Box 580 Fort Collins, Colorado 80522 Dear Glen: Re: Proposed Parking Lot at 345 East Parker Street for Columbine Care Center East This site consists of 7395 square feet, which was originally a residential 'lot located on the south side of Parker Street immediately west of the Columbine Care Center. The site is located in the Spring Creek Basin, and all runoff from the site flows overland in a southeasterly direction to Spring Creek. The existing residence, outbuilding, and gravel driveway have been removed in preparation for the construction of a paved parking lot and landscaping. The existing site had a runoff coefficient of 0.4537, and the proposed site will have a runoff coefficient of 0.5337. The existing 2—year runoff was 0.19 c.f.s., which is being used as the release rate. The required detention volume is 505 cubic feet, and the capacity of the proposed pond is 783 cubic feet. There is an existing storm drain manhole located in Parker Street in front of the site. We propose to drain the detention pond into this storm drain manhole by using a.15—inch PVC outfall pipe. The line will be the maintenance responsibility of the property owner and not of City crews. This site is in a.moderate wind and rainfall erodibility zone. Rainfall erosion will be controlled by installing the paved .parking lot immediately after grading. The unpaved areas will be landscaped and planted soon after the curb and pavement construction is completed. A gravel filter sediment shall be installed over the detention pond outlet. Wind erosion will be controlled by the installation of the curbs and pavement and by the existing trees and buildings adjoining the site. James H. Stewart and Associates, Inc. 103 S.
