I )Kensin i n c� I Dr. o "10r Towhee St. u •ia1QNX ROAD DRAINAGE AND EROSION CONTROL REPORT LOT 3, BOARDWALK CROSSING, FILING 2 EXISTING SITE: The proposed site is located in the Northeast I of Section 35, Township 7 North, Range 69 West of the Sixth P.M., Fort Collins, Larimer County, Colorado. The site area is 3.311 acres, including the new right—of—way dedication for College ,Avenue and also the West 50 feet of the existing College Avenue abutting this site. The site is part of a replat of Lot 7 of the Garth Commercial Plaza. This site is in the "McClellands Mail Creek Basin." This site is situate on the top of a small knoll. The west 1.1 acres runs off to the west to South Mason Street at about 1.25%. The east 2.2 acres runs off to the east at about 1.6%. There is no outlet for this runoff. College Avenue is higher than the site by 2 feet more or less and blocks the runoff. The site is covered with sparce weeds and grasses. The site is bounded on the south by Lots 4 and 5 of the proposed Boardwalk Crossing, Filing 2, which are undeveloped at this,time; on the west by Lot 2, which is undeveloped; on the north by Lot 1, which is undeveloped, and by KFC, which is developed; and on the east by College Avenue. Runoff from the southbound lane of College Avenue flows south in the gutter to Troutman Avenue. The runoff from College Avenue begins at the intersection'of Boardwalk Drive and College Avenue. There is an existing 30—inch storm drain along the east side of this site. It is part of the "McClelland Drive Interceptor Storm Sewer." This outfall from this storm sewer is south, eventually outfalling into Mail Creek. Allowable runoff into this system from this site is 0.5 c.f.s. per acre. Lots 1, 2, 4 and 5 will not be developed with this project except for the access street from South Mason Street to College Avenue. When these lots are developed, they will be required to have their own detention and drainage system. All existing flows from these lots are away from our proposed site. Lots 4 and 5 will runoff to the storm sewer along College Avenue. A 15—foot drainage easement is provided along the south side of these lots. Lots 1 and 2 will runoff to the storm sewer system in Boardwalk Drive. A 15—foot drainage easement is provided along the west side of Lot 1. DESIGN CRITERIA: The rational method will be used to determine the developed site initial and major storm runoff. Detention for the site will be based on the 100—year storm less the allowed release rate of 0.5 c.f.s. per acre. The mass diagram will be used to determine the required detention. All calculations and design consideration are in accordance with the City of Fort Collins Design Criteria Manual, except the historic 2—year storm will not be used for the release rate. DEVELOPED SITE: The proposed improvements consist of a 19,900 square foot retail store with a 10,125 square foot future expansion. The balance of the site will be in parking and landscaping. Access to the site will be from College Avenue, South Mason Street and Boardwalk Avenue. Lot 3, Boardwalk Crossing, Filing 2 Page 2 The site area used for drainage calculations is 3.311 acres. All runoff will be directed to the "McClelland Drive Interceptor Storm Sewer" through the storm drain system shown on Sheet 6 of 7 of the utility drawings for this project. This sheet is included with this report as an exhibit. The outlet rate for this site will be 0.5 c.f.s. per acre or 1.67 c.f.s. from the site. Four detention areas have been designed and are shown on Sheet 6. All runoff from this site will be routed through these ponds. The offsite street, which is the south side of the access road on the south side of this site, will not be routed through this site. The west 200 feet of this access road will flow directly to South Mason Street. When Lot 4 of Boardwalk Crossing, Filing 2, is developed, it will need to be routed through that detention facility. The east 400 feet of this road will be routed to the proposed access road that will connect this shopping area to the existing shopping area to the south. When Lot 5'is developed, this runoff will need to be routed through that detention system. The north one—half of the access road will flow east to a low point then through a sidewalk chase to Pond 1. Also, a curb opening will be constructed on College Avenue to route that runoff to Pond 1. See Sheet 6 for locations of the chases. EROSION CONTROL: The sequence of construction for this project is to overlot rough grade the entire site; then construct the sewer, storm drain and water system; then construct the building, curbs and parking areas. Construction will start in the spring of 1994. After the first phase of construction, the entire site will be subject to erosion. This site is in a moderate to high rainfall erodibility zone. The proposed detention pond areas will be used as a sediment trap. After the storm drain facilities are installed, straw bales will be placed around all the area inlets and will remain in place until the parking areas are asphalted, then gravel filters shall be placed around the area inlet until the project is completed. The site is in a moderate wind erodibility zone. The building and curbs will be constructed as soon as possible after grading is completed to help control wind erodibility. A silt fence shall be in place around the site prior to the beginning of any construction and shall remain in place until all construction and landscaping are finished.
