An existing residence and detached garage have been removed from the site. Historically the site and most of the surrounding properties have been subject to extremely poor drainage, including flooding in many areas. The north and south property lines are fenced and the neighboring properties are landscaped. The site is generally very flat with a slight fall to the south and west. There is a slightly lower section of the site, approximately 70 ft. from the alley, which appears to receive significant off site flow from the neighboring properties to the north. This off site flow, as well as flow from much of this site, generally flows to the southeast and southwest through the neighboring property to the south. We have met with you and City of Ft. Collins drainage officials to discussed the complex drainage needs and concerns at this site. Based on these meetings and the above noted site conditions we have prepared a Drainage Plan for the site, Project Number 1011-103-01 D, dated June 19, 2012. The goals ofthis drainage plan were to provide positive drainage around the residence, strive for minimal impact on existing landscaping and fencing at the adjacent sites, not to impede existing off site flow from the north, not to increase flow onto the neighboring property to the south, and to generally align the front porch height with the adjacent homes. While there are many possible options to achieve some of these goals, others are near impossible within reasonable budgetary limits. We feel the above referenced Drainage Plan provides a reasonable solution that best fits all of these goals and existing site conditions. However, due to inherent limitations of the site, portions of the site will be subject to flooding depending on intensity/duration of precipitation events. The flooded area will be between the residence and the garage, and will slowly drain to the southeast around the garage to the alley. The flooding will be a sufficient distance from the residence that it should not impact the foundation or underlying soils (we have consulted with the geotechnical engineer). In spite of the potential flooding, this site will have greatly improved drainage around the residence as compared to previous conditions and neighboring properties. We feel it is important that you and the owner understand the limitations of the site and the Drainage Plan, as well as the need to maintain drainage at the site in accordance with the Drainage Plan when grading/landscaping are performed and in the future. Please sign below to acknowledge your understanding and acceptance of these conditions and any possible associated negative ramifications.
