This report is to establish the site's drainage characteristics. The report analyzes onsite and offsite runoff from the minor (2- and 10- year frequency) and major (100-year frequency) storms and routes these flows through the site. Specific details are contained within this study and are shown on the Grading and Drainage Plans located in the back of this report. Location and Proposed Site Description The site is located in the Southwest Quarter of Section 7, Township 7 North, Range 68 West, of the 6`h P.M., City of Fort Collins, Larimer County, State of Colorado. The site is bounded by East Magnolia Street to the North, 12`h Street to the East, East Mulberry Street (Colorado Highway 14) to the South, and South Lemay Avenue to the West. Proposed Development The proposed development will contain a 102,540 s.f. Home Depot home improvement warehouse with 19,079 s.f. Outdoor Garden Center. There is an existing Wal-Mart Development to the north (across Magnolia) that was the initial commercial property developed in Mulberry and Lemay Crossings. The proposed Home Depot is located in the Block to the south that is divided into two lots (Lot 2 and Lot 6). The northern half of Lot 6 is currently developed and contains a Taco Bell/KFC fast food restaurant. The south half of Lot 2 is developed and contains various commercial retail. The remaining property being developed consist of 8.22 acres in the northern part of Lot 2 and 1.2 acres of the southern half of Lot 6. There will be a small area approximately 0.46 acres that will remain undeveloped for a future building and parking just south of the proposed Home Depot. The Home Depot store is situated to the east (facing west) with parking mainly to the west. There is one right in/right out access to the west on Lemay, three access points to the north on Mulberry, four access points to the east on 12`h Street and none to Mulberry. 1 I Existing Site Conditions The area for the proposed Home Depot is currently vacant land with no trees and little ' vegetation. The majority of the storm sewer infrastructure has been installed within the development along with corresponding ponds. Several other utilities and services also surround the property. Historic Drainage Overall Basin Description This historic drainage patter for this area is to the south/southeast toward the Cache La Poudre River (across Mulberry Street). The limits of the floodplain for the Cache La Poudre originally extended over the entire Lot 2 and Lot 6 area and partway on the Wal- Mart (Lotl) development. As a part of the initial development, the developable areas (all 1 but southern portions of Lot 2 and Tract A) were removed from the F,EMA SFHA (FEMA map 0004C and Larimer County 0179E). CLC Associates preformed the original drainage analysis for Goldberg Properties with the initial development of the Wal-Mart. All of the developed properties as well as the surrounding roadways are contained basins that drain to two separate ponds. Basin Coverage The ground is lightly vegetated (weedy) with bare spots to the west adjacent to the internal drive. There are no trees on site. According to the Geotechnical report by Terracon on December 23, 2003, the existing ground consists of sandy lean clay fill material. Drainage Patterns Through Property The original development consisted of several basins across the development laid out with the original CLC Report. CLC's Basin A was on the Wal-Mart property and drained the eastern portion of Lot 1 to a pond on the southeast corner of the Wal-Mart site (Pond 1). CLC's Basin B was the western half of the Wal-Mart along with Lot 6 and the ' western half of Lot 2. These flows were picked up through various inlets and routed to Pond 2 to the southern end of the development via a storm sewer main that was in the 2 I [I [1 1 I 1 t [1 middle of Lot 2. CLC's Basin C consisted of the eastern half of Lot 2, 12`h Street and some of Magnolia and Mulberry. These also drained to Pond 2 via a storm sewer main along the eastern half of Lot 2. This storm sewer main also conveyed flows from Pond 1 to Pond 2. There were several smaller basins (D and P) that drained to Pond 2 via inlets and underground storm sewer systems. The existing Home Depot property is filled with the peak in the center of the Lot between the two existing storm sewer mains. Flows from the Home Depot travel away from the building to the west or east to the existing storm sewer mains and inlets. Drainage Design Criteria This report was prepared using criteria as outlined in the City of Fort Collins Storm Drainage Design Criteria and Construction Standards, May 1984 with 1991 and 1997 revisions. To meet the City of Fort Collins Storm Drainage requirements, the building finish floor is at least 18 inches above the base flood elevation (BFE) and the emergency generator is elevated 2 feet above the BFE. Elevation certificates will be issued for these items as a condition of receiving certificate of occupancy. Runoff for the minor storms, 2-year and 10-year frequencies, and the major storm, 100- year frequency, were calculated using the Rational Method. Where applicable, composite runoff coefficients were calculated for the individual basins by using the recommended runoff coefficient equations in Section 3.2.1 and applicable values in Table 3-3 and 3-4 of the Drainage Criteria Manual. Because of the small size of the individual sub -basins the minimum Time of Concentration of 5 minutes was used in runoff calculations. Figure 3- la was used for Rainfall intensities used in runoff calculations. Haestad