JVA has completed the review of the as-builts and completed the Certification Form & Checklist
for the Overall Site Drainage for the Kechter Farm Subdivision Phase I project, located at the
intersection of Ziegler Road and Zephyr Road in Fort Collins, CO. Based on our site visit
observations and the topographical information received, the overall site drainage characteristics
as constructed are in substantial conformance with the approved utility plans and drainage report.
The constructed improvements to the site adhere to the design intent in regards to drainage basin
limits, inlets, storm drains, and water quality level spreaders as shown in the attached checklist
and plans.

Executive Summary: Kechter Farm Subdivision — Phase 1 Site Certification
This letter is intended to summarize the design of the Kechter Farm Subdivision Phase 1 grading
and drainage improvements and demonstrate that the constructed facilities are in substantial
conformance with the approved plans and Final Drainage Report for Kechter Farm
Development, dated January 21, 2014.
A. Detention, Drainage Facilities, and Common Open Spaces
1. Pond Certification
a. Design Summary:
Direct runoff from the developed site discharges into Fossil Creek Reservoir to
the south of the property. Since the developed flows result in a minimal increase
in water surface elevation and have no effect on the hazard rating of the reservoir,
the reservoir owner, North Poudre Irrigation Company, agreed to accept the
developed, undetained flows from the subdivision. Two level spreaders with
infiltration beds were designed to provide water quality treatment for runoff from
the 2-year storm event and safe discharge of runoff from the 100-year storm
event. Two flow splitters distribute the runoff into four concrete forebays with
energy dissipater blocks to reduce sediment loading on the bioretention beds
behind the level spreaders. In the smaller storm events, runoff infiltrates the filter
media and is conveyed in a perforated pipe system that outfalls downstream of the
level spreaders and into the reservoir. Larger storm events pond behind the level
spreader, eventually overtopping and continuing downstream to the reservoir.
b. As -built verification of flow splitter/water quality level spreader facilities:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
elevations and dimensions of the constructed concrete flow splitters, forebays,
weirs, and tops and bottoms of level spreader slopes. Redlined as -built plans
(sheets 80, 81, 83, and 84) have been provided for reference. The subsurface
growing/filter media used is Raingarden Biolite, a blended mix of 85% washed
concrete sand, 7.5% shredded paper, and 7.5% compost. Riprap placement was
observed to be per plan, with 12" minimum depth of D5o = 9" clean rock. Erosion
control blanket was installed per plan, using specified North American Green
C12513N. Constructed improvements are within substantial conformance with
the approved plans.

1. Pipes
a. As -built verification of storm pipes:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
invert and rim elevations of storm manholes and the as -built elevations of
constructed water and sanitary sewer lines crossing the storm system. Size and
material type were verified with engineer reviewed and approved product data
submittals from the contractor. No pipes were installed below the minimum 0.4%
slope or deviated from the design slope significantly. Constructed improvements
are within substantial conformance with the approved plans.
4. Concrete Pan Channels
a. N/A
5. Inlets
a. As -built verification of inlet structures:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
invert and grate/flowline elevations of all storm inlets. Inlets were built per plan
details for City of Fort Collins standard area drain or CDOT standard Type C, D,
or R inlets. The bases of the 10' Type R (ID: E6) and 15' Type R (ID: E7) inlets
located on future Fall Harvest Way just upstream of the west flow splitter have
been constructed, but the tops of the inlet structures have not been installed at the
time of this Phase 1 certification. Toll Brothers will escrow the improvements to
be completed at 1.5x the cost to the City of Fort Collins. See attached escrow
form. Constructed improvements are within substantial conformance with the
approved plans.
6. Street Cross -Pans
a. N/A
7. Culverts
a. As -built verification of culverts:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
invert and top of headwall elevations of the two irrigation culverts crossing Trilby
and Zephyr Roads. The triple 30"xl9" HERCP culverts crossing Trilby and
double 24" RCP culverts crossing Zephyr and associated headwalls have been
constructed per plan, but channel grading, riprap placement, scour stop mat, and
erosion control blankets have not been completed/installed at the time of this
Phase 1 certification. Toll Brothers will escrow the improvements to be
completed at 1.5x the cost to the City of Fort Collins. See attached escrow form.
Constructed improvements are within substantial conformance with the approved
plans.
8. Sub -drains
a. As -built verification of sub -drains:
Topographic records were provided by PLS Group, LLC Surveyors detailing the
rims and inverts of underdrain cleanouts, and underdrain system outfalls. Several
perforated underdrain pipe slopes are below the standard minimum of 0.4%, at
0.3%, as indicated on the redlined drawings. One section of 8" perforated pipe,
on sheet 81, was constructed with a slope of 0.1%. As this underdrain functions

by capturing and conveying minor storm runoff that has infiltrated through the
bioretention bed, it is JVA's opnion that the perforated pipe will function properly
at this slope and convey the amount of water to meet the design intent. Non-
woven filter fabric used is per spec, Mirafi 140N. Constructed improvements are
within substantial conformance with the approved plans.

a. Street sweeping and gutter cleanup has been performed daily. Smoothing of ruts
in disturbed areas within the Phase 1 limits has been completed. Reseeding and
stabilization will be established upon completion of Phase 4 improvements and
final site certification.
