I GENERAL LOCATION AND DESCRIPTION
' A Location
' The Harmony Market P U D is located immediately south of Harmony
Road between Boardwalk Drive and Lemay Avenue More specifically,
' this site is located in the Northeast quarter of Section 1, Township 6
North, Range 69 West of the 6th Principal Meridian City of Fort Collins,
Larimer County Colorado The Tenth Filing of Harmony Market P U D
' is located along the south side of Harmony Road west of its intersection
with Lemay Avenue
' B Description of Property
The existing Harmony Market P U D has been developed in several
phases and contains a Pace Warehouse, Builders Square Steele's
' Market First Bank, and a Jiffy Lube

The Harmony Market P U D Tenth Filing site contains approximately
1 128 acres and is currently undeveloped The site is bordered on the
East by the new 1st Bank development To the West of the site is a
proposed Restaurant pad which is currently into the City for approval To
the North is Harmony Rd and to the South is Steele's Market and
Builders Square The proposed use for the subject site is as a Lee's
Cyclery Store
DRAINAGE BASINS
A Maior Basin Description
The project site is located within the McClellands Basin No major
drainageway exists within the Harmony Market P U D development or
immediately downstream within the Oak/Cottonwood Farm site
B Sub -Basin Description
Historic drainage patterns on the subject site are south across the site to
the existing Steels Market storm sewer system and parking lot detention
pond There is a small amount of off -site flows (0 27 acres) which cross
the site from the Harmony Rd R O W landscape berm These flows
were included in the total flow calculations from the site
DRAINAGE DESIGN CRITERIA
A

Regulations
The City of Fort Collins Storm Drainage Design Criteria [3] is being used
for this study
Development Criteria Reference and Constraints
Flows from the site, are a part of Basin "E" which is described in the
Harmony Market P U D Third Filing Final Drainage Report This report
details the drainage design for the Steele s Market as well as preliminary
design for the entire site The Harmony Market P U D Third Filing
contains an existing detention pond with a release rate dictated by the
capacity of downstream facilities at the Oakndge West P U D First Filing
This downstream development has a drainage release requirement of 0 2
cfs/acre for the maximum 100 year release rate Therefore, the release
rate for Basin "E" which contains 13 45 acres was determined to be 2 69
cfs In the Harmony Market P U D Third Filing Final Drainage Report,
the detention pond for Basin E was sized for fully developed storm water
runoff at 2 83 ac -ft This required detention size included all of the
proposed Lee's Cyclery site in its fully developed condition An interim
pond grading plan was constructed per the correspondence contained in
sheets 9 to 17 in the Appendix providing 2 77 ac -ft of detention volume
until development of additional pads in Basin E necessitated final pond
grading The final pond grading will be completed in conjunction with the
development of the Restaurant site to the West of this site which will
occur before the development of this site

' C Hydrological Criteria
' The Rational Method is being used to determine run-off peak flows from
the study site Rainfall criteria for this study was obtained from the City
of Fort Collins [3] and is included in the Appendix The 10- and 100-year
' rainfall criteria was utilized to determine the planned developed flows
D Hydraulic Criteria
All calculations within this study have been prepared in accordance with
the City of Fort Collins Drainage Criteria
' E Variances from Criteria
No variances are being sought for the subject site drainage
' IV DRAINAGE FACILITY DESIGN
A General Concept
All on -site developed flows for the study site will be conveyed by parking
lot sheet flow and gutter flow across the southern access and dram into
' the existing storm sewer system and related detention pond of Steeles
Market Developed runoff from the subject site was included in sizing of
the existing detention ponds, therefore, no on -site detention is intended
' for the site Included in the back pocket of this report is the Drainage and
Erosion Control Plan for the subject site
' B Specific Details
Basin 1 includes the entire site and is comprised of asphalt parking,
' driveways all of the budding, and landscaping Basin 1's storm water
runoff is proposed to outlet onto the Steele s Market access roadway and
sheet flow to the existing storm sewer system and related Detention Pond
' E The 100 year water surface limit of Pond E is cross hatched on the
included Drainage and Erosion control Plan

The existing Steele's Market detention pond within Basin E was previously
' sized and constructed large enough to accomodate the budding expansion
as shown in the appendix of this report Therefore, no modifications to
any of the existing detention pond improvements are necessary with the
' construction of the ninth filing The calculations for determining the
detention pond volume for pond E are shown in the appendix on page 13
' V EROSION CONTROL
A General Concept
' The Harmony Market P U D Tenth Filing lies within the Moderate Rainfall
and Wind Erodibdity Zone per the City of Fort Collins zone maps The
' potential exists for erosion problems during construction of the
parking/driveways and landscaped areas until the disturbed ground is
' paved or revegetated Thus the new improvements will be subjected to
both wind and rainfall erosion
Per the City of Fort Collins Erosion Control Reference Manual for
Construction Sites [4] and related calculations in the appendix, the erosion
control performance standard for the subject site during construction is
' 78 44 % and after construction is 92 3% From the calculations in the
appendix, the effectiveness of the proposed erosion control plan is 99 5
% It is anticipated that the construction duration of this project will be
less than 6 weeks due to the limited amount of work to be completed,
therefore the erosion control plan as specifically detailed below, should
meet the City of Fort Collins requirements
' B Specific Details
' If the curb, gutter and asphalt are not installed within six weeks after
overlot grading begins then these improvements should not be included
in the erosion control effectiveness calculations Given the size and
' scope of work to be completed for this construction project, we anticipate
that installation of the curb gutter asphalt and landscaping can be
completed within six weeks after construction begins
' As a first step in the construction process the subject site will have a silt
fence installed along the east, south, and west perimeter of the property
' to prevent construction sediment from leaving the site
After the overlot grading and utility installation has been completed, the
' parking/driveway surfaces will receive the curb, gutter, and pavement

' surfaces After installation of the curb, gutter, and pavement surfaces,
the permanent landscaping surfaces (grass sod) will be installed to protect
' the bare ground Once all of the improvements have been completed, the
sediment fen' ce can be removed from the construction site
VII CONCLUSIONS
A Compliance with Standards
All computations within this report have been completed in compliance
' with the City of Fort Collins Storm Drainage Design Criteria
B Drainage Concept
' The proposed drainage concepts presented in this report and shown on
' the Drainage and Erosion Control Plan are in compliance with the City of
Fort Collins drainage criteria The developed storm water runoff from
Basin 1 will be collected in an existing detention facility on the adjacent
' Steele s Market site The flows will be conveyed downstream as is
currently occurring with historic drainage from the subject site
C Erosion Control Concept
' The proposed erosion control plan adequately provides for the control of
wind and rainfall erosion from the study site Through the construction
sequence and proposed erosion control measures, the City of Fort Collins
' performance standards will be met The proposed erosion control
concepts presented in this report and shown on the Erosion Control Plan
are in compliance with the City of Fort Collins erosion control criteria

Grading Plan has been revised This revision is shown on the
attached Interim Site Crading Plan, and would be in effect until
' ad]acent portions of Harmony Market were developed
The calculations for the required detention storage volume for
Basins E and F have been revised to reflect the interim condition
in these basins The revised configurations for the two ponds, E
and F, will provide adequate cetention for each basin for the 100
year storm, and the interim condition

Harmony Market tenth filing The City of Fort Collins current cost
factors will be used for this estimate
' There will be approximately 49,136 square feet disturbed within
this pro3ect Using the City criteria of $650 00 per acre for
construction sites between 1 and 10 acres, and using a 150%
' contingency, the cost for re -seeding would be -
(1 2 acres) * ($650 00 per acre) * (150% contingency) -