Methods' StormCAD was used to calculate pipe capacity in the existing storm sewer mains based on the new basin information for the Home Depot development. This information was used to determine an changes in flow to the pond that was designed and installed with previous developments. Rl DrainaEe Plan General Concept The Home Depot site is very close in layout to the original CLC design. The analysis in this report was to compare the proposed development to the previous CLC design for compliance with anticipated values. GRA "A " Basins The "A" basins in the Home Depot design drain west and match up closely with basins B8, B9 and B10. The Home Depot "A" basins area little farther to the east adding a bit more land draining to the existing storm sewer main in the middle of Lot 2. The existing storm sewer main has several inlets with the top of grate set a specified elevations. However, the internal drive to the west is set such that the grade between the two is very flat (0.8%). Therefore, the Storm Sewer Main line is set as a ridgeline with smaller inlets ' to either side (east side catching flows coming from the Home Depot and west side catching flows from the internal drive and Lot 6). The HGL was very lower in due close and some cases with the GRA analysis. This could be to several ' factors, including what method was used in the analysis (Hazen -Williams, Darcy- Weisbach, Mannings, etc.), the coefficient used, etc. The analysis, comparison and profile of the line in included in the appendix of this report. GRA "B" Basins The `B" Basins in the Home Depot design drain the eastern half of the Lot and match up very closely with the CLC "C" Basins (Except C-1). StormCAD was run on the segment of line from Pond 1 in the Wal-Mart property to Pond 2. A comparison table was not ' done on this, as the pipe sizes the ALTA survey indicated are somewhat different in size from the CLC report and it would not be an even comparison (although the original CLC information is in the appendix). The analysis table and profile are included in the 1 4 appendix to show that the line has the capacity to handle the flows (which are actually reduced from the CLC report). GRA "C", "P" and "OS" Basins ' The "C", "P" and "OS" Basins are to the south and southwest of the property on land that is currently developed. These basins drain to the pond through existing systems of inlets ' and pipes. They were included in the report to assist in determining flows to the pond. ' Pond 2 Determine whether or not the proposed development affected the pond volume was ' initially analyzed by comparing the CA values for the areas draining to Pond 2 between the CLC and GRA report (not including Wal-Mart `B" Basins). However, there was an ' area discrepancy between the CLC basins (21.52 acres) and GRA basins (21.83 acres). ' The corresponding CA values for the two were 19.72 for CLC and 21.37 for GRA. Therefore, a true comparison could not be made using this method. Since the Home Depot development and flows were directed to the existing storm sewer ' line, the StormCAD analysis between the two was another method to compare what was going into the pond. CLC's original StormCAD run for Storm Sewer B (GRA STS A) I was 121.27 cfs (CA = 15.15) and GRA's was 125.80 cfs (CA = 17.38). CLC's original StormCAD run for Storm Sewer C (GRA STS B) was 127.96 cfs (CA = 9.52) and GRA's ' was 110.21 cfs (CA = 7.55). Totaling the runoff and CA gets a CLC total runoff of 249.23 cfs (CA = 24.67) and a GRA total runoff of 236.01 cfs (CA = 24.93). The ' difference between the two is relatively small, which would indicate a negligible impact to the pond. ' Stormwater Quality and Erosion Control The original CLC.design for the ponds were for the pond bottoms to have "constructed" wetlands to remove the Total Suspended Solids (TSS) from the stormwater run-off. This 5 I] i7 I I I L was requested and approved in lieu of detention volumes for water quality. The original ponds are maintained by the original developer. During construction there will be several erosion and sediment control devices in place to prevent sediment -laden runoff from exiting the site. Silt fencing will be placed on the downstream side of the site and various locations to prevent water and wind erosion. Vehicle tracking control measures, will be placed at the exits of the construction site. Water trucks will be used to keep dust from becoming airborne. Gravel filters will be placed on inlets as they are constructed to prevent sediment from entering the existing ponds. Please refer to the Erosion Control Plans and Details in the back of this report. Once construction is completed, permanent landscaping and paving will take the place of temporary erosion control measures. Cost estimates for the erosion control BMPs are listed below for the purpose of establishing an erosion control escrow required by the City of Fort Collins. Summary of Concept The proposed developed site will be very similar in nature to the original CLC design. The existing storm sewer lines accepting the runoff from the proposed Home Depot have been analyzed to ensure -that the development will not put them over capacity. The newly developed areas have been reviewed to see if there is substantial deviations from the original design that would affect the pond. It affect to the pond should be negligible, if there is any impact at all. All Erosion Control measures will be installed and maintained throughout construction and the site will be permanently stabilized upon completion. References 1.
