SUBJECT: Drainage Certification for Larimer County Corrections Center
Dear Jay:
Delta Construction, Inc. has finished constructing the drainage improvements at the Larimer County
Corrections Center (LCCC). This Drainage Certification Letter and the attached exhibits present a
summary of the record survey data and the results of my review of the record survey data.
Nolte Associates, Inc. collected record survey data at the LCCC on 03/11/04 and 03/17/04. I have
reviewed the record survey data and visited the project site. During this site visit, I confirmed that
the drainage improvements were completed in compliance with the approved construction plans.
The attached construction plans (i.e., sheets DRO1 and DR02) were updated to include the drainage
improvement record survey information.
The on -site detention pond consists of three (3) component volumes that, when added together,
comprise the 100-year detention storage volume. Table 1 (see below) lists the approved design
volume and record survey volume of each component detention pond.

The as -constructed detention pond provides approximately 96% of the detention storage volume of
the approved design detention storage volume. Also of importance is the Water Quality Capture
Volume (WQCV). The as -constructed detention pond provides the WQCV (i.e., 0.51 ac-ft) of the
approved design at elevation 5006.18. Therefore, the total detention storage volume and the WQCV
of the as -constructed detention pond are in substantial conformance with the approved design.
Other on -site drainage improvements were checked against the approved plans. These
improvements include the Water Quality Outlet Structure, Culvert `A', and Culvert `B'. Refer to
sheets DRO1 and DR02 for the respective record survey information. Each of the improvements was
found to be in substantial conformance with the approved plans.

Dear Glen:
The following was prepared in response to our telephone conversation on May 24, 2004,
The as -constructed detention pond, at the Larimer County Corrections Center, provides 96% ol'the
design storage volume. The shortfall of approximately 745 W, between the design storage volume
and the as-e mshucted storage volume, is made up if the 100-year water surface elevation rises
approximately 0.05' (i.e., from 5007.65 to 5007.70). As the water surface elevation rises to
5007.70, the water will just begin to spill into the adjacent Midpoint Drive public R.O.W. Tho
available firoeboard will be compromised by approximately 0.05'.
The estimated rise in water surface elevation will not have an adverse impact on the neighboring
Properties, the adjacent Midpoint Drive R.O.W., or the parking area that the on -site detention backs
up into.

Dear Glen:
1 read your comments about the on -site detention pond at the Larimer County Corrections Center
(i.e., LCCC). You are correct that two of the areas were short on volume while the third provided
some extra volume. However, a loss of volume in one area can be made up in another area because
these three areas are one detention pond.
The on -sits detention pond consists of three component volumes that, when added together,
comprise the 100-year detention storage volume for the entire project site. These areas do not
operate as independent detention ponds. During a stone event, the excess runoff in basins 100 and
102 will drain into basin 103, As the water surface in basin 103 rises, it will spill into the adjacent
basins (i.e., basins 100 and 103). 1f extra volume is available in basin 103, below the design high
water line, it will be filled.
The component areas are hydraulically connected and designed to function as one detention pond. If
C.Xilvert 'A' and Culvert 'B' were not in place, there would only be one pond on the project site.
However, these culverts were necessary. Without the culverts, the sidewalks could not have been
constructed.
In conclusion, lost storage volume in one area can be made up in another area.
