Harmony Road, Fort Collins, CO Dear Mr. Mogen: We are pleased to present this Drainage Letter for the Harmony House Building Addition for your review and approval. The subject property is located at 3105 E. Harmony Road, Fort Collins, CO. This report has been prepared in general accordance with the Fort Collins Stormwater Criteria Manual, September 2018. INTRODUCTION The subject property is located in the Northwest Quarter of Section 4, Township 6 North, Range 68 West, of the Sixth Principal Meridian, City of Fort Collins, County of Larimer, State of Colorado. The legal description of the subject property is: Lot 2, Harmony Technology Park, First Filing. Lot 2 contains +/-0.99 acres. The studv area for this project is 0.2 acres. The project is in general compliance with the Final Drainage and Project Development for the Harmony Technology Park First Filing, prepared by Sear Brown, dated January 1998. The project will consist of a building addition to the southern portion of the existing building. A small portion of the existing building/covered patio will be removed. A concrete patio will be added as well as a wood deck along the western side of the building addition. Furthermore, a concrete access will be added along the eastern side of the building addition. The improvements to the site will also include a new playground and landscaping. The existing access and parking will not be revised or modified with this project. EXISTING CONDITIONS The subject property currently contains one (1) building, three (3) sheds, concrete walks, a playground, seating area, accesses, parking and landscaping. According to the Drainage and Erosion Control Plan included in the Final Drainage and Project Development for the Harmony Technology Park First Filing, the subject site is located in Basin 6. This basin flows inward towards an existing 15' Type R inlet. Runoff is then conveyed via 29"X45" HERCP to Pond A(existing detention pond), located in the southeastern portion of Harmony Technology Park First Filing. The existing subject site drains in multiple directions. Based on existing topography, the northern portion of the site is relatively flat. The access and parking generally flow from north to south through the existing access to the property to the south. This runoff reaches existing curb and gutter and is conveyed to the west to an existing 15' Type R inlet installed with the First Filing improvements. Furthermore, the southern portion of Lot 2 (generally the study area) drains from north to south and also reaches the existing curb and gutter on the property to the south and eventually the existing 15' Type R inlet. There is an existing 30' Drainage, Access and Utility Easement located south of the subject site that conveys runoff for the subject property. The existing onsite imperviousness within the study area is roughly 25%. This takes into account a portion of the existing building, concrete areas, gravel seating areas, a playground and existing landscaping. The calculated runoff for the study area is 0.2 cfs for the minor (2-year) storm event and 0.92 cfs for the major (100-year) storm event. Please refer to the Appendix for hydrologic calculations as well as an exhibit for existing conditions. PROPOSED CONDITIONS The proposed improvements will include a building addition (roughly 2,500 sf), a concrete patio and walk, playground and landscaping. The accesses and parking will not be revised or modified with this project. The project will also include removal and replacement of landscaping as required for the proposed improvements. Runoff will generally continue to flow in the historic pattern. Runoff will drain from north to south, to the existing curb and gutter located south of Lot 2. The proposed runoff will flow through landscaping prior to reaching the existing curb and gutter. The proposed onsite imperviousness has been calculated to be approximately 39%. The overall impervious increase is minor considering the entire Lot 2 area. The calculated runoff for the study area is 0.26 cfs for the minor (2-year) storm event and 1.22 cfs for the major (100-year) storm event. The increase in runoff between the existing and proposed conditions is 0.06 cfs for the minor (2-year) storm event and 0.3 cfs for the major (100-year) event. The increase in runoff will not have a significant impact on the existing curb and gutter south of the project or the existing storm system installed with Harmony Technology Park First Filing improvements (described above). c 2 i 2 � Drainage Letter for the Harmony House Building Addition, 3105 E. Harmony Road, Fort Collins October 17, 2023 The net increase in impervious area is roughly 716 s.f. from the existing condition to the proposed condition with this project. Detention and water quality are not provided for this project as the net increase in impervious area is less than 1,000 s.f. Please refer to the Appendix for additional information. Additionally, LID (low impact development) measures have not been added to this project as it is being processed as a Minor Amendment through the City of Fort Collins. CONCLUSIONS The proposed site improvements for the study area are not expected to have a negative impact on downstream conveyances. Furthermore, the existing drainage patterns have been maintained with this proposed project development. Upon completion of the project, the study area drainage will continue to flow off-site to the south in the historic pattern to the existing improvements installed with Harmony Technology Park First Filing. c i 2 � Drainage Letter for the Harmony House Building Addition, 3105 E. In such cases a composite runoff coefficient must be calculated for any given drainage sub-basin. For any analysis of storms with higher intensities, an adjustment of the runoff coefficient is required due to the lessening amount of infiltration, depression retention, evapotranspiration and other losses that have a proportionally smaller effect on high-intensity storm runoff.
