This investigation was based upon the proposed site development plan and plat; proposed site grading plan; on -site observations; and available topographic information. The investigation was performed in accordance with the criteria established in the City of Fort Collins "Storm Drainage Design Criteria and Construction Specification Standards" manual and incorporates the comments and concerns expressed during pre -design conversation with the City's staff. The site description is: Lot 12 of Creger Plaza - 2nd Replat in the City of Fort Collins. The investigation was performed for Delgado and Delgado. The purpose of this investigation is to determine the effects of the proposed development on the area's existing drainage conditions and to determine the improvements, if any, and the appropriate sizing for proposed improvements so that it may be incorporated with the construction of the project. The conclusions and recommendations presented in this report are based upon the proposed site development plan and plat; proposed site development construction plans; on -site observations; and the available topographic information. The analysis was performed in accordance with the City of Fort Collins "Storm Drainage Design Criteria and Construction Standards" manual. SITE DESCRIPTION The site is rectangular and contains approximately 0.746 acres. The site's East-West dimension, including the westerly half of the Mason Street right-of-way, is approximately 325 feet and its North -South dimension is 100 feet. The site abuts the easterly right-of-way of the Burlington Northern Railroad and the westerly right-of-way of South Mason Street. The site is located on the drainage basin boundary between the FOOTHILLS BASIN and the MAIL CREEK BASIN. The site is presently vacant. The ground surface has been roughly graded and native vegetation is sparse to moderate across the site. The site slopes from Northwest to Southeast toward South Mason Street at rates varying from 2% to 0.5%. The site does receive a minor amount of run-off from the property to the North but will'not once the site has been developed. The run-off generated on the adjacent railroad right-of-way flows easterly onto the site. Run-off from the site flows to the southeast corner of the site where it enters a small depression adjacent to South Mason Street. The now must pond to a depth in excess of V2 foot before it overtops the westerly curb and flows into the gutter. The curb and gutter is constructed to flow to the north. The run-off which is directed along the curb and gutter ultimately flows into the Foothills Basin outfall system. "•'•_ 1 up •' The proposed development of the site is to consist of constructing a commmercial structure to be located on the eastern third of the site. The structure is to contain a total floor area of 4,400 square feet with a building "foot -print" of 3,600 square feet. A paved parlting area is to be provided for 13 cars and will be located between the structure and South Mason Street. Access to the site is to be provided through a shared driveway to be located at the northeast corner of the site. The proposed site plan indicates that the western third of the site is to be graded and seeded to native grasses but will remain vacant. The current City policies require that the difference between the historic rate of run-off and the developed rate of run-off be detained onsite. The release rate is to be no greater than the 2 Year Storm historic rate. According to the City's Stormwater Utility staff the site has previously been included in a Special Improvement District that established a peak rate of discharge of 0.5 c.f.s. per acre for the controlling factor in determining the size of detention facilities onsite. The City's policies normally require that the street flows adjacent to the site be incorporated with the onsite detention requirements. This policy works when the street construction and onsite detention are developed together. In this instance it is not physically feasible to combine the two flows. Consideration is being given to the flow from the adjacent railroad right-of-way which will reduce the the overall discharge to the area streets. EROSION CONTROL MEASURES Erosion control considerations have been made based upon the short term, i. e., during construction activities and the long term, through the life of the facility. The long term measures incorporated to eliminate erosion are the proposed methods and materials to be used to provide a surface covering for the driveways, parking areas, walkways and the landscaped open areas. The structure and hard surfaced areas will provide a covering to deter erosion. The landscaping and seeding the open area to native grasses will provide a combination of plantings and ground covers to deter erosion. The short term erosion control method to be incorporated into the construction requirements for the project is the placing of a "Sediment Trap" and "Silt Fence"to control mud and debris onsite. The proposed construction site is exempt from providing wind erosion measures since it is less than one acre in area. The schedule for construction activities is anticipated to be: September 15 - September 30, perform site grading and access related construction; October 1- January 1, structure construction; December 1- December 20, construct new parking and drives, and install landscaping and signage. CONCLUSIONS AND RECOMMENDATIONS 1. The proposed development will retain the existing drainage patterns. 2. The site is located in the MAIL CREEK and FOOTHILLS DRAINAGE BASINS. The site is not located within a defined floodway or flood plain. 3. All development is to be performed in accordance with City of Fort Collins criteria. A request for a variance to the City's policies is requested for the detention of adjacent street flows. 4. Onsite detention of stormwater is required by the City of Fort Collins. The volume of run-off estimated to be the difference between the existing and the proposed conditions is 3,289 cu. ft. This volume has been determined based upon the difference between the run-off from a 2 Year Storm with the site considered at the undeveloped condition and the run-off from a 100 Year Storm with the site considered at the proposed conditions. This volume determination is consistent with providing sufficient detention volume to release at a maximum rate of 0.50 c.fs. per acre of developed site. 5. The City of Fort Collins Standards for temporary erosion control measures are to be incorporated with the construction activities.
