The site consists of - 2.4 acres of undeveloped land, which drains to a curb inlet at the northeast corner of the site. To the southwest is Laurel Elementary School, to the southeast is the Poudre Valley Hospital (PVH) parking lot, to the east is the Riverside Shopping Center, and to the north is the AT&T property and a storage yard. In addition to development on this site, modifications are � proposed to the existing adjacent detention ponds at the Laurel School and the PVH parking lot. � The project proposes to overdetain the 100-year historic runoff from the Eastside Park site and � the PVH site. This provision will serve two purposes: discharge from the PVH parking pond can be further restricted to lessen the impact of the Fastside Park discharge on the same reach of storm drain. 'The oversized detention pond will also mitigate the loss of detention caused by construction of a public restroom in the Laurel School Basin No. 3 Pond. The Eastside Park detention pond would accept and detain excess flows of 36,924 c.f. due to � loss of detention storage in Basin No. 3. The project also proposes to extend the PVH parking lot detention pond onto the Eastside Park site. The increased detention volume of 850 c.f. will permit a decreased release rate from the PVH pond from 1.22 cfs to 1.00 cfs into the storm � drain upstream of the Eastside Park discharge point. The cumulative result will be minimal additional impacts on the existing storm drain system and improved detention capabilities. It is anticipated that future improvements to the storm drainage system will completely mitigate the , problems associated with the cunent undersized system. This analysis, based on the design criteria of the City of Fort Collins, provides storm drainage � design for the proposed construction and accommodates development-related site grading on two adjacent properties. Historic Off-Site Drainage -- There is currently no off-site drainage. Proposed Off-Site Drainage -- The proposed c(evelopment will accept 36,924 c.f. of the flow currently draining into Laurel School Basin No. 3. � Historic on-Site Drainage -- The site cunently drains to a curb inlet at the northeast corner of the site. The existing 8" storm drain increases to 12" diameter as it extends to the northwest corner of the Riverside Shopping Center, then increases to 18" as it turns to the east ' � to I.emay Avenue. ' Proposed on-Site Drainage -- Figure A. indicates the proposed flow directions and basin. Although a paved walk will be constructed across the site, the turfing which will be installed will cause no net increase in runoff. ' � � . 1 ' ' �� � � � �, � � 1 � .4 ' Under the proposed development plan, a detention pond will release runoff from both the Eastside Park site and a portion of the runoff from Laurel Elementary Basin No. 3. Runoff from the Laurel School basin will be transfened to the Eastside site because some loss of detention will be caused by construction of a public restroom in the current detention area at Laurel School. The development also proposes to enlarge the existing PVH parking lot detention pond onto the Eastside Park site. A small amount of Eastside Park flows will enter this basin, but the chief result will be to increase detention and further restrict the current discharge. This will lessen the demand on existing storm drains downstream of Eastside Park (which are currently undersized) to better accept the combined discharges of the two sites. This report will quantify flows for the following conditions: 1. Excess flows from the Laurel School Basin No. 3, which will be transfened to the Eastside Park pond. 2. 3. 4. 5. 6. Information on existing storm drain conditions is based on the S�orm Drainage Report for Laurel El.emen�ary School by Stewart and Associates, April 17, 1992; the Storm Drainage and Erosion Control Report for Additinr�al Parking for Riverside Juncrion P. U.D., by Stewart and Associates, May 22, 1992; and the Site Plan and Drainage Plan for Riverside Shopping Center, prepared by Columbine Engineering Management Group, Inc. and approved by the City of Fort Collins on June 22, 1984. ' Drainage Criteria -- As required by the City of Fort Collins Storm Drainage Design Criteria, hydrologic information was developed for an initial storm return period of 2 years and for a major storm event of 100 years. The criteria for determining the storm peaks and . volumes were based on the Rational Method as outlir�ed in the above document. The design � rainfall data used in this study was taken from the rainfall intensity-duration curve supplied by the City of Fort Collins.
