Box 580 Fort Collins, CO 80522 Dear Basil, STEWART&ASSOCIATES Consulting Engineers and Surveyors Mr. Tom Moore, the owner of Lots 8 through 15 in Block 141 located at the southeast comer of Mathews Street and East Mountain Avenue, plans to construct a combined commercial and ' residential development on the site. The Mawson Lumber Company was located on this site before it burned a few years ago. The new development will be named "The Mawson Block". This site is located in the Old Town Drainage Basin. The floors of all new buildings will be constructed 1.5 feet above the 100-year flood water surface elevation, per the Old Town Basin Master Plan. A copy of Reach 5 and 5B of the Old Town Master Drainage Basin Plan is included tin this report. This copy shows the 100-year flood water surface contours along Mountain Avenue. These 100-year water surface contours are also shown on the grading and drainage plan. ' The historic site, before the buildings burned, was entirely covered with buildings or paving. No detention is planned on this site since the runoff from the proposed development will be no ' more than the historic runoff The proposed plan will have 10 percent planted area. The drainage patterns for the developed site will be approximately the same as the historic site. The runoff to Mountain Avenue will be slightly more from the developed site than from the historic site, and the ' runoff to the alley will be slightly less from the developed site than from the historic site. Mr. Tom Moore plans to expand the development 50 feet to the east in the future. This future phase two will be on Lots 6 and 7 of Block 141. Lots 6 and 7 presently have a building on the north 60 feet and compacted gravel on the south 130 feet. The historic C of Lots 6 through 15 is 0.89, and the developed C for Lots 6 though 15 will be 0.86. The site is divided into 3 sub -basins. The north sub -basin which includes the buildings and the patio will be piped to the south gutter of Mountain Avenue via 6" and 8" pipes. The south sub - basin which is the parking lots and drives will run south on the surface to the alley. This runoff to the alley drains east approximately 300 feet along the existing pavement on the alley to Peterson Street. As stated previously, this runoff quantity to the alley from the developed site is ' approximately the same as the history runoff to the alley, so the alley flows to Peterson Street will not be adversely affected. The runoff quantities from these basins are shown on the calculation sheets included in this report. ' The construction of the pedestrian access and decorative island which will extend north of the curb line into the street portion of East Mountain Avenue will take away some of the storm water carrying capacity of the street. The street capacity at the location of this new island will still be ' greater than the existing street capacity at a location just upstream from this new island. The street carrying capacity of this upstream location was restricted several years ago which a pedestrian access island and a center median were installed in East Mountain Avenue. ' Cross sections and flow calculations at the restricted locations are included on pages 11 and 12 in this report. The existing upstream cross section is labeled A -A and has a flow area of 6.88square feet. The cross section at the location of the proposed new island is labeled B-B and the flow area is 12.8 square feet. The existing island restrictions at section A -A have established a ' flow path and high water surface elevation at the Mountain - Mathews intersection. Construction of the proposed island at section B-B will provide a less restrictive flow path than that at section A -A, and the upstream water surface will not be adversely affected. ' The first part of the construction procedure will be to remove all of the old driveways and building foundations which were the old lumber yard. Silt fences are to be placed around the east ' and south boundaries before any grading or construction activities begin. The storm drainage and erosion control design and procedures shall comply with City of Fort Collins criteria.
