According to the requirements of the City of Fort Collins, this letter serves as a final drainage
certification for the 2010 Jax Mercantile Company commercial addition according to the design
requirements noted in the following documents:
❑ Phase 1 Utility Plans for Jax Mercantile Co. prepared by Shear Engineering Corporation;
Shear Project No: 2438-01-09; City Engineer approval date 04/23/2010.
❑ Phase 2 Utility Plans for Jax Mercantile Co. prepared by Shear Engineering Corporation;
Shear Project No: 2438-01-09.
❑ Final Drainage, Sediment/Erosion Control and Stormwater Quality Report for Jax Mercantile
Co. prepared by Shear Engineering Corporation; Shear Project No: 2438-01-09; report dated
February 2010.
There were two (2) sets of Utility Plans associated with this project. The Phase 1 Utility Plan set
was prepared to allow the project to secure a building permit. The detention pond outlet structure
detailing was provided with the Phase 1 Utility Plans and was installed with Phase 1. The
remaining detention pond grading and detailing was provided with the Phase 2 Utility Plans and
was completed with Phase 2.
Shear Engineering Corporation was involved throughout construction of the Jax Mercantile Co.
improvements. Shear Engineering Corporation has been directly involved with all changes
during construction and has documented all changes made during construction. Digital pictures
of the status of construction throughout the course of construction are available.
The detention pond is complete at this time. The survey shots for the detention pond were
provided by Intermill Land Surveying Inc. and Shear Engineering Corporation. Shear
Engineering Corporation analyzed the resultant contours. Contour areas and stage -storage
volume relationships were prepared and compared to the final Jax Mercantile Co. designs. Refer
to attached as -built detention pond rating curve data.

1 and Phase 2 Utility Plans for Jax Mercantile Co.. and are functioning appropriately and
generally meet the intent of the original drainage design for Jax Mercantile Co. in accordance
with the approved Final Drainage, Sediment/Erosion Control and Stormwater Quality Report for
Jax Mercantile Co. prepared by Shear Engineering Corporation; Shear Project No: 2438-01-09;
report dated February 2010.

V. DRAINAGE FACILITY DESIGN
A. General Concept
1. The storm drainage system is designed to safely convey developed storm flows by
sheet flow and concentrated gutter flow to the detention pond located at the
southeast comer of the property. The detention pond will contain the total
required 100-year storage volume requirement for Sub -Basin 1.
a. Flow from Sub -Basin 1 will be conveyed to the detention pond and then south
towards Dry Creek. The detention pond in Sub -Basin 1 is the ultimate release
point for the basin and flow out of the pond will be the required release rate of
0.20 cfs per acre.
2. Runoff from the site will be conveyed into the detention pond for water quality
and detention requirements.
3. A 15" RCP pipe will drain flows into the existing swale that drains towards the
Dry Creek. The NECCO project will ultimately pick up these flows and carry
them to the regional pond north of Future Realigned Vine Drive.
4. As no improvements will be required for Sub -basins 3-5, quantifying existing
flow rates and directions defines the scope of these basins for this report. An
update to this report may be required for future development, depending on
timing with the NECCO project.
B. Specific Details — Runoff
1. The Rational Method was used to determine peak runoff rates for the 2-year and
100-year storm events at design points for the sizing of drainage structures.
Please see the Rational Method calculations in the runoff section of Appendix I
for the peak discharges of sub -basins for the Jax Mercantile Co. project including
offsite and onsite flows.
C. Specific Details — Detention
1. The detention pond has been designed to accommodate volume and release
requirements for the Jax Mercantile Co. Sub -Basin 1.
a. The Jax Mercantile Co. 100-year detention requirement including water
quality is 23,100 cubic feet (0.5303 acre feet).
i. The 100-year detention volume requirement is 20,786 cubic feet (0.4772
acre feet).
ii. The required water quality volume is 2,314 cubic feet (0.0531 acre feet).
