Final Stormwater Certification Project Number: 93-907901-d Dear Basil: 2 5 I am writing this letter as an addition to my left t of December 18,1995 relating to the final certification of stormwater improvements for the Chelsie Ridge Subdivision. My previous letter of December 18, 1995 relates only to the Shields Street Improvements which I designed in late 1993. The information contained herein relates to all other on -site improvements which were designed by Jack Johnson Company and approved by the City of Fort Collins in March 1993 as part of a twelve sheet set of construction drawings. Please find attached a set of redline drawings completed by Intermill Land Surveying in March of 1996. 1 have plotted the information from the field survey on the construction plans for your review. I believe that the subdivision as built is in substantial conformance with the construction plans approved by the City of Fort Collins, however I would like to include the following information for your consideration: 1. Overall Grading Grading for this project was limited to roadway areas only. Overlot grading was not proposed in order to minimize disruption of the vegetation. All lots, therefore, were left in a natural state. Currently, site grading and erosion control is being considered on a lot by lot basis as building permits are requested. Mr. Basil Hamden Stormwater Utility August 27, 1996 Page Two 2. Site Topography You will notice differences between the design grades and the actual "As -Built" elevations. It does not appear that these differences significantly impact the roadway or drainage improvements. It appears that the reason for these discrepancies is the result of unverified topography of unknown origin used by the Jack Johnson Company. 3. Culverts A table has been provided to summarize information for the pipes underneath the private driveway. Despite a flattening of the pipe grades, they will still carry design flows. 4. Southerly Swale A swale was proposed along the south boundary of lots 5 and 6. A small swale was built as shown, however, it is difficult to determine adequacy since there is no design section indicated on the plans. A field review does not indicate any erosion or wash -out of the existing swale. The westerly 50' of this swale has been removed along lot 6. This was done as approved on the building site plan. All swales are within the proposed easements. 5. Irrigation Ditches An active private irrigation ditch remains along the north edge of lots 1 and 9. The owner is currently working with the adjacent property owners to abandon this ditch. The owner is also currently modifying the ditch where it enters the property to insure that it will drain to the west and not impact lots 1 and 9. An overflow channel and headworks has been added to the Applewood Estates Irrigation Ditch. These improvements are not shown on the plans. They are to be considered privately maintained improvements which were added as part of the construction to improve the function and appearance of the Applewood Ditch. S. Utilities Sanitary sewer manhole #3 at the west end of Wooded Creek Court has been moved 50't to the east. Riprap Structures Erosion controllenergy dissipation structures were constructed at each end of the 48" and 18" pipe built under the private driveway. It is impossible to determine the extent of these structures at this time (almost two years after they were constructed). I talked to Dave Simpson of Connell Resources, who constructed the project and he indicated that they were staked and built according to plan. A field review of the installation after two years of service indicates that they have functioned well and no upstream or downstream erosion at either culvert installation is evident. Generally, a flattening of the pipe grades should lower velocities making the design of these structures more conservative. Based on numerous field reviews, meetings with the surveyor and owner and conversations with the contractor, I would support acceptance of the drainage improvements for Chelsie Ridge and recommend the release of all building permits and the erosion control escrow funds. This certification is signed and stamped and attests to the best of my knowledge that the "as -built" condition of the drainage facilities are as described above and as shown in the enclosed redline plans. Actual pipe capacity flows based on Concrete Pipe Design Manual, Figure 5, Page 192 for concrete pipe flowing full (n=0.013). Anticipated flow for 18" pipe is 5.79 cfs. Actual capacity of 35 cfs far exceeds this number. Anticipated flow for 48" pipe is 40.30 cfs.
