Firial flepoil -STORM DRAINAGE REPORT AND EROSION CONTROL REPORT ENGLISH RANCH SECOND FILING INCLUDING REPLAT OF TRACT D PREPARED FOR BARTRAN AND COMPANY, INC. PREPARED BY STEWART & ASSOCIATES, INC. 103 SOUTH MELDRUM FORT COLLINS, COLORADO 80521 303/482-9331 FEBRUARY 8, 1993 STORM DRAINAGE REPORT AND EROSION CONTROL REPORT ENGLISH RANCH SECOND FILING INCLUDING REPLAT OF TRACT D SITE LOCATION The English Ranch Second Filing is a 13.2—acre residential site located immediately south of the English Ranch First Filing. The subdivision is located in the Northeast a of Section 32, Township 7 North, Range 68 West of the Sixth P.M., City of Fort Collins, County of Larimer, State of Colorado. The site lies within the Fox Meadows Drainage Basin. EXISTING CONDITIONS The site is presently an irrigated field. The drainage is from southwest to northeast, and there is an existing waste water ditch along the north side of the proposed Second Filing which picks up irrigation overflow and storm water and carries it northeast around the southerly boundary of the First Filing. This ditch will be relocated to a position along the southeasterly boundary of the Second Filing, and it will serve the same purpose. This ditch is temporary and will no longer be required after the Third Filing is developed. Storm drainage facilities were designed and constructed as part of the English Ranch First Filing. The design plans and storm drainage report for the English Ranch First Filing were prepared by Stewart & Associates, Inc. in January of 1992. These facilities, which include detention ponds, underground storm drains and curb inlet catch basins, were all designed per the City of Fort Collins Storm Drainage Criteria, and are adequate to handle storm flows from the existing First Filing, this 13.2—acre proposed Second Filing, and also from a future 16—acre filing. The total amount of detention provided for the 63—acre residential development is 7.7 acre feet. The drainage summary shown on Sheet 5 is for the entire 63—acre residential site and includes the First Filing, -this proposed 13.2—acre Second Filing, and the future 16—acre Third Filing. SECOND FILING DEVELOPED CONDITIONS Sheets 4 and 5 of this report are copies of the English Ranch Storm Drainage Master Plan. Sheet 4 shows the master plan which accompanied the First Filing. This plan shows the storm drainage facilities, sub —basins and design flows at critical points. Sheet 5 shows the presently proposed Master Plan which has been altered in the area of Sub —basins 1, 2, 3 and 4. A portion of these sub —basins along the south side of Bison Road, which is called Tract D on the plat of English Ranch Second Filing, was to be townhouses; however, Tract D is being replatted into 8 single—family lots, and the remainder of these sub —basins is to be developed as a park. The overall result of this revision, as is shown by the calculations on Sheet 7, is a reduction of storm runoff. The originally proposed catch basin on the south side of Bison Road and 150 feet west of Kingsley Drive is no longer required._ due to the revised street layout and basin configurations. A -15—inch storm drain pipe will be extended south from the southwest corner of Bison Road and Kingsley Drive. This 15—inch storm drain pipe will be extended into the park site to be used as required by future construction in the park. This pipe will be plugged until it is needed by the park. The possible 40 c.f.s. overflow from the Sunstone detention pond will be routed through the future park site to Kingsley Drive. There is a proposed swale along the north edge of the park to carry the 40 c.f.s. overflow spill from from the Sunstone English Ranch Second Filing Including Replat of Tract D Page 2 pond to Kingsley Drive. This swale will be constructed as the park develops. This 100—year additional flow of 40 c.f.s. can -be carried on the surface by Kingsley Drive without exceeding the allowable 100—year street capacity. This swale can empty into the extended 15—inch pipe which will carry minor flows and nuisance flows, but which will overflow to Kingsley Drive during major storms. The remainder of the sub —basins and development will remain exactly the same as the original master drainage plan. The net result of the storm water flows on Kingsley Drive is a reduction of flow due to the revision of 5.5 acres from residential to park site. A calculation of this flow reduction at concentration point "C", located at the southwest corner of Kingsley and Newgate, is shown on computation sheet No. 7. The storm drain to be constructed to the southwest corner of Kingsley Drive and Bison Road will carry. the 2—year storm flow, and the 100—year storm overflow will be carried on the surface -of Kingsley Drive. In all cases where 2—year storm flows and 100—year storm flows. are carried in the gutters and on the surface of streets, the flow quantities do not exceed the allowable street capacities. The Q amd Q10 flows at critical points are shown on the drainage plans at Sheets 4 and 5. he calculation of these quantities was done as a part of the drainage report for the English Ranch First Filing. Flow quantities are also shown on the attached grading, drainage and erosion control plan for the English Ranch Second Filing. The', 100=year flow overtopping of Bison at Kingsley is shown on the attached calculation sheets. The existing sideyard on Lot 8 of Fox Meadows Filing No. 2, which is just west of and adjacent to Lot 159 of the Replat of Tract D. is constructed approximately 2.5 feet too low to surface drain after Lot 159 is developed. Rather than constucting a catch basin or pipe system, Bartran & Co., Inc. will raise the grade and redo the sideyard on Lot 8 so it will drain to the front and rear with a 2% slope. Bartran & Co. will contact the owner of Lot 8 and obtain permission to perform the regrading. On all lots except for replatted Lots 152 through 159 which will drain to the front street and to the -park site in the back, it is intended to have backyards drain across the rear lot lines of adjacent lots and then along side lines of these adjacent lots to the streets. All this shall be at a minimum 2 percent slope. If it becomes impractical to accomplish this type grading and becomes necessary to drain longitudinally along rear lot lines, concrete pans must be installed along the rear lines with a minimum 0.4 percent slope. EROSION CONTROL The English Ranch Second Filing is within a moderate wind and rainfall erosion control area. Wind erosion control will be accomplished by the installation of streets and curbs and the temporary crops. Rainfall erosion will be controlled by the installation of curbs and pavement and by planting and straw mulching temporary crops on the rear portions of the lots. Silt runoff will be controlled by installing a gravel barrier at the catch basin, and by placing ,i�tO0 j,44barriers across pavement and gutters at the upper ends of streets.
