Mestas Colo. P.E. 13886 N SS, EROSION CONTROL REPORT FOR LOT 19 COUNTRY CLUB CORNERS FOURTH FILING P.U.D. POUDRE HEALTH SERVICES DISTRICT CENTER INTRODUCTION The Poudre Health Services District Center lies on Lot 1 Country Club Corners Fourth Filing P.U.D. This Lot 1 is a part of Lot 9 of Country Club Corners Third Filing, a Planned Unit Development. An Erosion Control Report has been prepared and approved for the Country Club Corners Third Filing P.U.D. development. A copy of the erosion control report is included in the Appendix. ' The purpose of this erosion control report is to evaluate the impacts from the district center on the approved erosion control report and to present erosion control measures to mitigate the ' impacts. In the evaluation, a site description of the district center will be presented and its relationship to the Country Club Corners Third Filing P.U.D. development. The erosion control measures will be confined to the actual area impacted by the district center because the erosion control measure for the entire site of the Country Club Corners are essentially in place. SITE DESCRIPTION AND IMPACT The Health Services District Center is an 11,482.67 sq. ft. two story building. The ground level building area is 5,741.33 sq. ft. The site is located on the North side of Bristlecone Drive and immediately on the West side of the East access to the Country Club Corners development. The total lot area is 25,281 sq. ft. of which 20,545 sq. ft. is impervious. The impervious areas include the building, driveway access, concrete walks and parking area. The ground cover around the building, landscape median islands, and the setback frontage along Bristlecone Drive will be turfed and landscaped. The turfed and landscaped area is approximately 4736 sq. ft. The site of the district center was included in the erosion control report of the adjacent building to the West (Lot 3, Replat No. 1 of Country Club Corners Third Filing P.U.D., Poudre Valley Hospital Community Healthcare Center). The healthcare center is essentially complete including the seeding for the erosion control measures. A copy of the approved erosion control report for the healthcare center is included in the Appendix. ' The parking lot necessary for the district center will encroach into the Southeast corner of the existing Phase 1 interim detention pond. To maintain the required volume, the water depth will ' increase slightly (0.5 ft.f). The existing detention pond was drill seeded with drought tolerant non -irrigated turf in accordance with the approved erosion control reports. ' The erosion control measures for the district center will be limited to Lot 1 of the fourth filing ' and the actual disturbed area in the Phase 1 interim detention pond. This area is approximately 0.73 acres (Lot 1 = 0.58 acres plus detention pond disturbed area = 0.15 ac). ' EROSION CONTROL MEASURES The proposed erosion control measures are presented on the Erosion Control Exhibit included in the Appendix. The evaluation of the Performance Standard and Net Effectiveness is also included in the Appendix. ' In summary, the erosion control measures consist of ' 1. Utilization of the interim detention pond for a sedimentation basin trap until construction ' is complete and final landscaping for the project site installed. The interim detention pond has sufficient volume so that additional volume for sedimentation is not required. The contractor will be required to control grading to insure runoff is directed to the ' detention/sediment pond during construction. 2. Installation of straw bale barriers at the outlet of the interim detention pond and at storm drain discharge piping from the Country Club Corners project site. 3. Installation of a silt fence around the perimeter of the building pad area that is along Bristlecone Drive and the East main access to the Country Club Corners project site. 1 4. Drill seed drought tolerant non -irrigated turf (hydro -mulched) in the interim detention pond area. 5. Installation of final landscaping and turf in parking islands and open areas of the district center building site. The cost estimates for the erosion control measures are as follows: No. Item 1. POUDRE VALLEY HOSPITAL NORTHSIDE HEALTHCARE CENTER INTRODUCTION The Poudre Valley Hospital Northside Healthcare Center lies on Lot 3 Repoot No. I of Country Club Corners Third Filing P.U.D. The Lot 3 replat is a partof Lot 9 of Country Club Corners Third Filing, a Planned Unit Development. An Erosion Control Report has been prepared and approved for the Country Club Corners Third Filing P.U.D. development. A copy of the erosion control report is included in the Appendix. The purpose of this erosion, control report is to evaluate the impacts from the healthcare center on the approved erosion control report and to present erosion control measures to mitigate the impacts. In the evaluation, a site description of the healthcare center will be presented and its relationship to the Country Club Corners Third Filing P.U.D. development. The erosion control measures will be confined to the actual area impacted by the healthcare center because the erosion control measure for the entire site of the Country Club Corners are essentially in place. SITE DESCRIPTION AND IMPACT The healthcare center is a 8737 sq. ft. one story building. It lies on the North side of Bristlecone Drive and immediately on the East side of the West access to the Country Club Corners development. The lot is 36932 sq. ft. of which 77,760 sq. ft. is driveway access, parking and two landscaped median islands. The ground cover around the building and the setback frontage along Bristlecone Drive will be turfed and landscaped. The adjacent building pad area between the 1 healthcare center and the East access to the Country Club Development will be regraded with the healthcare center project. The areas of the healthcare center building pad and the adjacent building pad were drill seeded with drought tolerant non -irrigated turn in accordance