July 31, 1991 VICINITY MAP SCAL EG I" - Z,9PV' SITE LOCATION: Fairview Shopping Center, Filing III, is a Replat of Lot 1, Fairview Shopping Center, Filing II, and a part of Matador Apartments, Phase IV, Fort Collins, Larimer County, Colorado. The site area is 1.2210 acres. The street address is 1527 West Elizabeth Street. EXISTING CONDITIONS: Lot 1 of the Fairview Shopping Center, Filing II, is presently in use as a Taco Bell restaurant. The site has been developed as per the utility plans for said subdivision. These plans are on file with the City and sheet 3 of 5 is included with this report. The part of Matador Apartments, Phase IV is undeveloped. The site area, including one—half the street width of the new road to be constructed is 0.4616 acres. The site is dirt and slopes from West to East at an average grade of 1.4%. Existing runoff from this part is Q = 0.21 c.f.s.; Q11nn — 0.38 c.f.s.; and Q100 = 0.75 c.f.s. There is no ofsite runoff onto Ns site. DEVELOPED CONDITIONS: The owner proposes to construct a new parking lot on the undeveloped area of this site. Revision to the existing developed site will be to route "drive through customers" through the new lot to develop more car stacking. Revisions to the developed site will reduce 0.1704 acres from asphalt to grass and landscaping. The effect of this revision will reduce the required storage capacity on the original design from 7806 cubic feet to 6842 cubic feet. The new parking area will be used as a detention pond. The required detention is 3240 cubic feet. We propose to detain 2276 cubic feet which is the difference from the required detention for the new area and the reduced detention capacity on the existing site. Some runoff from the new site will be designed to flow directly to the existing detention pond to allow this reduction in capacity. The actual pond will have a capacity of 2926 cubic feet, which is 650 cubic feet larger than required. The outlet from the pond will be at the two year historic rate of 0.21 c.f.s. The outlet will be controlled to do this by using a 4 inch D.I. pipe. Discharge from the 4" pipe is East to the street and then North to the existing pond. A variance to increase the orifice diameter from two (2) inches to three (3) inches was requested and granted for the original pond North of the Taco Bell buil ind g.
