The site consists of two hydrologically distinct parcels. The western ! 6.5 acre parcel is a portion of Sunstone Village First Subdivision, located in the Northwest quarter of Section 32, Township 7 North, Range 68 West of the 6� t Principal Meridian, Larimer County, Colorado. This parcel comprises a regional ! detention facility as designated in the Fox Meadows Master Drainage Plan. This plan was implemented, based on the drainage report for Sunstone Village First � Subdivision by Landmark Engineers & Associates, January 1987. The existing detention pond provides 26.6 acre-feet of storage, with a maximum controlled ` release of 24 cfs via a 30-inch RCP in the northeast corner of this parcel. The detention volume was verified with an as-built survey performed by Intermill � Land Surveyors, April 1997. Overflow flows east across the adjacent park site � into the gutter of Kingsley Drive. Cunent ground cover consists of weeds and dryland grass on a slope of 0.6 percent to the northeast. � The adjacent 5.9 acre parcel making up the remainder of the proposed pazk is the � designated park site south west of English Ranch Second Filing, located in the � Northeast Quarter of Section 32, Township 7 North, Range 68 West of the 6�' Principal Meridian, Larimer County, Colorado. The park site is bordered on the � south by undeveloped property. A ridgeline 20 feet north of the property line forms the basin boundary. The site is bordered on the east by Kingsley Drive, on � the north by rear lots of English Ranch Z"�' which front on Bison Road, and on the west by the regional detention facility of Sunstone Village First. The � undeveloped site drains at approximately 0.7% to the east. A buried, plugoed 15- . inch RCP storm drain is installed in the northeast corner of the site. This pipe drains to the north, and will be utilized with this development. Current vegetation � consists of dryland grasses and weeds. � This project proposes to construct a softball diamond and multi-use athletic field, ■ as well as associated concrete and pervious walks, in the existing detention facility on Sunstone Village portion of the site. To improve the turf conditions of � the athletic fields, the floor of the regional detention basin will be regraded to increase the slope to 1%. To maintain the existing detention volume and 100-year � water surface, the berm forming the east boundary of the detention basin will be reshaped to extend the detention pond onto the new English Ranch Park site. � Since the existing detention volume will be maintained, and the vegetation on this ■ site will be upgraded to maintained turf grass, decreasing the runoff coe�cient, this drainage report will address only the development in the adjacent basin on the � English Ranch portion of the site. Development on this eastern portion will consist of a picnic shelter, restroom and playground, as well as an irrigation � storage pond to serve the park site and Linton Elementary School. Development ■ of this site was addressed in the Storm Drainage Report and Erosiorr Control Report for English Ranch Second Filing hicluding Replat of Tract D, Feb. 8, 1993. � � � � � � � � � � � � � Although not required by the English Ranch 2"° Storm Drainage Report, this development proposes to provide additional stormwater detention in conjunction with the proposed irrigation pond. This analysis, based on the design criteria of the City of Fort Collins, provides storm drainage for the proposed construction. Historic Off-Site Drainage — Current off-site drainage consists of the rear lot drainage from eight residential lots on the north border of the park. Proposed Off-Site Drainage — Proposed off-site drainage will also be from the eight residential lots. � Historic On-Site Drainage — The site currently sheet flows across the curb of Kingsley Drive, thence north on Kingsley where it intercepts a storm drain inlet � on Bison Road. The storm drain flows north to detention ponds on the south side � of Horsetooth Road. In addition, an overflow of 40 cfs from the Fox Meadows regional detention facility sheet flows easterly across the site to the west gutter of � Kingsley Drive, per the Storm Drainage report of February, 1993 referenced above. � Proposed On-Site Drainage — Sheet DE-1 shows the storm drainage facilities, basins and design flows for the development. A portion of the site now drains into the regional detention pond, as a result of re-shaping the berm in the center of the park. Berming on the south border of the park, to provide visual screening and flood protection to future development here, also decreases the basin area slightly. An existing ridge at this location has resulted in historic drainage to flow off the site here. The design spillway elevation of 4934.00 will be maintained for the existing regional detention pond, but instead of entering a swale along the back lots of English Ranch 2"d, Replat Tract D, flows will enter the basin of the proposed irrigation pond as shown on the enclosed Drainage Plan Sheet DE-1. This pond will provide 0.86 acre-feet of detention above its normal water surface, detaining the 104-year developed event. Reiease will be at the 2-year historic rate of 1.63 cfs. One foot of freeboard will be provided per City criteria. Flows in excess of this, including the 40 cfs overflow from the regional