1 Dear Basil,
' Mr. Marc Middel is planning to develop the remainder of the Park South area as Park
South P.U.D. Third Replat. This site contains 13.34 net acres and is located south of West
Horsetooth Road and west of Manhattan Avenue.
' This site was originally to be developed as commercial and office sites, but is now being
' planned as 73 single family residential lots.
The existing Park South -South Glen detention pond which was designed and constructed
' in 1980, provides detention for this remaining Park South area. The pond was sized for the
original Park South P.U.D. which was all single family residential, and since this remaining area
also is being developed as single family residential, the required detention is provided in this pond.
' There is an existing 36 inch storm drain pipe running south along the west side of
Manhattan Avenue, and we propose to tie the drainage system of Park South Third Replat into
t this pipe to carry flows to the existing detention pond. However, after doing the calculations of
runoff quantities and capacity of the 36 inch pipe it became evident that there would be a large
surface overflow along Manhattan Avenue. This large overflow could not be handled by the
' swale along the west side of Manhattan so the centerline of Manhattan would be overtopped. The
centerline overtopping in itself was not a problem, but where the water would go after
overtopping became the problem
' The most practical solution to this overtopping problem is to provide detention on the
' Park South Third Replat site and restrict the outflow to an amount which will not overtop
Manhattan.
The calculations on sheets 5 through 35 in this report are the original calculations before.it
was decided to detain onsite and reduce the flows in Manhattan. These calculations on sheets 5
through 35 all remain valid except for the flows along Manhattan, which will be controlled by the
' detention pond release. The calculation sheets showing these larger flows without onsite
detention are being left in this report for comparison and to document why the onsite detention is
necessary.

Calculation sheets 36 through 40 which are printed on blue paper are the revised
' calculations of the required detention volume, the volume provided, the pond release and the
downstream flows along Manhattan.
' There is a proposed commercial lot being developed on the east side of Manhattan Ave,
and the design engineer (Parsons and Assoc.) is planning to use the existing 36 inch pipe on the
west side of Manhattan as their outfall. In order to limit the flow in the 36 inch pipe, the Park
' South Third detention pond release has been changed from 15 cfs to 12 cfs.
The proposed storm drainage facilities in Park South Third Replat are designed in
' compliance with City of Fort Collins Storm Drainage criteria.

' FINAL STORM DRAINAGE AND EROSION
CONTROL REPORT FOR PARK SOUTH THIRD REPLAT
' EXISTING SITE LOCATION AND DESCRIPTION
Park South P.U.D. Third Replat is located adjacent to the south lime of West Horsetooth
' Road and to the west line of Manhattan Avenue. It is bounded on the south by Park South
P.U.D. Second Replat and on the west by the Four Seasons Townhomes.
' The site is within the McClellands and Mail Creek master drainage basin.
The net area of the site is 13.34 acres, not including the south half of Horsetooth or the
' west half of Manhattan, both of which are developed streets with drainage facilities in place.
The site is a field with sparse vegetation. The historic drainage is from west to east on
approximately a 1% slope.
' There is an existing 36 inch RCP located along the west lime of Manhattan Avenue. This
pipe was installed by the City when Horsetooth Road was improved. This pipe is the outlet from
an existing 15 foot curb inlet at the southwest intersection of Horsetooth and Manhattan. The
' pipe drains south from the curb inlet, along the west side of Manhattan, then turns east under
Manhattan to the existing Park South -South Glen detention pond. This pond was constructed in
1980. This pond, which has a volume of 11.6 acre feet, provides detention for single family
residential lot development on all of the original Park South P.U.D. Park South P.U.D. Third
Replat is the remaining undeveloped portion of the original Park South P.U.D.
' The original McClellands and Mail Creek basin study was prepared by Cornell in 1980. In
1990 a new study was prepared by Water Engineering and Technology. This 1990 study included
the Park South developments, and we are complying with the conditions of the 1990 study. The
1990 study indicates a runoff coefficient for Park South 3rd Replat of 0.54, which is very close to
the 0.55 calculated for the proposed layout. The 1990 study indicates a 6.6 acre feet detention
pond for this area, when in fact the existing detention pond for this area has a vohune of 11.6 acre
feet. This detention volume is more than required now that onsite detention is proposed for the
Park South Third Replat.
' A copy of the two sheets of Hydrologic information from the 1990 study are included in
the pocket of this report.
PROPOSED DRAINAGE DEVELOPMENT
' A detention pond will be constructed at the southeast comer of Park South Third Replat.
This pond will release into the existing 36 inch RCP on the west side of Manhattan. Flow into
this pond will be via a storm drain pipe system and by surface flow. This storm drain pipe system
will begin on the westerly side of the pond and extend to the west along Haven Drive to the west
side of Rockaway Street. Inlets will be placed at the intersections of Haven Court, Mayflower
Court and Rockaway Street which will intercept all of the 2 year developed flow and a portion

of the 10 year developed flow. The maximum capacity of this pipe system as it flows into the
' detention pond is 24 cfs. Larger flows will be carried by the street gutters to the Southeast comer
of Haven Drive and Haven Court where they will overtop the walk and spill into the detention
pond. These street gutter flows are all much less than the maximum allowable street gutter
capacities.
A concrete trickle pan will carry low flows from the inlet pipe on the west side of the pond
to the outlet pipe on the east side of the pond. The outlet pipe will tie into the existing 36 inch
RCP in Manhattan Drive. The release into this outlet pipe will be restricted to 12 cfs. A plan and
profile ofthe existing 36 inch RCP along the west side of Manhattan is included in the pocket of
this report. This plan and profile sheet show the 2 year hydraulic grade lime, the pipe flow
quantities and the surface flow along the west gutter of Manhattan.
' A reduced copy of the Park South Second Drainage and Grading plan is in this report,
which shows the flows at Walden and Dennison where they enter Manhattan.
' OFFSITE FLOWS
' The rear portion of the Four Seasons Townhomes flows onto the west side of Park South
Third Replat. This flow will be carried east along the south side of Lots 131 in a 4 foot concrete
pan to drain into the back of the 10 foot catch basin located on the west gutter of Rockaway
' Street. The rear yards of Lots 59 through 73 of Park South Second Replat drain to the existing 2
foot concrete pan which drains east along the rear line of Lots 119 through 129. This pan will be
reconstructed to direct the flows directly into the southwest comer ofthe detention pond.
The maximum allowable street capacity for 100 year storms will not be exceeded at any
location in the Park South P.U.D. Third Filing.
Following in this report are calculation sheets for runoff from the subbasins and for flows
' at concentration points. Included in the pocket is a copy of the Grading, Drainage and Erosion
Control Design Plan.
' EROSION CONTROL
Park South P.U.D. Third Replat is located in a low wind erodibility zone and in a
moderate rainfall erodibility zone.
During the overlot grading process, sediment, will be controlled by installing a silt fence
' along the west line of Manhattan Avenue, and along the south line of Horsetooth Road. Gravel
filters will be place at catch basins to prevent sediment from entering the pipe system After
grading, a temporary crop of annual rye is proposed on the rear 50 feet of all lots to eliminate bare
' soil.
' Wind erosion barriers will be provided by the installation of curbs and by the rainfall
erosion control procedures.
