Collins, Colorado 80522 Re: Pinnacle Townhomes P.D.P.; Fort Collins, Colorado Drainage Certification #1 (interim conditions) Dear Jay, In an effort to allow continuation of townhome unit construction with the release of additional building permits according to the requirements of the development agreement, a drainage certification is required. The entire Pinnacle Townhomes PD.P. site is not 100% complete as of the date of this certification. Therefore, this certification is considered interim in nature. Completion of the primary drainage improvements at the south portion of the project was directed in order to complete this interim drainage certification. Those improvements include valley pans, culverts, water quality pond and associated drainage improvement appurtenances. As -built field elevation shots were also directed. These were provided by Northern Engineering Services on Tuesday, June 03, 2003. All interim drainage improvements field shots were made to confirm that the curb, gutter, valley pans, culvert inverts and related drainage improvements constructed in the southern portion of this site function properly and are completed in substantial compliance with the direction, details and specifications according to the Final Utility Plans for Pinnacle Townhomes P.D.P. by Shear Engineering Corporation; Project No: 1555-02-00; City of Fort Collins Director of Engineering approval date 09/04/02. Shear Engineering Corporation has reviewed the record field shots provided by Northern Engineering Services at the Pinnacle Townhomes P.D.P. project site. All field shots are record of the interim drainage improvement conditions for the southern portion of Pinnacle Townhomes P.D.P. as of the date of this interim drainage certification. Specific plan sheets reviewed for compliance include: Sheet 17 — Overall Master Grading Plan Sheet 18 — Master Grading Plan Sheet 19 — Master Grading Plan Sheet 20 — Water Quality Pond Detail Sheet 21 — Overall Master Drainage and Erosion Control Plan Sheet 22 — Master Drainage and Erosion Control Plan Sheet 23 — Master Drainage and Erosion Control Plan Sheet 25 — Detail Sheet — Street and Concrete Sheet 26 — Detail Sheet — Drainage and Erosion Control 4836 S. All curb, gutter and related drainage improvements constructed in the southern portion of the Pinnacle Townhomes P.D.P. project site function properly and have been completed in substantial compliance with the direction, details and specifications according to the Final Utility Plans for Pinnacle Townhomes P.D.P. Northern Engineering's record field shots are indicated on the attached sheets 18 and 19 (Master Grading Plan)., Water quality pond as -built elevations were also provided by Northern Engineering Services. Our initial analysis of the data provided indicated that further grading in the bottom of the pond was required for full compliance with the approved plans. Additional effort was directed. Upon completion of the additional grading effort, a representative of Shear Engineering Corporation made further observations on Thursday, June 12, 2003. The water quality pond was now completed in substantial compliance with the direction, details and specifications according to the Final Utility Plans for Pinnacle Townhomes P.D.P. Hydroseeding of the water quality pond was authorized by Shear Engineering Corporation. A final drainage certification will be required. This will be provided upon completion of the remaining Pinnacle Townhome P.D.P. improvements. Those improvements 'primarily consist of the completion of street curb, gutter and walk and parking lot curb gutter and walk. All specific lot and unit certifications will be provided separately upon completion of each individual structure according to the requirements of the development agreement.
