Box 580 Fort Collins, CO 80522 Dear Basil: This is the final drainage report for the proposed J.F.K. Office P.U.D., located at the Northeast corner of the intersection of East Horsetooth Road and John F. Kennedy Parkway. The site contains 0.3557 acres and is a part of Lot 3, Strachan Subdivision, Third Filing. It is further described as an existing building pad that was proposed in The Arena site plan in 1980. Presently the pad site is blue grass. The site is bounded on the West by J.F.K Parkway, on the North and East by the existing asphalt parking lot that serves the existing Marriott Hotel and this pad site. The site is bounded on the South by East Horsetooth Road. The site is in the Foothills Drainage Basin Master Plan that was prepared by Resource Consultants, Inc. and dated July 1980. The Strachan Subdivision Third Filing was developed in 1980 and was divided into two basins. The Southerly Basin contains 17.9 acres and drains Southeasterly to the corner of East Horsetooth Road and Stanford Road. Mitchell and Co. were the developers and they paid the Warren Lake Company for storm water detention rights in Warren Lake for Strachan Subdivision 1st, 2nd and 3rd Filings, which is the area between Monroe Drive and East Horsetooth Road and between College Avenue and Stanford Road. They also developed the Strachan Continental Subdivision at the Southwest corner of East Horsetooth Road and J.F.K. Parkway. Its detention was also paid for in Warren Lake. The 0.3557 acres in the J.F.K. Office P.U.D. were included in the area of the Strachan Subdivision when the runoff rate from it was calculated and the runoff volume was allowed to discharge into and be detained in Warren Lake; however, the runoff from J.F.K. Office P..U.D. will actually be less than anticipated since the actual runoff coefficient is less. There is no onsite detention in any of Strachan Subdivision Third Filing. The inlet and the outlet pipes that were constructed from the southeast corner of the Arena parking lot east across Stanford Road and south across Horsetooth Road to Warren Lake will carry 134 c.f.s.. The 100—year runoff rate for Strachan Subdivision Third Filing is 93.1 c.f.s. and for Strachan Continental Subdivision is 73.0 c.f.s. The 100—year fully —developed rate for the entire basin is 270 c.f.s., according to the Foothills Basin Master Plan prepared by Resource Consultants, Inc. dated January 1981. The overflow of 136 c.f.s. between the capacity of the pipes and the 100—year 270 c.f.s. will flow easterly in Horsetooth Road to its intersection with Landings Drive and then into Warren Lake. Page 2 of a topographic survey of the Horsetooth—Stanford—Landings intersection and a copy of the profile of the centerline of Horsetooth Road are enclosed. With a maximum of six inches of topping of Horsetooth Road, the rate of flow could be 143 cubic feet per second. Therefore, with 136 c.f.s. overtopping the centerline the depth would be less than 6 inches. The 17.9 acres in the Strachan Third Filing contains this pad site being developed at this time. The original runoff calculations used a runoff coefficient of 0.85 for the entire 1.7.9 acres. The J.F.K. Office P.U.D. has an actual runoff coefficient of 0.64. The existing drainage system in the Strachan Subdivision Third Filing was designed with storm drains and surface drainage through the site and then to cross East Horsetooth Road with a pipe system that carries 134 c.f.s for the 10 year frequency storm.. The J.F.K. Office P.U.D. will be developed with one office building on the site. All of the parking for the new building is in the existing parking lot. The development of the pad will increase the present two year runoff from 0.17 c.f.s. to 0.62 c.f.s. and the present 100 year runoff from 0.65 c.f.s. to 2.59 c.f.s.. The site will sheet flow to the existing parking lot and to both the Horsetooth Road North gutter and the J.F.K. Parkway East gutter. The storm runoff from the Strachan Continental Subdivision is routed in 3 pipes to the Northeast diagonally across the Horsetooth Road—J.F.K. Parkway intersection and then Easterly along the South line of the J.F.K. Office P.U.D. and then into the Strachan Subdivision Third Filing system in the parking lot. This is carrying the undetained runoff to Warren Lake. The 10 year frequency developed runoff from the total subdivision and the abutting streets and the historic two year runoff from 11.3 acres of offsite land was 44.0 c.f.s.. The offsite area includes Lot 