INC. 103 SOUTH MELDRUM STREET FORT COLLINS, COLORADO 80521 303/482-9331 -svLY z91 1993 DRAINAGE AND EROSION CONTROL REPORT LOT 13, CREGER.PLAZA SECOND REPLAT SITE LOCATION AND EXISTING CONDITIONS Lot 13 of Creger Plaza Second Replat (the site) is located on the west side of South Mason Street approximately 400 feet south of West Horsetooth Road (just south of Horsetooth Bowling Lanes). The gross area of the site, including one—half of Mason Street, is 32832 square feet or 0.7537 acres. The site drains into the Foothills Basin. The site is presently natural ground with fairly thick vegetation. The Burlington Northern Railroad lies along the west side of the site, and a portion of this right—of—way (2900'square feet) drains onto the site. The lot to the south of the site is presently undeveloped, and it drains to the east and away from the site. The paved parking lot of Horsetooth Bowling Lanes lies north of the site, and it drains to the east and north away from the site. DEVELOPED CONDITIONS After development, the site will consist of 17332 square feet of hard surface, 7500 square feet of landscaping and 8000 square feet of compacted gravel road base. The developed composite C will be 0.68. The building will be used as a sales showroom and warehouse for Dale's Floor and Wall Coverings. We plan to detain the runoff difference between the 2—year historic runoff and the 100—year developed runoff. This detention will take place in the front parking lot and also on the gravel turn —around at the rear of the building. These two detention areas will have the same highwater line elevation and will be connected by a 6—inch pipe. Runoff from the rear gravel_ turn -around will be carried through the 6 inch pipe to the pond in the front parking lot. Runoff from the building and paved surfaces will flow directly to the front pond. Outflow from the front pond will be piped east under the landscaped berm to the west right—of—way of South Mason Street. A concrete culvert with a metal cover will begin at the street right—of—way and carry the pond release under the sidewalk and through the curb to the west gutter of South Mason Street. A restriction plate shall be placed over the pond outflow to control the release rate. The west gutter of South Mason Street flows north to Horsetooth Road. The break point where South Mason Street begins to flow south is at Creger Drive which is about 200 feet south of the site. In order to provide a detention pond in. the front parking area, the driveway from South Mason Street into the site must be humped up to form a ridge which will be the pond high water line and overflow. The high ridge elevation will be 5037.0 which will be the overflow elevation. There will be about 390 square feet of the paved driveway which will flow undetained into the South Mason Street right—of—way. This undetained runoff will be insignificant, and we hereby request a variance from the storm drainage criteria to allow this undetained runoff. Also, an approval statement on the utility and drainage plan has been signed by the owner of Lot 12 for acceptance of additional storm water runoff generated by paving of the 15'x6O' access driveway over the northeast corner of Lot 12. Lot 13, Creger Plaza Second Replat Page 2 Calculations for the historic site runoff, required detention, restricted release opening, and provided detention pond volume are shown on the attached sheets. EROSION CONTROL The site is in a moderate wind erodibility zone and in a high rainfall erodibility zone. This site is small and will all be graded at one time. A silt fence will be placed along the north property line to prevent sediment from washing onto the existing paved parking lot. This fence should remain in place throughout the project. The grading will form ponding areas in the front parking lot and in the rear turn —around area, which will act as sediment traps while the curbs are being constructed. Construction of the curbs and outlet pipe will begin immediately after grading, and when the outlet is finished, a gravel sediment filter shall be placed over the outlets. Gravel base will then be placed in the pavement areas and on the rear turn —around. During this time, the building slab will be constructed. All of this construction will take a relatively short period of time, so the only bare soil will be the area to be landscaped. Paving and landscaping will take place as the building is being completed. The rainfall erosion control measures will provide effective wind erosion control. All drainage and erosion control design and calculations set forth in this report comply with City of Fort Collins Storm Drainage Design Criteria and Construction standards. • /u e Phillip I.
