This letter and attached record information is provided to certify that the drainage
improvements at The Lofts at Park Central — Buildings 1 through 4 have been
constructed in substantial conformance with the plans approved April 2003 and revised
September 2003. All elevation information is based on surveys completed by King
Surveyors, Inc. (6-30-03, and 12-5-03). The water quality pond and storm drainage pipes
and inlets were certified on December 16, 2003.
The attached record drawing shows that the newly constructed parking lots and drives
have been built in substantial conformance with the approved plans. Based on the survey
information, the only paved area that is substandard is the concrete channel northeast of
Building 1, this channel has been constructed at approximately 0.2%, but does have fall.
This is a private improvement and the Owner is aware that additional maintenance or
reconstruction of this channel may be needed in the future. The owner has opted to not
reconstruct this channel at this time.
Foundation and garage floor elevations for all four buildings are shown on the drawings.
All of the proposed walks and curbs surrounding each building have been installed with
the exception of the sidewalks on the south side of Building 3. Because all of the
foundations and adjacent improvements are constructed, it can be stated that the drainage
patterns around all of the buildings meet the concepts shown on the approved plans.
At this time, the sidewalk serving Building 3 (southwest side of the site) has not been
constructed. Drainage in this area is designed to sheet flow south. With the existing
Spring Creek Trail fixed, and the building foundation at the appropriate elevation, it will
not be possible to build this walk in a way that will not meet the drainage design for the
area.
It -is our intent that this letter will be the final drainage certification for the entire

Following is the drainage certification that I prepared for Park Central in December. There seems to
be some confusion as to what this covered. All of the foundations were in at fhe time of this certification
and all were at acceptable elevations. Al of the paving (except for some sidewalks) was completed
and all utilities were installed. Lance Newlin has accepted the utility record drawings. As with Lance
and the record drawings, it was my intent that this certification was for the entire subdivision.
I have included the FEMA elevation certificate that Is required for Building B (because it is In the City
floodplain). This was submitted to Susan Hayes last month. The elevation certificates cannot be
completed until the WAC units are installed, so they go to Susan one by one.
Please review and give me 'a call on Tuesday, I need to know what other information you need to
release the second building and also so that I know what will be needed on the remaining buildings.

This letter and attached information is provided to certify that the drainage improvements
at The Lofts at Park Central described below have been constructed in substantial
conformancd wiffi the plans approved April 2003 and revised September 2003. All
elevation information is based on surveys completed by King Surveyors, Inc. (6-30-03,
and 12-5-03). North Star Design took measurements on the outlet structure in the field
on December 8, 2003 and December 16, 2003. This certification includes the following
improvements:
• The water quality pond and outlet structure — see attached calculations and
sketches.
• The proposed storm sewer — record drawings have been sent to Lance Newlin at
Engineering, the profile is attached.
• Driveway and parking lot improvements, including concrete channels, cubs and
pans. Based on the survey information, the only paved area that is substandard is
the concrete channel northeast of Building 1, this channel has been constructed at
approximately 0.2%, but does have fall. This is a private improvement and the
Owner is aware that additional maintenance or reconstruction of this canncl may
be needed in the future. The owner has opted to not reconstruct this channel at this
time.
• All foundations have been installed at proper elevations. Elevation Certificates
will be submitted as these buildings become ready for Certificates of Occupancy.
At this time, the sidewalks serving Building 3 and Building 4 (south side of the site) have
not been constructed. The construction of these walks will not change required drainage
patterns and no further drainage certification for this site should be needed.
