FIRST FREE METHODIST CHURCH
EXISTING CONDITIONS
The First Free Methodist Church site is 4 54 acres located on the northwest
corner of East Drake Road and Stover Street The existing site consists of
0 50 acres of buildings, 1 62 acres of pavement and walks, and 2 42 acres of
bluegrass lawn The site all drains to its northeast corner, then into the
west gutter of Stover Street, and then north in this west gutter, about 120
feet, to storm drain inlets located at the southwest corner of Princeton Road
and Stover Street This storm drain then goes to Parkwood Lake
There is some offsite flow onto the site from the rear yards of lots along
the west side of the site The entire site condition has existed in its present
form for about 25 years
PROPOSED DEVELOPMENT
There are two classroom buildings proposed along the north side of the
existing building Each of these buildings will be 1680 square feet The
total hard surface added by the two classrooms and accompanying walks will
be 4000 square feet
The attached calculation sheets show that the historic 2—year runoff from
the site was 1 27 c f s and that the existing condition 2—year runoff is 4 85
c f s Since there was no onsite detention required or planned for when the
site was developed, there is now no practical way to reduce the runoff to 2—year
historic We can, however, provide some detention on the site by constructing
an earthen berm along the east and north sides of the site of the proposed
new classroom buildings The total additional runoff generated by the new
classroom buildings for a 3—hour 100—year storm will be a volume of 702 cubic
feet
The site is divided into two basins The east basin, which is the parking
lot and a little over half the existing building, drains directly into the
west gutter of Stover Street This east basin will remain as is The proposed
classroom buildings are located in the west basin which is the westerly part
of the existing building, a large lawn area along the west side of the building,
and the offsite rear yards of lots located to the west This west basin drains
over the lawn in a Swale around the west and northwest sides of the building
to the northeast corner of the site The attached plan shows the basins
We propose to construct an earthen berm along the north and northeast
sides of the west basin to provide a detention pond on the existing lawn
We plan to release 1 76 c f s from the west basin which is approximately the
existing 2—year runoff The required detention volume for the entire west
basin after the two classroom additions is 7704 cubic feet, and the volume
of the proposed detention pond is 9800 cubic feet This additional detention
pond volume will provide enough detention for a possible future 16,000 square
foot addition to the west side of the existing church building

The proposed detention pond and outfall facilities will allow a maximum
release of the existing 2-year runoff from the west basin and will detain all
runoff above that
This seems to be a very conservative solution to provide for the additional
runoff generated by the classroom buildings, but, because the entire west basin
goes through the detention pond area, it seems more practical to have the pond
larger than to have it overflow frequently Also, the added volume will provide
for a possible 16,000 square foot addition
The owner requests a variance from the City criteria requiring a concrete
pan from the outlet pipe to the gutter on Stover Street The flow distance
from the outlet to Stover Street is 150 feet across a well -established lawn
area, which will allow the flow to slow and spread prior to crossing the walk
into Stover Street The historic runoff from the west basin has gone through
the same path as the proposed outlet flow from the pond, the difference being
that now with detention the flow will be limited to the 2-year runoff
Concrete headwalls are designed at the inlet and outlet of the outlet
pipe to protect the pipe ends from damage, but it is the owner's option to
decide to delete the concrete headwalls and provide maintenance or replacement
of any damaged pipes
The capacity of the outlet pipe has been calculated by several methods
and that actual release rate will be less than the b'-=-~ existing,
2-year release rate of 1 83 c f s See calculations on Sheet 8
EROSION CONTROL
The site is located in a moderate wind and rainfall erodibility zone
There will be no overlot or pond grading The sod will be removed where the
building foundations are placed, and the detention pond berm will be constructed
over the existing grass The berm will be immediately seeded A gravel filter
will be placed over the pond outfall pipe
The construction site will not exceed the length of 200 feet so no wind
barriers need to be placed
The design of the drainage and erosion control facilities for the
construction proposed at the First Free Methodist Church meets the City of
Fort Collins Criteria