1, Observatory Heights at the Southeast corner of South College Avenue and East Horsetooth Road that is being proposed as a bank at this time. The storm drain was designed for only two year historic runoff from Lot 1. The three 19" x 30" oval pipes crossing the intersection from Strachan Continental Subdivision will carry 48 c.f.s. and the 10 year runoff is 44 c.f.s.. The three oval pipes were used due to vertical conflicts in the crossing. The outlet pipe from the box on the J.F.K. Office P.U.D. is a 27 inch diameter concrete pipe at a slope of 2.3%, which will carry 46 c.f.s.. The curb outlet box was designed to allow 22 c.f.s. overflow on the surface of the parking lot and 24 c.f.s. flow North in the existing 21 inch diameter concrete storm drain. In the 100—year event, the total runoff rate from Strachan Continental Subdivision is 73.0.c.f.s. which will cause 29.0 c.f.s. to overflow the Horsetooth Road — J.F.K. Parkway crossing pipe system. The overflow will flow easterly in the south half of Horsetooth Road and flow into Warren Lake at the southeast corner of Horsetooth Road and Landings Drive. The following is a summation of the storm drainage issues for J.F.K. Office P.U.D.. The existing site has blue grass ground cover which will be replaced with 6,970 square feet of impervious surface. The downstream parking lot and storm drains were sized with this pad site being fully developed. The system will carry the 10 year storm runoff in storm drains and the 100 year storm J. F. K. Office. P.U.D. Page 3 runoff on the surface to Warren Lake for detention. The offsite drainage from both "The Square" shopping center and Strachan Continental Subdivision was calculated for fully developed conditions and other offsite areas were calculated for two year historic quantities of runoff. All of the system is existing at this time, and there are no other storm drainage facilities proposed. Erosion Control: The site is in a moderate rainfall erodibility zone and a moderate wind erodibility zone. The site will be stripped of the existing sod and then the foundation constructed immediately. A small amount of ground cover will be maintained in the corners of the site. A silt fence will be constructed around the entire site to control both wind and rainfall erosion. The performance standard is 75.8% and the effectiveness of the control is 80.5% The runoff calculations and the erosion control calculations and the grading and drainage plan are enclosed as a part of this report. The drainage reports for Strachan Subdivision Third Filing and Strachan Continental Subdivision are included as an appendix to this report. The Overall Grading & Building Layout Plan for Strachan Subdivision Third Filing is also enclosed. This report and the design of the drainage system for J.F.K. Secretary -Treasurer RAR/vr INDEX Narrative of Report Storm Drainage Calculations Area Site Map Drainage Area Map Page No. 1 2&3 4 5 STORM DRAINAGE REPORT Strachan Continental Subdivision Strachan Continental Subdivision, Fort Collins, Colorado, consists of three lots zoned Highway Business and encompasses 9.59 acres. The subdivision is a part of the Foothills Drainage Basin and lies Northeast- erly of and below the Larimer County No. 2 Canal. Approximately 11.3 acres of the Foothills Drainage Basin lie above this sudivision and run- off not intercepted by the Larimer County No. 2 Canal could be expected to flow through the subdivision: The historic flows are from the South- west to the Northeast corner of the subdivision and proceed toe.A:rthalweg 400 feet North of Hosetooth Road and -on Southeasterly to Warren Lake. Developed conditions could see historic two year quantities being piped under the Larimer County No. 2 Canal from the 11.3 acres from one or more detention basins. This quantity should not exceed two cubic feet per second at the two year historic rate of outflow. These flows could be delivered to the surface of this subdivision by proposed siphons under the canal. Storm water detention for this subdivision has been negotiated for with the Warren Lake Company. Therefore, no on site detention will be provided. An underground storm drain system has been designed to carry the ten year storm runoff Northeasterly across Horsetooth Road to the Strachan Subdivision, Third Filing storm drain system. This storm drain on the "Arena" property has been.built and the surface has been graded. The "Arena" System was designed to include runoff from the entire Foothills Basin.
