Re: Drainage Certification for Lind Filing 1, Phase 1
Dear Mr. Harridan:
The purpose of this report is to complete the drainage certification for Lind Filing 1, Phase 1.
Stantec Surveying visited the site on September. 20, 2004, to topo the pond, located in the
southeast corner of the site. The topographic survey revealed a top -of -pond elevation of 5021.70,
which allows 25.87 acre-feet of storage. This volume exceeds the required 100-year detention
volume of 21.51 acre-feet at an elevation of 5021.75. It is important to note that Centex will
install the outlet structure and overflow structure, for Pond 1, in the next phase of construction.
Stantec Consulting Ltd. also visited the site on October 12, 2004, and also on November 17 and
30, 2004 to confirm the installation of the storm pipe, structures, and erosion control measures for
Phase 1, as seen on sheets CS100 and CS220 of the plans.
Temporary riprap and swales have been installed at the east ends of Brightwater Drive, Clipper
Way, Bowside Drive, and at the south end of Fairwater Drive. Temporary riprap has also been
installed in the northwest corner of Pond 1, as shown on sheet CS100. Furthermore, the
temporary swales have been constructed correctly and allow conveyance of stormwater from the
site to enter Pond 1. Grass is becoming established in the swales, and straw bales have been
installed to mitigate erosion.
Upon construction of Phase 1, irrigation tailwater along the north property line was encountered
and presented ponding problems. Therefore, a temporary swale/ditch was constructed to
transport the water south and into Pond 1. Riprap was placed at the swale/ditch's entrance into
Pond 1, to prevent erosion.

It is important to note that the inverts and rims of the storm drain system manholes, and record
information for other storm drainage structures will be completed with the Phase 2 certification.
Overall, the elevations observed for storm drainage features were within construction tolerances.
The pond exceeds the required 100-year detention volume of 21.51 acre-ft, as seen from the
provided rating curves.
This certification is signed and stamped. By signing this letter, I attest that to the best of my
knowledge, the conditions of the site are as shown on the attached redlined photocopy. Failure to
properly disclose all known information could result in the rejection of this certification and
prevent the release of any storm water utility holds on the Building Permit or Certificates of
Occupancy.
