Box 580 Fort Collins, CO 80522-0580 Dear Basil, ' The following is the final drainage report for 609 City Park Avenue Subdivision which is situate in the Northwest 1/4 of the Northeast 1/4 of Section 15, Township 7 North, Range 69 West ofthe 6th P.M., City of Fort Collins, Colorado. The site contains 0.34 acres and is bounded on the ' East by City Park Avenue, on the South by Crestmore Place and on the West and North by single family residences. The site is in the Old Town Basin. ' The site has an existing single family residence on the South end of the lot. The lot has a metes and bounds description and therefore it is required to be platted for any development to occur ' on the lot. Mr. Glover would hike to build a new residence on the North end of the lot. The ground cover on the pervious portion of the lot, is grass. ' The lot slopes from South to North at an approximate grade of 2.7%. On -site detention is required unless the downstream outfall system has the capacity for additional runoff The part of the Old Town Basin that is bounded by Shields Street on the East, by Birch Street and Crestmore Place ' on the South, the Larimer County Canal No. 2 on the West and Mulberry Street on the North has no storm drain pipe system The area of the basin is approximately 47 acres and the land use is single family residences. The total basin drains to an existing inlet at the Southwest comer of Mulberry ' Street and Shields Street where a storm drain carries the runoff East and North in the Old Town Basin. The primary route of the runoff in the 47 acres is in the gutters of the various streets to the comer of City Park Avenue and Myrtle Street and then East in Myrtle Street to the West gutter of ' Shields Street and then North to the inlet at Mulberry Street and Shields Street. The ten year runoff rate exceeds the allowable runoff rate for both local streets and the arterial street. The capacity of the inlet at Mulberry Street and Shields street is exceeded by the runoff from the minor storm. ' Therefore on site stormwater detention will be provided on the North end of the lot. The required volume of detention is 2,448 cubic feet. The allowable discharge rate is 0.48 cubic feet per ' second. The detention pond will be designed at the time a residence on the North end of the lot is submitted for building permit. A generic site plan was used for the calculations for the detention mass ' diagram and then increased by 10%. The detention pond will be in a grass area for water quality treatment. An erosion control plan will be submitted with the building permit submittal. It will include a silt fence along the North property line. Other control methods will be shown at the building permit submittal. This drainage report is in compliance with the City of Fort Collins Storm Drainage specifications and criteria. College Ave. Fort Collins, CO 80522 RE: 609 City Park Avenue Subdivision Response to staffs comments dated May 12, 1999 Steve, In regard to the above -referenced project, enclosed is Dick Rutherford's transmittal letter with noted submittals, which are enclosed for staffs review. In addition, his red -noted response to staffs comments are noted on your letter dated May 12, 1999. To this letter I add the following comments: This is a submittal for a one lot subdivision. The property is presently legally described with a metes and bounds description and it is desired to change this to a one lot subdivision (not two) at this time. Item #4: I met with Rick Lee and clarified this comment. There is no zero lot line being proposed. Wall requirements are standard provided minimum building and zoning required setbacks are met. Item 5B: I met with Doug Martine of Light and Power and clarified that the appropriate address . of the property is 609 City Park Avenue, and that if any off site easement is necessary it would come across 605 City Park Avenue, not 615 City Park Avenue as suggested in his comment. However, upon further consideration, it was determined that this was not necessary, as it would be more cost effective to simply use the existing power source on the property where it fronts Crestmore Street. SUBDIVISION (One, Lot) - Project Development Plan (Administrative Review, Type I, Land Use Code) that was submitted to the City on April 27, 1999, and would like to offer the following comments: John Moen of the Larimer County Canal #2 Ditch Company stated that this project does not appear to have any affect on either Ditch Company. 2. The City's Mapping/Drafting Department offered the following comments: a. The outside boundary closes and the area is OK. b. The Point of Beginning needs to be identified and labeled on the subdivision plat. w6 ADDED P. d. B. C. Representatives of the Zoning Department offered the following comments: a. Is the property being divided (if to be subdivided into 2 lots) along Crestmore Place or City Park Avenue? If the 2 lots are buildable lots, each cannot be less than 6,000 square feet in size and. existing structures must meet the minimum setbacks of the new lots at the time of the replat. Perhaps the Applicant's response to.these comments can clarify the situation. Please contact the Zoning Department (Peter, Gary, or Jenny), at 221-6760, if you have questions about their comments. 4. Rick Lee of the Building Inspection Department stated that this request must satisfy exterior wall and opening protection due to the location on the property. Satisfy energy code requirements. Zero lot line construction requires (2) 1-hour walls, riot (1) 2-hour wall or (1) 1-hour tenant separation wall. Please contact Rick, at 221-6760, if you have questions about his comments. 5. Doug Martine of the Light & Power Department offered the following comments: a. The normal electric development charges will apply, plus the cost to modify the existing electric system. b. An off -site easement across the front of 615 City Park Avenue may be required. Light & Power will work with the developer, but it will be the responsibility of the developer to secure the easement (if needed). Please contact Doug, at 221-6700, if you have questions about these comments. 6. Ron Gonzales of the Poudre Fire Authority stated that there are no comments based on the subdivision of the lot. PFA reserves the right to comment based on potential future use of the 2"d lot (or residence). 7. A copy of the comments received from. Donald Dustin of the Stormwater Utility is attached to this letter. Also, a red -lined copy of the Storm Drainage Report is being forwarded to the applicant. Please contact Donald, at 221-6589, if you have.questions about his comments. 8. Roger Buffington of the Water/Wastewater Department stated that all existing water and sewer lines must be shown and labeled on the Overall Utility Plan. Other comments are included on a red -lined copy of the Overall Utility Plan that is being forwarded to the applicant. However, any new residence constructed on this property will be subject to both the neighborhood and community parkland fees. 10. Dave Stringer of the Engineering Department stated that he has no comments because the necessary public improvements are existing. However, if this lot is divided into 2 lots then there may be some Engineering comments. General comments expressed by staff at the weekly Staff Review meeting on May 5, 1999 are as follows: 11. This property is located within the bounds of the recently adopted West Central Neighborhood Plan and is zoned RL — Low Density Residential. If and when a new residence is constructed on the property it may or may not be subject to any requirements of the plan. Please check with the Advance Planning or Current Planning Departments at that time. 12. There should be subdivision plat notes included that indicate what the future intentions are on this lot. 13. Glen Schlueter of the Stormwater Utility stated that there may be an on -site detention requirement when the second house (new construction) is built. Extended detention for water quality is preferred. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is no revision date mandated by the City. The time spent on revisions is up to the applicant. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their.comments due no later than the second weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting it will be determined if the project is ready to go to the Administrative Hearing Officer for a decision and, if so, will be scheduled for the nearest open date. Please return all drawings red -lined by City staff with submission of your revisions.
