Dear Wes:
The purpose of this drainage memorandum is to amend the Final Drainage and Erosion Control
and revised June 10, 2011 by Aspen Engineering, and
the subsequent addendums dated February 10, 2016, and January 18, 2018, June 18, 2020, all by
Aspen Engineering.
The proposed Minor Amendment entails the redesign of four common area parks within the
approved development. The common areas will be designed as private park spaces and a
reconfigured clubhouse/pool area. The park spaces are described in sequence from west to east.
Park area 1, known as Flourish Park, will have additional concrete sidewalks, gravel
surfaces and a small building for bathrooms. The net increase in impervious area is
13,150 SF.
Park area 2, known as Amenity Campus, will have additional concrete sidewalks,
recreational amenities, and a relocated parking lot. The clubhouse and pool are
reconfigured with a new footprint. Five small studios will be constructed for community
use. The porous paver area in the former parking was 2,379 SF and will increase to 3,651
SF within the new parking lot. The net increase in impervious area within Park 2 is 4,832
SF.
Park area 3, known as Evernew Park, was an undeveloped parcel. The new area will
have concrete sidewalks, a bathroom, and site amenities. The net increase in impervious
area is 19,133 SF.

Park area 4, a community park, was formerly comprised of decorative symmetric
sidewalks throughout the parcel. The new configuration will have concrete sidewalks,
concrete seating areas and artificial turf putting greens. There will be a net decrease in
impervious area of 17,119 SF.
For each of the park areas the existing condition (original design) and proposed condition (redesign)
were tabulated to show the change in impervious areas. Exhibits are provided as an attachment to
this letter. Each of the drainage basins comprising the parks, were evaluated to determine the change
in imperviousness contributing to the downstream detention/water quality ponds.
Runoff from the parks will drain to one or both detention ponds 110 and 300, as outlined below.
Pond 300 will receive runoff from Park 1 a portion of Park 2. The existing percent impervious for
the drainage area contributing to Pond 300 is 40%. There is an increase of 18,934 SF of impervious
area which results in a proposed imperviousness of 42%. It should be noted that the original design
indicated an imperviousness of 42%, so the net change of 2% was added to that to calculate the
WQCV. The original WQCV was 0.36 AcFt and the proposed WQCV is 0.37 AcFt, an increase of
2%. Considering the stage storage volume of Pond 300, the original WQCV water surface was
5081.60, the new WQCV water surface elevation was calculated at 5081.64, resulting in a negligible
change of 0.04 feet. This is within the constructable tolerance and considered to be an insignificant
change.
Pond 110 will receive runoff from a portion of Park 2, and all of Park 3 and 4. The existing percent
impervious for the drainage area contributing to Pond 110 is 50%. There is an increase of 6,846 SF
of impervious area which results in a proposed imperviousness of 50%. Therefore, there is no
change in the water quality control volume and an insignificant change in detention volume.
The new impervious surface area and building footprints were measured and compared to the
original design areas for each park, to determine the net change in impervious area. The drainage
basins comprised for each park were then checked to calculate the new impervious area and change
in imperviousness. The change in water quality control volume (WQCV) for the impacted ponds
was then calculated. Below is a summary of the impacted detention/water quality ponds and the
basins which will impact the pond for each park.
Grading and drainage patterns remain the same for the revised park areas with minor changes to
swales to convey runoff away from public spaces and buildings and direct flow through sidewalk
chases as necessary. The drainage structures and underground storm system in the public streets will
remain the same, as shown in the original, approved plans. Within Park 2, the porous paver under
drain and an 18 drain basin, with 12 HDPE piping, will discharge to the 15 Type R inlet (STIN-
A6-1-1) on Brightwater Drive. The underdrain pipe connecting to STIN-A7-1, will be removed since
the original porous pavers are removed with this revision.
There is no significant change to the runoff from the park areas. Therefore, Aspen will not need to
recalculate inlet capacity or storm sewer capacity of the storm system. The new porous pavers with
an area 3,651 SF will have a run on area of 10,596 SF which is less than the allowable run on of
10,953 SF. A summary of the new porous paver area is provided as an attachment to this letter.
The LID measures for the site were evaluated in the previous drainage memorandum, dated January
1 S, 2018. Water quality and LrD measures include the use of raingardens within detention ponds
and grass buffers a� outlin�d in the previous me�orandum. T�e LID sumrna�y table includ�d in the
previaus memo, has b�en updated using the new impervious area and p�.�er area for the park
improvements. Please refer to the updated LID Table attached with this letter. The total impervious
area increased by 19,996 SF �vhich increased the required zx�:aperv�ous axea ta be treated by 9,998 SF.
The parking lot and parous pavers in Park 2, (referred to as the Cammunity area on the LID Table}
have been updated to reflect the changes. A portion of Park Z �Iso drains to Pond 300. However, the
additiona.� imper�ious area contributing to the Pond 300 �was not changed on the table because thE
area is negligible, and the rainga.rden volume is at capacity.
Refeiring ta the updated LID TabTe, the total percent o�impervious area tieated by all �nethads wi�I
rexnaux unchazaged at �0%, which is the same value stated in the previously approved drainage
memoranduzn. The ha3ance of the LID rneasu.res wi11 be treated by grass buffers and grass swa.les �o
treat a total of 56% of the impervious area, as stated in the Jan�ary 1 S, 2018, c�ainage rr�emorandum.
The revisions ta tl�e four pa�ek areas presented in this drainage memorandum will result in a net
increase to the impervious area draining to Pond 110 and Pond 300. Hov�aver, ther� is not a
significant increase zn the watex quality control valume or associated water surface elevation. The
change in impervious area does not significantly impaet the ca�acity of the receiving starm
structures or storm system. Grading changes and draf.nage conveyance fea�res vv�ill be presented an
the minor amendrnent prepared for the park area changes and •will be s�bmitted for reviev�r and
approval by tl�E City of Fort Collins.
