' Dear Basil,
This project consists of one commercial building with appropriate parking and a water quality
control pond. Construction for this project is slated for Summer 2003. This project is in the
Fossil Creek Basin and is contiguous to Fossil Creek.
The site is located in the Southwest 1/4 of Section 1, Township 6 North, Range 69 West of the
Sixth P.M., City of Fort Collins, County of Larimer, State of Colorado. The project is located in
Commercial Envelope `B" of the Fossil Creek Subdivision, First Filing and concurrently being
replated as Lot 2, Discount Tire At Fossil Creek P.D.P. South College (US 287) borders the site
on the west, Fossil Creek Parkway borders the site on the North, and Fossil Creek borders the
site on the South.
All designs and calculations within this report are in compliance with the City of Fort Collins
Storm Drainage Design Criteria and Construction Standards. All basins in this project use the
rational method for runoff calculation.

INTRODUCTION:
' This project will construct a single -story commercial building, parking areas, an access drive,
and a detention pond with water quality control for the developed portion of the site.
Approximately 64% of the site is located within the 100-year floodplain of Fossil Creek as
defined by the updated City of Fort Collins Master Drainageway maps.
' The site is located in the Northwest 1/4 of the Southwest 1/4 of Section 1, Township 6 North,
Range 69 West of the 6`h P.M., City of Fort Collins, County of Larimer, State of Colorado. This
site is Lot 2, Discount Tire At Fossil Creek, P.D.P. The area is 2.2 acres.
' EXISTING CONDITION:
' The site is bound on the North and East by Fossil Creek Parkway, on the South by Fossil Creek,
and the West by South College Avenue (U.S. 287). Improvements have just been completed for
Fossil Creek Parkway and have been incorporated into this design. There are no existing Storm
' Drainage structures in place on this site. Runoff is sheet flow over medium soil with 6-inch
grass cover at 2.5%-3% average slope to the Southeast.
' Approximately 64% of this site is located within the 100-year "no -rise" floodplain, as defined by
the City of Fort Collins Master Drainageway Plans. This design matches existing grades as
much as possible so as not to create a fill in this floodplain zone. A Floodplain Use Permit will
be required prior to any construction.
DEVELOPED SITE:
We are proposing to develop one, single -story commercial building and appropriate parking,
' access, and landscaping.
A retaining wall has been designed to accept flow from behind the curb and gutter of South
' College while providing protection from flooding the commercial building. An Interim Plan and
Profile sheet has been added to help ensure proper construction of Curb and Gutter, sidewalk,
retaining wall, and swale underdrain.
' The interim design moves the existing curb and gutter on South College / US 287 to the East. To
achieve this, the existing 10-foot Curb Inlet on College must be removed. This design calls for a
' new 10-foot inlet to replace the existing inlet, and maintains use of the existing 24" R.C.P. Storm
Drainage pipe that outlets in the box culvert containing Fossil Creek under College Avenue. An
additional 5-foot inlet is also required due to grade. The Storm Drain Inlet configuration for the
IUltimate design is not part of this project.

' The detention pond with WQC device is designed to hold the 100-year developed runoff volume
in addition to the extended 40-hour Detention Volume based on City guidelines. Runoff from
' Fossil Creek Parkway is intercepted in curb and gutter and kept off -site. Grades on the access
drive must be raised, even though in the "no -build" floodplain, and a concrete pan is in place to
ensure said runoff remains off -site. The Water Quality Control devices conforms to City
' standards.
As noted, this site is in the 100-year "no -rise" floodplain as defined by the City. A Floodplain
' analysis has been performed by Northern Engineering and submitted separately. The overall
Floodplain model has been duplicated on Sheet 8 as a reference condition and actually lowers the
BFE lines slightly.
Additionally the Detention Pond is located entirely within a 1320 foot Red -Tail Hawk Natural
Features Buffer. Storm Drainage facilities are allowed within this buffer area. The Detention
Pond outlet pipe extends into the erosion buffer for Fossil Creek. Special notes have been placed
to try and reduce any impact of Fossil Creek during construction.
' The finish floor elevation of 4946.0 is at least 1.5 feet above the 100-year floodplain in those
cross -sections that include the commercial building, thereby satisfying the regulatory flood
protection elevation requirements.
' EROSION CONTROL:
The site is in the City's Moderate Wind Erodibility Zone and in the High Rainfall Erodibility
Zone.
' A silt fence will be constructed prior to construction and left in place until all construction is
completed. The Detention Pond shall be over -excavated to allow for capture of fines eroded
during construction. A straw bale dike will also be constructed around the WQC device to
prevent silt loading in Fossil Creek. Prior to seeding, the pond bottom will need to be re -graded
to remove excess fines collected during construction. The pond and drainage swales will need to
be reseeded as shown on the Landscape plan.
Required escrow to the City of Fort Collins for erosion control is $2400
