Box 580 Fort Collins, CO 80521 Dear Glen: Re: Lots 3 & 4, Block 4, Evergreen Park. The owner of Lots 3 and 4 is now proposing to construct an additional 4800 square foot.building. This site was originally designed and constructed in 1993. We completed a storm drianage report at that time and also an "As Built" plan for the project when the site was completed. Because there have been several drainage reports and addenda to the original report, I have recalculated the drainage design to verify what the existing site will be with this new addition. These calculations are included with this letter. The proposed building will be located 20 feet west of the east property line. A1'l runoff from this building will be directed to the existing detention pond. The owner will be required to construct a temporary gravel filter over the outlet pipe from this existing pond for erosion control. No other erosion control is required because all the grading is constructed, and the site is surrounded by a 6 foot high chain link fence. EVERGREEN PARK Introduction The proposed site is Lots 3 and 4, Block 4 of Evergreen Park, Fort Collins, Colorado. The site area is 1.378 acres more or less. It is located on the East side of Red Cedar Circle, 633 feet north of Conifer Drive in the Northeast part of the City. The project will be a 120—foot by 40—foot metal boat storage building, a 24—foot by 50—foot security house, a gravel outdoor parking area, and a landscape area. Existing Conditions The proposed site is in the Evergreen Park Drainage Basin. All runoff in this Basin is to Dry Creek. At the present, there is one developed site on Block 4 which is located on Lots 14 and 15. The existing site runoff is west to east at a slope of 0.70% more or less. The site was covered with weeds, wild grasses and dirt. Developed Conditions Because there are no existing drainage easements in Block 4 to allow the runoff to flow to the east, the site will be graded at about 0.50% more or less from east to west. There will be a detention pond along the west property line. The pond is sized to store the developed 100—year runoff. Runoff from this pond will be to Red Cedar Circle and will be released at the historic two—year runoff rate. The site is graded so that there will not be any runoff to other properties surrounding this site except to the east. This runoff is less than historic runoff. The driveway will be used for the pond spillway to Red Cedar Circle. The owners realize that, because there is not any way to discharge runoff to the east, this site is graded at a slope less than the City standard to make this project workable at this time. Because of the flat grade (0.50% more or less), it will be difficult for the contractor to grade the site. The results will probably be small areas of ponding on the site. The owners are willing to accept that fact and be responsible for the problems that may arise from this situation. A variance is hereby requested to maintain the slope of less than 2% without pans or underdrains. This site, when paved, will be required to meet criteria without a variance. EROSION CONTROL The boat storage building and the parking lot have been constructed at this time. The east one—half of the parking area has also been graveled. The outlet from the pond is not yet constructed. The project should be completed within two weeks at the rate they are going. Since erosion control measures were not installed, the applicant is required to clean up any sediment that has left the site. Franklin D.
