Project Manager t I ' ADDENDUM ' FINAL DRAINAGE AND EROSION CONTROL STUDY FOR HARMONY TECHNOLOGY PARK FIRST FILING FORT COLLINS, COLORADO Project Description The Harmony Road improvements are required as part of the Harmony Technology Park Fourth Filing project being constructed by MAVDevelopment. Technology Parkway will be constructed with a signalized intersection at Harmony Road. I 11 1 1 fL Existing Conditions Within the project limits Harmony Road is constructed as a four lane arterial roadway. The open channel, grass lined median provides a drainage path for portions of the crowned road that sheets runoff to the median. Runoff flows west to east and storm pipe conveys runoff through the intersection crossing at the proposed Technology Parkway. A road side open channel ditch collects runoff on the south side of Harmony. Runoff west of Technology Parkway was designed to enter an existing detention pond in the Intel site (formerly Celestica). Ditch runoff east of Technology Parkway drains the intersection of Lady Moon Drive and is piped to an existing storm drainage system flowing south in Lady Moon. The north side of Harmony Road primarily sheets north to the existing irrigation ditch adjacent to the road and flows east. Project Improvements Construction of the intersection improvements include the addition of a left turn lane in for west bound traffic, a right turn lane with curb and gutter for east bound traffic, two pedestrian refuge islands in the median and new curb returns on the Hewlett Packard driveway approach. A new 8' sidewalk will be constructed from the Harmony House east to Technology parkway. Drainage Improvements The existing 18" RCP storm pipe in the median will be extended east and west to accommodate construction of the pedestrian refuge islands. There is no significant change to the median drainage area except that the impervious area west of the intersection increased by 0.05 acres. With the addition of a left turn lane for west bound Harmony Road traffic there is an increase of 0.175 acres in the impervious area that will drain to the median downstream of the intersection. Therefore, the storm system was simply extended. Stantec Consulting Inc. 2 April 17, 2008 �I 1 1 1 With construction of new sidewalk to the south, the ditch flow on the south west corner of Technology Parkway was piped under the walk and graded to enter the existing detention pond on the Intel site. This runoff was designed to discharge to the pond with the HTP first filing design. There is no significant change to the drainage area with this design. However, the peak runoff calculations have been updated with current IDF information for the Fort Collins area. Calculations are provided as an attachment to this letter as well as drainage basin mapping. Runoff from the Harmony Road intersection entering Technology Parkway is addressed in the Drainage and Erosion Control Study for HTP Fourth Filing by Stantec (2008). Erosion Control Temporary and permanent erosion control measures will be implemented prior to construction to prevent transport of sediment from the construction limits. Erosion control fabric will be installed on disturbed median slopes and Swale locations. Wattles and straw bale dikes will be installed in swales. Silt fence will constructed at the Hewlett Packard entry downstream of construction limits to protect the irrigation ditch. If the area of disturbance is in excess of one acre the contractor will be responsible for implementation and maintenance of a Storm Water Management Permit and Plan granted by the Colorado Department of Public Health and Environment (CDPHE). If groundwater is encountered and discharged an NPDES permit will be required. Summary The construction improvements for Harmony Road will be completed in early spring of 2008. Storm water revisions to the HTP First Filing include addition of piping roadway drainage under the proposed walk and grading to allow flow to enter the existing pond as intended in the report. Peak runoff values are updated to comply with current IDF values provided by the City of Fort Collins Storm Water Department. Storm pipe in the median will be extended to allow for construction of new pedestrian refuge islands. Additional impervious area is added to the median drainage system downstream of the intersection.
