Dear Mr. Lamarque,
JVA has completed the review of the as-builts and completed the Certification Form & Checklist
for the Overall Site Drainage for the Kechter Farm Subdivision Phase 2 project, located at the
intersection of Ziegler Road and Zephyr Road in Fort Collins, CO. Based on our site visit
observations and the topographical information received, the overall site drainage characteristics
as constructed are in substantial conformance with the approved utility plans and drainage report.
The constructed improvements to the site adhere to the design intent in regards to drainage basin
limits, inlets, and storm drains as shown in the attached checklist and plans.

Executive Summary: Kechter Farm Subdivision — Phase 2 Site Certification
This letter is intended to summarize the design of the Kechter Farm Subdivision Phase 2 grading
and drainage improvements and demonstrate that the constructed facilities are in substantial
conformance with the approved plans and Final Drainage Report for Kechter Farm
Development, dated January 21, 2014.
A. Detention, Drainage Facilities, and Common Open Spaces
1. Pond Certification
a. N/A
2. Swales
a. As -built verification of storm pipes:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
flowline elevations and side slopes of the constructed swales in the open space
south of Saker Court and Swainsons Hawk Place. Constructed improvements are
within substantial conformance with the approved plans.
3. Pipes
a. As -built verification of storm pipes:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
invert and rim elevations of storm manholes and the as -built elevations of
constructed water and sanitary sewer lines crossing the storm system. Size and
material type were verified with engineer reviewed and approved product data
submittals from the contractor. No pipes were installed below the minimum 0.4%
slope or deviated from the design slope significantly. Constructed improvements
are within substantial conformance with the approved plans.
4. Concrete Pan Channels
a. N/A
5. Inlets
a. As -built verification of inlet structures:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
invert and grate/flowline elevations of all storm inlets. Inlets were built per plan
details for City of Fort Collins standard area drain or CDOT standard Type C, D,
or R inlets. Constructed improvements are within substantial conformance with
the approved plans.

a. Street sweeping and gutter cleanup has been performed daily. Smoothing of ruts
in disturbed areas within the Phase 2 limits has been completed. Reseeding and
stabilization will be established upon completion of Phase 4 improvements and
final site certification.

Occupancy within this development.