pond, will flow into the curb and gutter of Kingsly Drive, which can accommodate this flow without exceeding its 100-year capacity. The regional Drianage Evaluation of the Englrsh Ranch Park Detention Pond by Lidstone Anderson, November 24, 1997, sets the Sunstone Pond spillway width at 60 feet. � � � ■ Drainage Criteria — As required by the City of Fort Collins Stonn Drainage ■ Design Criteria, hydrologic infonnation was developed for an initial storm return period of 2 yeazs and for a major storm event of 100 years. The criteria for � deterrnining the storm peaks and volumes were based on the Rational Method as outlined in the above document. The design rainfall data used in this study was � taken from the rainfall intensityduration curve supplied by the City of Fort Collins. � � Erosion Control — English Ranch Park is within a moderate wind and rainfall erosion area. Wind erosion control will be accomplished with surface � roughening. Rainfall erosion control will consist of silt fences, straw bale dikes, sediment traps and permanent seeding. The drainage is from southwest to northeast, and there is an existing waste water ditch along the north side of the proposed $econd Filing which picks up irrigation ove rflow and storm water and carries it northeast around the southerly boundary of the First Filing. This ditch will be relocated to a position along the southeasterly boundary of the Second Filing, and it will serve the same purpose. This ditch is temporary and will no longer be required after the Third Filing is developed. Storm drainage facilities were designed and constructed as part of the English Ranch First Filing. The design plans and storm drainage report for the English Ranch First Filing were prepared by Stewart & Associates. Inc. in January of 1992. These facilities, which include detention ponds, underground storm drains and curb inlet catch basins, were all designed per the City of Fort Collins Storm Drainage Criteria, and are adeq uate to handle storm flows from the existing First Filing. this 13.2—acre proposed Second Filing, and also from a future 16—acre filing. ■ The total amount of detention provided for the 63—acre residential development is 7.7 acre feet. The drainage summary shown on Sheet 5 is for the entire 63—acre � residential site and includes the First Filing, this proposed 13.2—acre Second Filing, and the future 16—acre Third Filing. � � � � � � � � � � � � � � SECOND FILING DEVELOPED CONDITIONS Sheets 4 and 5 of this report are copies of the English Ranch Storm Drainage Master Plan. Sheet 4 shows the master plan which accompanied the First Filing, This plan shows the storm drainage facilities. sub—basins and design flows at critical points. Sheet 5 sho►,rs the presently proposed h1aster Plan which has been altered in the area of Sub—basins T. 2. 3 and 4. A portion of these sub—basins along the south side of Bison Road, which is called Tract 0 on the plat of English Ranch Second Filing, was to be torvnhouses; however, Tract D is being replatted into 8 single—family lots, and the remainder of these sub—basins is to be developed as a pa rk. The overall result of this revision. as is shown by the calculations on Sheet 7, is a reduction of storm runoff. The originally proposed catch basin on the south side of Bison Road and 150 feet west of Kingsley Orive is no longer required due to the revised street layout and basin configurations. A 15—inch storm drain pipe will be extended south from the southwest corner of Bison Road and Kingsley Drive. This 15—inch storm drain pipe will be extended into the park site to be used as required by future construction in the park. This pipe will be plugqed until it is needed by the park. The possible 40 c.f.s. overflow from the Sunstone detention pond will be routed through the future park site to Kingsley Drive. There is a proposed swale along the north edge of the park to carry the 40 c.f.s. overflow spill from from the Sunstone English Ranch Second Filing Including Replat of Tract D Page 2 pond to Kingsley Drive. This swale will be constructed as the park develops. This 100-year additional flow of 40 c.f.s. can be carried on the surface by Kingsley Orive without exceeding the allowable 100-year street capacity. This swale can empty into the extended 15-inch pipe which will carry minor flows and nuisance flows, but which will overflow to Kingsley Drive during major storms. The remainder of the sub-basins and development will remain exactly the same as the original master drainage plan. C r�t',�, i�, � �-► The net result of the storm water flows on Kingsley Orive is a reduction of flow due to the revision of 5.5 acres from residential to park site. A calculation of this flow reduction at concentration point "C". located at the southwest corner of Kingsley and Newgate, is shown on computation sheet No. 7. Rather than constucting a catch basin or pipe system, Bartran & Co.. Inc. will raise the grade and redo the � sideyard on Lat 8 so it will drain to the front and rear with a 2' slope. Bartran & Co. will contact the owner of Lot 8 and obtain permission to pe rform the regrading. r On all lots except for replatted Lots 152 through 154 which will front street and to the park site in the back. it is intended to have across the rear lot lines of adjacent lots and then aloRg side lines lots to the streets.
