots are developed west of Lots 11 through 18 and north of Lots 19 through 23, the rear yards of the future lots will also be raised to drain east and south to the front Park South P.U.D. First Replat Page 2 of Lots 11 through 23. Prior to future development, runoff from the field west of Lots 11 through 18 will be blocked by the raised rear yards and will then flow south, on an approximate 0.5 percent existing slope, to the existing drainage Swale along the southerly 30 feet of the Park South area. Also R� prior to.future development, any runoff from the field to the north which is blocked by the raised rear yards of Lots 19 through 23 will be turned to the east and will flow to Manhattan Avenue on an approximate 1.0 percent existing slope. The flow area west of Lots 11 through 18 is denoted as Basin C. There are two drainage plans attached. One shows the drainage patterns of Park South First Replat and the surrounding undeveloped land. The other shows conceptual drainage patterns for the total developed Park South area. Drainage sub —basins are shown on these plans, and the attached computation sheets determine the storm water runoff from Basins A, B, C, 1, 2 and 6. The runoff from 6 is used to size the catch basin inlet on the north side of Dennison. Also attached is the grading — drainage — erosion control plan for Park South P.U.D. First Replat. The design and calculations in.this report are in compliance with current City of Fort Collins criteria and master drainage plan. EROSION CONTROL Straw bale sediment filters shall be placed around the catch basin on Dennison Avenue and the sidewalk culvert on Stream Court prior to paving, and gravel sediment filters shall reolace the straw bales after the streets are paved and before yard grasses are establishe traw mulch and seeding shall be used to prevent erosion on a portion of the newly disturbed areas. The rainfall performance standard evaluation and the erosion control effectiveness calculations are shown on the attached sheets. This site is located within a low wind erodability zone, so the instal— lation of curbs and pavement and storm water erosion control procedures will meet the wind erosion control requirements. All erosion control procedures shall comply with the Erosion Control Reference Manual for Construction Sites of the City of Fort Collins.
