Dear Basil:
The following drainage and erosion control report was prepared for Indian
Hills Village, which is a Planned Unit Development of detached single—family
residences.
The site is located in the Spring Creek Basin. The Spring Creek
drainageway through this vicinity has been constructed to carry the 100—year
flows.
We plan to allow runoff from this site to discharge directly into Spring
Creek with no onsite detention.
Indian Hills.Village is an infill subdivision, and all surrounding areas
were developed several years ago. All of these surrounding areas drain directly
to Spring Creek undetained.
There will be offsite flows onto the site from 1.8 acres of rear yards
on the east and 1.4 acres of rear yards on the west, and also from a 5.76 acre
townhouse development to the south which is called Indian Hills West. Most
of these offsite flows will be carried to Stuart Street by proposed swales
along the east and west sides of the site. Offsite flow from a small portion
of the townhouse development to the south (0.86 Ac) will be carried through
the streets of the proposed development.
The construction of the proposed Indian Hills.Village development will
not substantially change the route of storm water as it flows to Spring Creek,
except that the proposed new inlets located south of Stuart Street and the
proposed storm drain pipe under Stuart Street will decrease the flow reaching
the south gutter of Stuart Street. Storm flows will be picked up on the south
side of Stuart Street and will be piped under Stuart Street directly into Spring
Creek.

SITE LOCATION AND DESCRIPTION
Indian Hills Village is located on the south side of East Stuart Street,
approximately ,, mile east of College Avenue. It is in the Southeast '—, of the
Northeast 'a of Section 24, Township 7 North, Range 69 West of the Sixth P.M.,
Larimer County, Colorado. The net area of the site is 6.215 acres; and the
gross area, including the south half of Stuart Street and the existing single—
family residence at the northeast corner of the site, is 6.72 acres. The site
is located in the Spring Creek Basin. Spring Creek crosses Stuart Street about
100 feet west of the site and then runs east along the north side of Stuart
Street across from the site.
The site is bounded on the east by the Indian Hills single—family
subdivision, on the south by the Indian Hills West townhouse subdivision, and
on the west by the Parkside single—family subdivision. All of these
developments have been established for many years.
Indian Hills Village is a replat of the north portion of the Indian Hills
West Subdivision which was platted and the south portion developed in the late
1970's and early 1980's. During this development period, some utility line
installation and some overlot grading was done on the site, but since that
time, there has been no activity on the site, so weeds and native grasses have
grown. There is a dense row of trees along the east and west sides of the
site. These trees are located on both sides of the property line and are within
4 to 5 feet of the property line.
The site drains from south to north at approximately 1.7 percent slope.
The historic drainage is directly into the south gutter of Stuart Street.
OFFSITE FLOWS
There are existing drain swales running from south to north along the
east and west boundaries of the site. These swales pick up offsite flow from
the rear yards of Indian Hills Subdivision lots on the east and from rear yards
of the Parkside Subdivision on the west. Most of the developed portion of
Indian Hills West townhouse area lying south of the site drains north to Stuart
Street through the swale along the west boundary, but 0.86 acres of the
developed townhouse site will be drained through the proposed new streets.
PROPOSED DEVELOPMENT
The schematic plan of the proposed development, which is included with
this report, shows the basin boundaries, concentration points and drainage
facilities which are discussed in the following paragraphs.
Indian Hills West P.U.D.
The 6.215 acre site will be developed into 47 single-family lots with
associated streets and open areas. Offsite runoff through the developed site,
as previously discussed, will be carried through the site by swales along each
side and by the street system. Runoff from the site will also be overland
to the sideline swales, but most of the runoff will be northerly through the
street system to catch basins on Indian Hills Circle just south of Stuart
Street. The drain swale along the east property line drains north into the
south gutter of Stuart Street, then west in this gutter a few feet to an
existing 4-foot curb inlet.
This 4-foot inlet drains north along Stover Street in a 15-inch pipe to
Spring Creek. This curb inlet presently receives runoff from all of the areas
which drain to the south flow line of Stuart Street. These areas are 5.76
acres of Indian Hills West (Basin #4), 1.4 acres of offsite Parkside Subdivision
(Basin #5), the proposed 6.72-acre Indian Hills Village site, and 1.8 acres
of offsite from Indian Hills single-family (Basin #1). Also draining to this
4-foot inlet will be overflow from the existing 5-foot inlet located on the
west side of Stover Street just south of Stuart Street. Twenty-two acres of
the existing Indian Hills single-family development drains to this 5-foot inlet.
We .have calculated the quantities of water which will reach this 4-foot inlet,
and it is apparent that it frequently overflows. Overflow will go north over
the crown of Stuart Street and then on north along the west gutter of Stover
Street about 250 feet to Spring Creek.
At the present, storm water runoff to the 4-foot inlet is (Q9 = 16.7
c.f.s., Q 0 = 36.2 c.f.s., Q100 = 90.3 c.f.s.). After development of Indian
Hills Vil�age and the division of runoff under Stuart Street to Spring Creek,
the runoff quantities to the 4-foot inlet will be (Q2 = 13.6 c.f.s., Q10 =
30.5 c.f.s., Q100 = 75.9 c.f.s.).
We will be reducing the flow to this 4-foot inlet by piping the 100-year
runoff from Basins B, C, D, E, 2, 3, 4 and 5 under Stuart Street to Spring
Creek. This flow will be picked up at the new area inlet at Concentration
Point 11 and then piped under Stuart Street in two 36-inch pipes. The drain
swale along the west property line will carry flows from Basins E, 4 and 5
to this new area inlet. A 15-inch diameter P.V.C. storm drain line will carry
the nuisance flows below grade, and a swale will carry the remainder of the
storm water to the area inlet. This swale will be located between the existing
tree row along the west property line and the driveways and building foundations
to be constructed with this project. Much detail has gone into the design
of this swale to insure that the excavation along the east side of the existing
trees conforms to the City Foresters requirements which limit the amount of
excavation. This swale does not have the required one foot of freeboard, but
it is designed to carry a minimum 137 percent of the 100 year design storm.
The capacity of the 15 inch underdrain is not included as a part of the swale
capacity.
The curb inlets on Indian Hills Circle and their respective outlet pipes
are sized to handle most of the 100-year storm, and overflow from the 100-year
storm will be directed west across Indian Hills Circle to the proposed area
inlet at Concentration Point 11 located in the green area between the lots
and Stuart Street. The grates on this area inlet will handle the 100-year
surface flow, and the outlet pipes will carry the surface flow plus the piped
flow across Stuart Street to Spring Creek. The pipes and their outlets under
Stuart Street into Spring Creek will be integrated into the newly constructed
Spring Creek drainageway.
Indian Hills West P.U.D.
The 100—year storm flows within the development will be carried in the
streets and.driveways. These flows have several relief points into the east
side and west side swales and, therefore, at no location in the streets is
there a large flow concentration. The 100—year flow on the public streets
is well within the design criteria, and the 100—year flow along the private
drives will not cause flooding of the adjacent garages.
EROSION CONTROL
The site is located in a high to moderate rainfall erodibility zone and
in a moderate wind erodibility zone. Erosion will be controlled by the
installation of curbs and pavement and by maintaining the natural vegetation,
especially on the eastern half of the project where utility lines are existing.
Sediment will be controlled by the installation of inlet filters, straw bale
channel barriers and.a silt fence along the north boundary..
Wind erosion control will be provided by the installation of curbs and
pavement, by the existing tree rows along the east and west property lines,
and by the silt fence along Stuart Street.