with the approved erosion control report. The parking lot necessary for the healthcare center encroaches into the Southwest corner of the existing Phase 1 interim detention. To maintain the required volume, the North perimeter of the existing detention pond has expanded and. the depth increased slightly. The existing detention pond was drill seeded with drought tolerant non -irrigated turf in accordance with approved erosion control report. Erosion control measures for the healthcare center project will be limited to the area between the East and West access to the Country Club Corners project and the existing Interim Phase 1 detention pond South to Bristlecone Drive. This area contains approximately 120,960 s.f. (2.78 oc). EROSION CONTROL MEASURES The proposed erosion control measures are presented on the Erosion Control Exhibit included in the Appendix. The evaluation of the Performance Standard and Net Effectiveness is also included in the Appendix. In summary, the erosion control measures consist of.• 1. Utilization of the interim detention pond for a sedimentation basin trap until construction is complete and final landscaping for project site is installed. The interim detention pond has sufficient volume so that additional volume for sedimentation is not required. The contractor will be required to control grading to insure runoff is directed to the detention/sediment pond during construction. 2 2. Installation of straw bale barriers at the outlet of the interim detention pond. and at stormdrain discharge piping from the Country Club Corners project site. 3. Installation of a silt fence around the perimeter of the building pad areas, - that is along Bristlecone Drive and the East and West main accesses to Country Club Corners project site. 4. Drill seed drought tolerant non -irrigated turf (hydro -mulched) in the interim detention area and the building pad area to the East of the healthcare center. - The contractor will be required to furnish a temporary above ground method of irrigation to supplement natural precipitation in order to insure proper seed germination during June through August. 5. Installation of final landscaping and turf in parking islands and open areas of the healthcare center building site. P.E. 13886 u EROSION AND SEDIMENT CONTROL This report describes methods which are recommended to control wind erosion, water erosion and sediment during and after the construction of drainage structures and site grading. Discussion The clearing and stripping of land for site grading, overlot grading, or for the construction of drainage structures, and swales, may cause high localized erosion rates with subsequent deposition and damage to offsite properties. Uncontrolled, such erosion could destroy the aesthetic and practical values of individual sites, and cause damage to downstream property. In general, erosion and sediment control measures may consist of minimizing soil exposure, controlled runoff across exposed areas, and sediment control at drainage structures. Each of these measures is described below and should be utilized by the developer and/or the contractor during any construction activity which occurs at this site. General Erosion and Sediment Control Measures Minimizing Soil Exposure: Where practical, the construction area and duration of soil exposure should be kept to a minimum. All other areas should have a good cover of vegetation or mulch. Grading should be completed as soon as possible after commencement. A temporary cover crop, a permanent vegetative cover crop, or other landscaping should be established in the disturbed areas. Revegetation may consist of native grasses, lawn grasses, or various winter wheat. Decorative rock, flower gardens, or shrubs may also be utilized in the final landscaping to cover the soil. Reseeded areas should be mulched with straw or hay to protect exposed soil until vegetation is established. ' Controlled Runoff Across Exposed Areas: Where practical, construction may include constructing temporaryswoles to intercept and direct storm wateroround exposed areas. Swales can be constructed to control surface water which collects on exposed areas and prevent gross erosion in the form of gullies. Riprop, ' or other temporary erosion control devices may be installed to control storm water velocities across exposed areas. ' Sediment Control: Temporary and/or permanent sediment control devices may be installed at the major drainage structures and flow concentration points. Such structures can be used to intercept and trap sediment once produced and prevented from migrating offsite onto downstream property. 1 Erosion Control Plan The proposed erosion control measures are presented on the Erosion Control Plan of the Utility Drawings for this project. The evaluation of the Performance Standard and Net Effectiveness are presented in the Appendix. In summary, the erosion control measures consist of.• 1. Utilization of the interim detention pond for a sedimentation basin trap until construction is complete and the site is landscaped. The interim detention pond has sufficient volume so that additional volume for sedimentation is not required. The Contractor will be required to control the grading so that runoff is directed to the sediment pond during construction. ' 2. Installation of gravel filters at each inlet. ' 3. Installation of a straw bale barrier at the outlet of the interim detention pond. 4. Installation of silt fences along the South and East boundary of the site. In addition, three silt fences will be installed in a Southwest to Northeast direction at the Southeast area of the site. Silt fences will also be installed in the Northeast corner of the site. 5. Drill seed drought tolerant non -irrigated turf and hydro -mulched in undeveloped areas whether disturbed or not. The Contractor will be required to furnish a temporary, above ground method of irrigation to supplement natural precipitation in order to insure proper germination of seed during June through August. 6.
